Performance Work Statement
Deployable Automated Cargo Measuring System (DACMS)
Joint Base Charleston, SC – Air Base
07 June 2017
1. PURPOSE
Provide, install, and certify a Deployable Automated Cargo Measuring System (DACMS) at Bldg. 237, Cargo Deployment Facility, meeting functional and operational requirements for Joint Base Charleston, SC.
2. PERFORMANCE
The vendor is responsible for supplying all material, equipment, and labor necessary to install a Deployable Automated Cargo Measuring System IAW the specifications outlined in this PWS. The contractor will also be responsible for demolishing the existing system and removing all components not being utilized. All equipment supplied and assembled shall be new. All components shall be warrantied for one (1) year from the date of installation. Warranty calls for service and parts within that year shall be completed at no additional cost to the government.
The system being installed shall include the following:
• The system installation will occur under an existing overhang (30’X24’X60’) and be mounted on existing poles . The expected minimum cargo dimension is 1’X1’X1’ and the maximum cargo dimension is 25’X13’x60’.
• Load cells, summing board, and wiring to replace existing. The current scale is 13’X30”.
• 3 pole mounted sick reader lasers with lasers and wiring protected and environmentally rated to withstand direct sunlight, rain, and condensation. For additional protection a visor style attachment shall be installed that must not interfere with the operation of the readers while in use.
Additionally, a hood to cover the readers while not in use shall be provided.
• Provide 3 extra sick readers to be used as back-up if mounted back-ups fail for any reason.
• 4 ground beam breakers to be a remove and replace at the current locations and heights.
• 3D Imagery capability to color printers (8.5”x11” paper) with outputs including lengths, widths, heights, axle weights, gross weight, front overhang, rear overhang, and center of balance.
• Provide and install new digital scale display to be located under the overhang area.
• Desktop console to connect to digital display and existing computer in adjacent office area.
• Provide connection ports for color printer and laptop computer to be used under the overhang area. All wiring must be concealed in existing pole or conduit.
• Existing conduit may be used for new cabling between console and display.
• System must be compatible with Windows 10 and Air Force Standard Desktop Software. Computers and color printers will be provided by the government.
• Ensure all equipment is properly grounded to prevent damage due to power surge or lighting strike.
• The Contractor is responsible for the initial calibration of the system and must provide scale the calibration certificate from a qualified company.
All systems must operate as a standalone system that will not be connected to the Air Force Network or internet. Bluetooth and/or wireless systems are not permitted. All software updates will be pushed manually via CD-ROM.
Specifications/Features of In-Ground Axle Scale
Capacity: 50,000 lbs.
Overload Protection: 150% of Capacity Stainless Steel Load Cells Calibration Interval: 1 Year Calibration Testing Range: 500 – 50,000 lb. Static & Dynamic Weighing Modes Dynamic Weighing Speeds: 0 – 3 MPH Static Accuracy: +/- 0.1% of applied load Dynamic Accuracy: +/- 1% of GVW @ 0 – 3 mph. Indicator Output:
RS232 Serial Power: 12/110/220 Volts. At 115VAC, 15A dedicated circuit Required. This circuit will power the complete system for one lane including weighing and profiling.
Specifications of Profiling System

Power: 12/110/220 Volts. At 115VAC, 15A dedicated circuit required. This circuit will power the complete system for one lane including weighing and profiling.
3. MAINTENANCE
Contractor shall assemble profiling system and test system to ensure static and dynamic accuracy specifications are achieved. Initial scale calibration certification will be provided to the government upon completion, as well as any manuals and maintenance documents.
4. TRAINING
Contractor shall provide necessary training to a minimum of ten (10-15) government personnel within 10 business days of completing installation. The training shall be completed in 1-2 days and must ensure proficiency with operation, troubleshooting, and maintenance requirements to allow personnel to safely, independently, and effectively operate the system. The training objectives shall enable personnel to be adequately trained to obtain:
• Automated vehicle lengths, widths and heights.
• Automated vehicle axle weights, gross weight, and center of balance.
• Automated gross weights of 463L aircraft pallets.
• Summary weighing reports.
The contractor must provide training supplements to enable government personnel to independently train individuals on the system in the future. The training supplements should be computer based and include a certification option after completion to designate individuals have been properly trained.
The government will provide a classroom and vehicles, trailers, and pallets for training purposes.
5. SITE VISITS & BASE ACCESS
There will NOT be a site visit for this acquisition. Sufficient information should be been available to alleviate the need for a site visit.
Upon award of the contract, the awardee will submit all required documentation to obtain base access for essential employees. Vetting typically take 3-5 business days after submission. For complete information regarding base access, request a copy of the AFI 31-101 from your Contracting Officer.
Contractors will have access to work from 0730-1630, Monday through Friday.
6. SUBMITTALS
The contractor shall provide the following information:
Technical data and specifications for the installed system.
Aniticpated service life data, recommend system servicing intervals and repair manual information International Organization for Standardization (ISO) 9001 Certification
