STATEMENT OF WORK

NEW COMPRESSOR PURCHASE AND INSTALL

CORROSION CONTROL FACILITY (B515)

27 JUNE 2017

DESCRIPTION OF SERVICE: The contractor shall provide all management, tools, supplies, materials, equipment, labor, and inspections necessary to remove two existing breathing air compressors, purification systems, and the breathing air holding tank. Contractor shall install two new breathing air compressors (Atlas Copco model ZT37VSD-8.6-P or equal), two purification systems (Atlas Copco model BAP70+ or equal), and one new lined breathing air holding tank in building 515 used for painting operations at Joint Base Charleston, South Carolina.

OBJECTIVE: The objective of this requirement is to remove two breathing air compressors, two purification systems, and one breathing air holding tank and install a new system into the existing compressor room.

SCOPE OF WORK:

• Contractor is to provide/fabricate/ship all materials, piping, ducting, and electrical items necessary to install all components.

• Contractor will provide all lifts and/or equipment necessary to install of new breathing air system and purification systems.

• All systems to be installed must fit on the current concrete pads. Contractor may extend/widen the existing concrete pads if necessary.

• Breathing air systems must utilze and connect into existing ductwork. Modifications may be made to ductwork by the contractor to accommodate the new system

• The current breathing air compressors operate off of 460V/3 phase/60 Hertz. If new equipment is not compatible with existing electrical supply, the contractor must account for wiring installation of the proposed system.

• The current purification systems operate off of 120-180 V/3phase/4W/100Amps. If new equipment is not compatible with existing electrical supply, the contractor must account for wiring installation of the proposed system.

• Breathing air system must be oil free and variable speed driven.

• The breathing air system must operate at a minimum of 50 Horsepower and a maximum of

70 Horsepower.

• The breathing air and purification system must have all filters and or desiccants added in system, if required, after install is complete.

• The existing 660 gallon, lined, breathing air holding tank must be removed and replaced with one of equal or greater size.

• Contractor will provide 1 training session for personnel in correct use and maintenance of the air and purification system.

SITE VISIT: The Contractor may need to make a site visit to verify and determine if modification of the existing ductwork , electrical supply, concrete pad is necessary to install the proposed system. The proposed system shall allow unobstructed preventative maintenance and repair within the existing air compressor and purification system room.

STANDARDS: Upon completion of installation, contractor must perform a complete operational test to ensure the breathing air and purification systems are fully operational and meet all standards. The contractor must provide written, signed, and dated certification to the Contracting Officer attesting that the operational test was conducted and the equipment functions in conformance with the appropriate AFOSH & OSHA standards and the manufacturers design standards.

HOUSEKEEPING: The contractor shall maintain housekeeping practices that reduce the risk of fire, damage and personal injury. Scrap materials, rubbish and trash shall be removed at least once every day from around the work area.

ENVIRONMENTAL & HAZARDOUS MATERIALS HANDLING: The contractor must present a material Safety Data Sheet (MSDS) for any chemicals brought on base for the purpose of fulfilling the requirements of this contract. This includes materials such as oils, grease, and paint.

HOURS OF OPERATION: Normal working hours are 7:30am to 4:30pm, Monday through Friday.

SECURITY: All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the installation, shall abide by the base pass requirements and all JBC security regulations. The contractor shall be responsible for safeguarding all contractor and government property/equipment on which they are working. In the event of contractor leaving for the day with work incomplete, tools, parts and equipment shall be secured.
