This is a Requirements Description document outlining training requirements for USAF Special Warfare Airmen. Training will cover care under fire, tactical field care, and tactical evacuation care, with emphasis on life-saving interventions in combat environments. Sessions will accommodate groups of 15-20 ST operators and incorporate multi-domain scenarios including confined space operations, high angle movements, vehicle extrication, collapsed structures, rope work, close quarters battle, mission planning, intel briefings, OPCONs, ROEs, communications, and recovery procedures. The contractor must provide all necessary personnel, equipment, tools, materials, and supervision.

Requirement Description The USAF must ensure its Special Warfare Airmen (STO, CRO, PJ, CCT, TACP, SR, support) are provided sustainment and enhancement training of their existing, operational medical skill sets. USAF provides deploying personnel to operate globally in support of regional unified commanders requiring those Air Force Special Operations Command (AFSOC) assignments in support of their organizational METL (Mission Essential Task List). As an operational component providing personnel to U.S. Special Operations Command (USSOCOM), the requires outsourced training in order to meet its training requirements. The contractor shall provide all personnel, equipment, tools, materials, supervision as wells as other items and services necessary to perform the combat casualty care, pre-hospital care, and casualty transportation in the deployed operational environment
The purpose of this training activity is to integrate the principles of the latest Tactical Combat Casualty Care (TCCC) guidelines, triage techniques and casualty movement encountered in the evolving, modern battlespace, to optimize preparedness for mission execution within diverse operational environments. Course of instruction will combine classroom academics with tactical employment of medical care principles in various operational settings through scenario-based training. Procedure based training will be conducted through utilization of human simulation aids, in the form of moulaged patient role-players, cadavers and mannequins provided by contractor. Contractor will provide realistic training scenarios within a climate-controlled facility, where personnel will have the ability to perform all medical skills taught throughout the course. This course will provide high fidelity training in the mission settings of care under fire, tactical field care, and tactical evacuation care, with emphasis placed on life-saving interventions and management of injuries sustained in the combat environment. To enhance the development of small unit team dynamics, individual flights, consisting of 15 to 20 ST operators, will participate in separate training courses.
The scenarios created for the course events will emphasize multi-domain (air and land), with dynamic STS-centric missions. encompass full mission profiles, with iterations requiring technical skills and competencies which are employed in training exercises on a limited basis, such as confined space, high angle movements, vehicle extrication, collapsed structures, and use of ropes. Additionally, the training missions will integrate basic combat skills, tactics, and schemes of maneuver (i.e. close quarters battle), as well as realistic mission planning, to include intel briefings, OPCONs, and ROEs, along with communications, authentication, and safe recovery procedures.
The above listed trainings shall be provided in the timeframe of 3 - 7 February 2025 and shall take place at a single facility/location in order to accommodate the government’s mission needs.
