Statement of Work Fire Department Training Rm A/V Upgrade 30 June 2022
1. DESCRIPTION OF SERVICES:
The contractor shall provide all management, tools, supplies, equipment, and labor necessary to upgrade the Audio Visual System located at 210 Bennett Ave., Bldg. 90734, Hurlburt Field, FL.
1.1 Basic Services
Contract shall be responsible for all labor, materials, tools, and equipment necessary to engineer, install, and program a new digital audio, video, and control system in the Fire Department Training Room. This upgrade includes a new camera system, video projection with matrixing of multiple sources, an audio system, and web interface (AV Bridge) for remote meeting and live streaming. The complete system shall be able to perform the below functions: host remote meetings, live stream, mass briefings to deliver curriculum to students and conduct virtual mandatory training, as well as conduct In-Service Training with other schoolhouses.
1.1.1 The following is a breakdown of the minimum brand name or equal requirements for this project:

2 TECHNICAL REQUIREMENTS:
2.1 The contractor must ensure that all applicable Commercial-Off-The-Shelf (COTS) IA and IA-enabled products comply with AFI 33-200, Information Assurance.
2.2 The contractor must provide special asset tags IAW MIL STD-130, DODI 8320.04, Item Unique Identification (IUID) Standards for Tangible Personal Property and DFARS 252.211-7003, Item Identification and Valuation.
2.2.1 The contractor must ensure products meet Energy Star guidelines, as applicable.
2.2.2 The contractor must ensure (if applicable) the product meets IPV6 capabilities per UCR 2013 and certified by the DoD UC approved products list.
2.2.3 The contractor must provide Unified Capabilities (UC) approved products under the Unified Capabilities (UCR) 2013 Mandate.
2.3 The contractor must make any available updates to the hardware and software provided to the commercial equipment used under this project.
2.4 The contractor will notify the users upon items being placed on backorder. Information required is the item on backorder, expected lead-time until the item is available, etc.
2.5 Any provided items must pass OEM warranty and standard commercial warranties to the products at no additional cost. Any location visitations in the future will have an escort provided.
2.6 The contractor must install equipment (with coordination Health & Safety Officer, and Deputy Fire Chief). This will provide the company the opportunity of receiving all associated equipment.
3 INSTALLATION:
The installation shall not last more than seven (7) calendar days from the start of the project. The contractor shall uncrate/unpack all new items and perform required assembly in accordance with the manufacturer’s instructions. Contractor shall remove and dispose of packing material.
3.1 Services shall include inspections of product for shipping damage. If damage is found it shall be the responsibility of the contractor to notify the End User and make arrangements for replacement or repair of the item(s) damaged. Damaged items shall not to be installed.
3.2 The contractor shall meet with the End User to review the installation drawings/design no later than five (5) calendar days prior to ensure the installation does not interfere with educational instruction.
4 WARRANTY:
4.1 All projects performed by contractor must include at least one (1) year installation warranty on all workmanship from the date of project completion. The warranty must cover any defects in the installation or craftsmanship portion of the project. Details include:
· Warranty parts repair/replacement
· On-site service/response
· On-site & remote (phone) support
4.2 The contractor must provide extensive warranty options to cover the user’s equipment and the ability to provide 24x7x365 technical assistance; either on-site or remote.
4.3 Warranty work shall be completed within five (5) business days, barring any unforeseen circumstances.
5 PROJECT SCHEDULE:
5.1 The project delivery and installation shall be complete no later than 45 calendar days after date of contract.
5.2 The contractor shall leave the area clean and free of all debris resulting from this installation. The installation crew shall notify the Health & Safety Officer, Deputy Fire Chief & Contracting Officer before commencing work. Additionally, the contractor’s installation crew shall bring all necessary tools to complete the job, and clean up the work area at the end of each workday. The Government shall not provide any tools, equipment, or manpower power to assist with installation.
6 MEASURING, CONVERSION AND GUARANTEE:
It shall be the complete responsibility of the contractor to obtain accurate dimensions at the job site and to examine all conditions as they relate to this installation. Skilled technicians shall perform the installation. All work shall be accomplished in a neat and professional manner.
7 TRAINING OF PERSONNEL:
The contractor shall train five (5) Subject Matter Experts (SME) how to operate the system proficiently. All documentation (Owner’s manuals, warranty information, assembly instructions, maintenance and care instructions, operating instructions, etc.) shall be provided to and reviewed with the End User.
7.1 Contractor shall provide one (1) copy of the associated user manuals, and one (1) compact disc with any associated configurations/programing.
7.2 Contract Employees: 1st Special Operations Security Forces Squadron (1 SOSFS) personnel will verify the identity and entry authorization of contractor personnel and vehicle and may conduct a search at any time of any baggage, articles, or vehicles on Hurlburt Field.
7.3 The contractor shall appoint an authorized representative who will be company’s senior representation on site for all customer communication an enforce compliance of all requirements of the project.
7.4 Hours of Operation. The contractor shall perform the installation services at 210 Bennett Ave., Bldg. 90734 during normal hours of operation (7:30AM – 4:30PM Monday thru Friday). However, installation shall not impede normal daily operations. Therefore, if necessary, to ensure operations are not impacted, the contractor will need to work outside of normal business hours. Dates and times must be coordinated and approved in advance by Health & Safety Officer or Deputy Fire Chief.
The following is a list of federal holidays observed by this installation:
New Year's Day, January 1 or the Friday preceding or Monday following Martin Luther King's Birthday, 3rd Monday in January President's Day, 3rd Monday in February Memorial Day, last Monday in May Independence Day, July 4 or the Friday preceding or Monday following Labor Day, first Monday in September Columbus Day, 2nd Monday in October Veterans Day, November 11 or the Friday preceding or Monday following Thanksgiving Day, 4th Thursday in November Christmas Day, December 25 or the Friday preceding or Monday following
8 BASE ACCESS:
8.1 Contractor/Employee Base Pass and Identification, Special Clearances, and Vehicle Passes. The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished contractor identification badges while visiting or performing work on the installation.
8.2 Smoking, Eating and Drinking. The contractor shall permit smoking; eating and drinking only in 1st Special Operations Wing designated areas.
8.3 Driving License/On-base Requirements. The contractor and employees shall comply with base traffic regulations at all sites. The contractor shall ensure employees have a current and valid state/country driver’s license and government license for the type of vehicle being driven before allowing the employee to operate a government vehicle or personal vehicle on Hurlburt Field, Florida.
