About this file
This document contains questions and answers regarding a federal contract for the installation of an intrusion detection system at a government facility. The contract involves installing a Vindicator intrusion detection system, including sensors in each of five ground communications shelters. A single Site Commander unit will be installed inside an existing sensitive compartmented information facility to independently control and monitor each shelter. The shelters will have dedicated conduit installed for intrusion detection system wiring between the shelters and facility. Turnstile access control and closed-circuit television cabling must be installed in separate dedicated conduit. Electrical cable is permitted for branch circuits. The related federal contract opportunity is solicitation number FA441721QC152 for a Vindicator intrusion detection system from the Department of the Air Force Special Operations Command.

Questions and Answers
Work Element: PDS System
Q: Is the PDS system mentioned in Section 1.2.7 being installed by the company providing the four (4) inch conduit?
A: No, the PDS alarm system will be installed as part of this “Vindicator Intrusion Detection System (IDS)
Installation” contract. The construction contractor will be installing the four (4) inch conduit that will be the ferrous metal housing for the PDS.
Q: If so, does the four (4) inch conduit serve as the PDS housing?
A: Yes, the 4 inch conduit that will be installed by the separate construction contractor will be the ferrous metal housing for the PDS alarm system
Q: Does PDS SOW include all pathways to the junctions’ boxes, or is the IDS contractor to provide these pathways?
A: The separate construction contractor will only install the 4 inch conduit from the SCIF to the GCS pull box. The IDS contractor is to provide the pathways from the cameras and turnstiles to the SCIF and through the wall.
Q: Will the PDS system be monitored by the Vindicator/IDS Provider?
A: Yes, the PDS signaling will be monitored by the Vindicator system
Work Element: Electrical.
Q: When running the dedicated power for the Vindicator IDS panel will (MC electrical) cable be allowed?
A: Installation of MC cable is allowed for branch circuits as prescribed by UFC 3‐350‐01 table 2‐
1. Installation must also comply with NFPA 70, National Electric Code.
Q: For areas not conducive for running hard conduit, will MC electrical flex be allowed?
A: Installation of MC cable is allowed for branch circuits as prescribed by UFC 3‐350‐01 table 2‐
1. Installation must also comply with NFPA 70, National Electric Code.
Work Element: IDS
Q: Will each SWA unit be classified as a SCIF?
A: No, the area is identified as a restricted area and containers are PL3 assets. The PL3 assets will be classified as Secure Working Areas
Q: If so, will individual IDS units be required as specified by ICD‐705 and UL2050 regulation requirements? Or will this receive special provisions as a (SCIF) as one building, and each is partitioned and would have its own Site Commander installed?
A: No, Restricted Area PL3 assets do not require individual IDS units, a single IDS unit inside of the
Facility SCIF with a (Corby) key pad and sensors in each GCS container so each GCS can be activated and deactivated (Partitioned) from the keypad.
Q: IDS Section 1.2 states that the IDS System should be able to be placed in secure and access mode simultaneously. Section 1.2.1 states that the units should operate independently of each other. Does this mean there will be one master unit that will secure and control all the IDS units as one?
A: Each individual GCS container sensors must be able to be activated and deactivated from the keypad control unit within the GCS container.
Q: If so, would one Vindicator Site Commander be required in each MGCS for independent control of each unit? Does the end user want Five (5) total Site Commanders, one for each MGCS or are Area
Commanders preferred?
A: No, a single Site Commander installed inside of the existing SCIF that is compartmentalized in to areas for each GCS.
Work Element: ACS/CCTV
Q: Can the Access Control and CCTV cabling be installed through the same pass‐through penetrations as the PDS and IDS cables?
A: No: The CCTV must be installed within dedicated conduit from end to end with its own pass‐through penetration. The Turnstile access control must also be install within dedicated from end to end. The
GCS container sensors and keypad wiring can be installed within the PDS conduit between the GCS and
SCIF.
Q: Will the ACS and CCTV cabling share the same PDS housing as the IDS, or shall they each be separated?
A: No. See above.
Q: How high off the ground are the security cameras to be installed?
A: Exact height will need to be determined once the cover is installed to ensure the cameras can properly cover the area. The camera to be installed on the northeast corner of the building is estimated at 14 foot. The camera to be installed on the southeastern side of the fenced in area has a height estimate of 10 foot so that it can properly cover the area under the roofing structure.
Q: Can you provide an electrical site drawing plan for this project?
A: Yes, document provided: “GCS Pad construction power and low voltage diagrams”
Q: Will the cameras for the CCTV be mounted on the NE and SE corners of the building with mounting hardware to provide site view.
A: The camera mount locations are identified on sheet number 22 of the GCS Pad construction power and low voltage diagrams.
Note: the Cameras must be the Bosch camera as listed on the CMD Acquire list to ensure they work with the base security system.
