I. Contracting Activity.
Department of Air Force, 1st Special Operations Contracting Squadron, Hurlburt Field, FL. This document serves as a justification for other than full and open competition.
II. Nature and/or description of the action being processed.
This action will be awarded as a new firm-fixed price Indefinite Delivery Indefinite Quantity bridge contract.
III. Description of supplies/services required to meet agency needs.
The COCESS requirement is a commodity contract that provides a simplified method for authorized personnel to purchase quality materials, tools and equipment with a minimal order processing effort. The contractor will continue to provide all necessary labor, supervision, equipment, supplies and materials to support the COCESS requirement at Hurlburt Field, FL.
the period of performance will be 1 October 2019 through 31 December 2019, with three-one month options to allow for extensions through 31 March 2020.
(Operations and Maintenance) appropriations will be used to fund this requirement.
FA4417-19-C-0001 is the current COCESS bridge contract, which expires 30 September 2019. The current contract does not have sufficient dollar capacity in order to allow an extension.

IV. Statutory authority permitting other than full and open competition.
FAR 13.501(a) as supplemented by AFFARS 5313.501 implementing 10 U.S.C. 2302(b), Implementation of Simplified Acquisition Procedures (41 USC 1901). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
Establishing a new three (3) month bridge contract, with three (3) one-month options, will allow Hurlburt Field to continue to receive COCESS support, as well as allow 1 SOCONS sufficient time to finalize the competitive source selection for this effort. Hurlburt Field is currently a member of an AFICC and Air Force Civil Engineering Command (AFCEC) led Tiger Team for implementing the new COCESS solicitation and contract execution procedures.

COCESS solicitation FA441719RA0003 has been solicited and proposals were received utilizing the new COCESS solicitation and contract procedures established by the Tiger Team.
This bridge is required to facilitate proposal re-evaluation, completion of the source selection process, document preparation, legal and contract clearance, and allow for a 30 day transition period for the successful offeror, as stated in the Statement of Work.
The current contractor, CC Distributors, Inc., has held the contract since 1 September 2013 and has all parts, software, online ordering system, and equipment on site to continue performing this contract. The current contract expires 30 September 2019.
Awarding a new contract to the incumbent is necessary to maintain current Civil Engineering operational workload requirements until the competitive source selection can be completed and the contract awarded. Without a new contract being in place, 1st Special Operations Civil Engineering Squadron (1 SOCES) will not have the capacity for providing direct material support for base maintenance activities on Hurlburt Field.
Accordingly, CC Distributors, Inc. is the only firm capable of providing the supplies and services described in Section III above without the U.S. Air Force experiencing unacceptable delays in fulfilling its requirements.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
A competitive Request for Proposal (RFP) was issued on 15 April 2019. Competitive proposals were received in response to this RFP.
There were no efforts that could be made to ensure that offers were solicited from as many potential sources as practicable for this bridge action.
A sources sought synopsis was not issued for this requirement as this is for a short term bridge action as discussed in this document.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
Fair and reasonable pricing for this bridge contract will be based on pricing associated with the contractor's online purchasing system used to acquire supplies. All items are commercially available and purchased on the open market at current market prices. Prices are determined reasonable by performing comparisons of prices with current market prices. The government is not obligated to purchase solely from CC Distributions, Inc. for any line item the government determines not to be fair and reasonable.

Additionally, prices will be determined fair and reasonable in accordance with FAR 13.106-3(a)(2), comparison of proposed prices to historical prices paid. It is anticipated that the contractor will provide pricing and percentage discounts consistent with those provided under the current bridge contract, as well as the original 5-year IDIQ. The pricing and percentage discounts under the original COCESS contract were determined fair and reasonable based on comparison to competitive prices received in response to the solicitation.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research has not been conducted for this bridge contract due to the current competitive requirement on-going for this effort.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
None.
X. List of any sources that expressed, in writing, an interest in the acquisition.
None.
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
A competitive source selection is currently in process and an award is anticipated NLT 30 November 2019.
