Single Source Justification (Simplified Acquisition)
Section A: General Contract Information

Section B: Description of the Supplies/Services Required
The 823d RED HORSE squadron is requesting a New Tech Machinery (NTM) siding/roof panel machine. This machine through NTM is capable of producing wall siding and roof panels to be utilized at home station and various Troop Training Projects (TTPs) throughout the US. 819 RHS (Malmstrom AFB) and 820 RHS (Nellis AFB) both utilize the NTM siding/roof panel machine on their construction projects. These NTM tooling profiles have been used for and during construction execution by other RED HORSE units and pairs with the FrameCAD Machines, which is one of our construction capabilities we currently utilize. This piece of equipment will keep us aligned with the rest of the RED HORSE Enterprise for various construct methods while minimizing waste and downtime dealing with contractors or local vendors.
Section C: Justification for Soliciting from a Single Source
There are no other products on the market that provide the required capabilities:
- Convertible from electric powered to gas powered
- Center drive machine so that it doesn't have to be loaded with steel during travel which allows for easier transport
- Roller driver machine with polyurethane roller which directly feeds the steel through the machine vs steel rollers
- Only product that provides panels that have been tested with Drexel (our main steel supplier) to meet extreme high wind speeds, Miami Dade NOA certified
- Weather Tightness Warrantee available for standing seam systems for aluminum and steel
- Can add attachments for angled cuts for formed panels and hot melt system for sealing panels
- Computer system is capable of loading out cut list and project requirements
- End shear allows for all lengths of panel cuts
Section D: Efforts to Obtain Competition
Through market research, we were unable to find any other company that makes the equipment comparable in both operations and end product to the SSQII system that is compatible with the steel profile specs used with Drexel Metals and NTM. Below are similar products found during market research:
Englert – Based out of Polland - Cannot notch or shear the panel for our construction needs for the eave side or valleys of the roof which leads to manual manipulation of the steel Roll Former – Chalfont, PA – Front shear that cannot handle short panel cuts due to not being able to feed the cut metal to the end of the machine for runout. This limits our capabilities on design and construction.
Kudson – Brommfield, CO – Not a center drive machine, meaning steel has to be loaded on the machine at all times which may cause issues during shipping and the roller does not actually feed the machine. Additionally, panel profiles have not been tested or cert ified.
Section E: Steps to Preclude Future Single Source Awards
Through every available means, the 823d Red Horse Squadron will continue to monitor market information and technical publications to determine whether any other source can meet our needs. In addition, minimum requirements for any future requirements as described herein will be shared with industry to encourage other manufacturers to begin producing similar compatible products.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only one source is reasonably available.
