Brand Name Justification (Simplified Acquisition)
Section A: General Contract Information
Contracting Activity: 1 SOCONS Purchase Request/ Identification Number:

Section B: Description of the Supplies/Services Required
Purchase One (1) Laser Shot - Mobile Marksman Training Simulator and associated equipment & software.
Section C: Justification for Soliciting for a Particular Brand Name Item
The Lasershot Mobile Marksmanship Training Simulator is the only simulator on the market that will meet our requirements. After conducting an extensive review online, attending multiple trade shows, this is the only system that can meet our space requirements. The system can operate at a minimum distance of 7 feet verses similar systems that require 15ft to 25ft to operate. Additionally, the Laser Shot Mobile Marksman Training Simulator system is mobile, and can be setup within 15 minutes. If a different system is procured, it will severely limit the space available to set up the system and will prove very difficult and costly to ship the simulator to other installations.
Section D: Efforts to Obtain Competition
The Laser Shot - Mobile Marksman Training Simulator is available on GSA. A sources sought was posted on GSA eBuy on 20 Aug 19, and closed on 27 Aug 19 with zero (0) responses. Laser Shot is a small business and they have several small business partners that distribute their products. In order to obtain additional competition for this requirement, it will be 100% set-aside for small businesses, and posted on www.FBO.gov.
Section E: Steps to Preclude Future Specific Brand Name Requirements
Through every available means, the HQ AFSOC will continue to monitor market information and technical publications to determine whether any other source can meet our needs. In addition, minimum requirements for any future requirements as described herein will be shared with industry to encourage other manufacturers to begin producing similar compatible products.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a brand name product is reasonably available.
