I. Contracting Activity.
1st Special Operations Contracting Squadron/PKA 350Tully Street Hurlburt Field, FL 32544
II. Nature and/or description of the action being processed.
The contractor shall provide all management, tools, supplies, equipment, labor and transportation necessary for the un-install, relocation, and install of ten (10) U-28 Sunshades from the West Ramp to the East Ramp.
III. Description of supplies/services required to meet agency needs.
The contractor shall complete a thorough maintenance inspection and treat minor corrosion.
Contractor shall check all bolted connection points and cables for condition and security, and replace as necessary. The shelter canopies shall be replaced with new 20 ounce tan heavy duty vinyl.
IV. Statutory authority permitting other than full and open competition.
FAR Part 13.5 & Part 6.302-1(a)(2)(ii)(A), the sunshades are deemed highly specialized equipment and award to another contractor would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
The existing sunshades and structures were purchase in January 2013 from Shelter Structures, Inc.
The fabric sunshades has a ten-year pro-rated warranty and the metal truss structure has a fifteen-year pro-rated warranty. Fortress Fabric Structures, in accordance with their quote dated 10 September 2019, will honor the remaining balance of the warranty of the metal truss structures as long as they have been maintained according to the original warranty document. According to 1 SOMXG/QAE, the metal truss' are inspected and inspections are documented in International Material Data System as outlined in the original warranty.
Additionally, others contractors are not able to move and guarantee other company's structures.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
This effort subject to warranty coverage of the fabric, metal truss, and installation of the ten (10) sunshades purchased on 15 January 2013 under contract FA441712F0212. Although Fortress Fabric Structures is not the manufacturer of the sunshade fabric, they do fabricate the sunshade material.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The ten (10) sunshades were initially installed in January 2013 at a total cost of The cost of the canvas canopies were , the frames were and the installation of the frames and canopies was total. The new canopies cost 42% more than the canopies purchased in 2013, Also, new wind maps require stronger fabric and materials to meet the new wind resistant standards of 2018. The labor to un-install, transport, replace canopies and re-anchor the sunshades is , which is about three times the initial labor cost, but the labor also more intensive (removing the old shades and re-placing with new shades, removing the 320 old anchors, attaching and transporting the canopies one at a time across the flight line, unloading and attaching the new anchors and tightening the canopies to the new frame. The cost of labor at increased by from 2013 to 2019 according the CPI inflation calculator, which is about an 11% increase. The project will take a crew of iron workers approximately ten (10) weeks to complete the project. The cost breakdown for the relocation of the sunshades and for new shelters is for labor, for the new fabric shelters, for replacement hardware, for tow specific hardware, for equipment, and for freight. Additionally, the quote for the relocation of the sunshades reflects a credit of .
The cost of labor is the greatest increase since the sunshades were originally installed in January/ February 2013. The installation cost in 2013 was each. The labor cost to load and relocate the current sunshades is , or to un-install the shelters, and to reinstall the shelters.
The fifteen-year metal truss, which is currently in its sixth year of warranty coverage is pro-rated at 67%, and the warranty will continue until 2028. Furthermore, the warranty percentage of coverage will drop every year.
Due to the sunshade shelters current warranty coverage, and based on the information outlined in Section VII, it is more advantageous for the government to relocate the sunshades versus purchasing new ones at this time. Determination is made that the best option at this time from a Price Fair and Reasonable standpoint would be to relocate the current sunshade frames and replacing the fabric shelters versus the cost of purchasing ten (10)new sunshade shelters.
Based on the above information, and information in Section VIII, it is more advantageous for the government to relocate the sunshades versus purchasing new ones at this time.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
FPDS-NG: Contract FA486118FC074, Nellis AFB, NV, awarded on 28 September 2018, was for the installation of three (3) aircraft sunshades at a cost of each. The sunshades purchased and installed at Nellis AFB were 7,420 square feet in size, while the ones to be relocated on the Hurlburt Field flight line are much smaller at 4,125 square feet. This is a 44.4% decrease in size, for an approximate cost of , which is 30% more than the initial cost.
INTERNET SEARCH: An Internet quote was posted online and responded to on 8 August 2019 by Big Top Shelters. Although the quote received from Big Top Shelters is for a shelter 14.9% larger than requested, . The cost for one (1) new shelter from Big top is for the frame and shelter, for the Lightning Protection, for the installation, and for the freight, for a total cost of .
EMAIL QUOTES: A quote was received via email from Shelter Structures to install ten (10) new sunshades. The total cost would be .

A new ten-year pro-rated warranty will be given for the new fabric sunshades. The Government will seek competition in the event the warranty no longer covers the replacement costs, and, the Government will also seek competition for purchase of additional aircraft sunshades if required.
