I. Contracting Activity.

Department of Air Force, 1st Special Operations Contracting Squadron, Hurlburt Field, FL. This document serves as a Justification for Other Than Full and Open Competition.

II. Nature and/or description of the action being processed.

This action will be awarded as a new firm fixed price bridge contract.

III. Description of supplies/services required to meet agency needs.

The COCESS requirement is a commodity contract that provides a simplified method for authorized personnel to purchase quality materials, tools, and equipment with a minimal order processing effort. The contractor will continue to provide all necessary labor, supervision, equipment, supplies, and materials to support the COCESS requirement at Hurlburt Field, FL.

The total estimated value of this bridge contract is and the period of performance will be 1 October 2018 - 31 March 2019.

57 3400 (Operations and Maintenance) appropriations will be used to fund this requirement.

FA4417-13-D-0003 is the current COCESS contract, which expires 30 September 2018. The intent is to execute a new six (6) month bridge contract to provide performance from 1 October 2018 - 31March 2019. The current contract does not have sufficient dollar capacity in order to allow an extension.

Recent audits of several COCESS contracts across the Air Force resulted in findings that the current terms and conditions of COCESS contracts do not provide adequate contract oversight. Because these contracts followed a agency-wide format, the agency is redefining the terms and conditions and implementing a new pricing model.

Providing a six (6) month bridge contract will provide the needed time for the Air Force Installation Contracting Agency (AFICA) to develop and revise the COCESS format and for Hurlburt Field to conduct a competitive source selection after the format is finalized.

IV. Statutory authority permitting other than full and open competition.

Procurement under the contract will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) and implemented by FAR 13.501, Sole Source acquisitions conducted under simplified acquisition procedures. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

Establishing a new six (6) month bridge contract will allow Hurlburt Field to continue to receive COCESS support, as well as allow the Air Force sufficient time to revise the COCESS requirement for future acquisitions. Future acquisitions will require contractors to input material control data into TRIRIGA, the Air Force's newly implemented material control tracking software. Additionally, future COCESS contracts will require contractors to follow a specifically designed pricing process to ensure fair and reasonable prices are competed across all COCESS locations. Hurlburt Field is currently a member of an AFICA and Air Force Civil Engineering Command (AFCEC) led Tiger Team for implementing these new COCESS solicitation and contract execution procedures. These procedures are currently under review and are projected to be ready in time for bases, to include Hurlburt Field, to competitively award COCESS contracts NLT 1 April 2019.

The current contractor, CC Distributors, Inc., has held the contract since 1 September 2013 and has all parts, software, online ordering system, and equipment on site to continue performing this contract. The current contract expires 30 September 2018.

Awarding a new contract to the incumbent is necessary to maintain current operational Civil Engineering workload requirements until the Tiger Team's new COCESS process can be solicited and awarded competitively. Without a new contract being in place, 1st Special Operations Civil Engineering Squadron (1SOCES) will not have the capability of providing direct material support for Hurlburt Field occupants, while also negatively impacting maintenance activities for base wide facilities.

Accordingly, CC Distributors, Inc. is the only firm capable of providing the supplies and services described in Section III above without the U.S. Air Force experiencing unacceptable delays in fulfilling its requirements.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

The AFICA and AFCEC led Tiger Team posted a Sources Sought notice for the new COCESS procedures on 10 May 2018 with responses due 11 June 2018. Four (4) interested parties responded with capability statements and questions/ concerns. The questions and concerns were addressed and revisions were made to the draft Solicitation documents.

As a result of this industry feedback, the notice was re-posted with new draft documents.

Additionally, on 18 July 2018, AFICA hosted a teleconference which provided a Government led walk-through of the requirement, solicitation, and evaluation procedures. Any questions, comments or feedback regarding the requirement, solicitation, and evaluation procedures were due to AFICA NLT 30 July 2018 and is currently under review.

Therefore, competition for this action is not feasible at this time. Awarding a bridge contract to the incumbent is the most proper solution for COCESS commodities; however, pending final guidance from the Tiger Team, it is anticipated the follow on contract will be competed and awarded NLT April 2019.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

Fair and reasonable pricing for this six (6) month bridge contract will be based on pricing associated with the contractor's online purchasing system used to acquire supplies. All items are commercially available and purchased on the open market at current market prices. Prices are determined reasonable by performing comparisons of prices with current market prices. The government is not obligated to purchase solely from CC Distributions, Inc. for any line item the government determines not to be fair and reasonable.

Additionally, the price will be determined fair and reasonable in accordance with FAR 15.404-1(b)(2)(ii), comparison of proposed prices to historical prices paid. It is anticipated that the contractor will provide pricing and percentage discounts consistent with those provided under the current contract. The pricing and percentage discounts under the current contract were determined fair and reasonable based on comparison to other prices received in response to the solicitation.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research has not been conducted for this bridge contract due to the focus on market research for the Tiger Team's new COCESS procedures. A Request for Information was posted by the Tiger Team on 13 March 2018 related specifically to the new COCESS contracts' pricing model. The team received two responses from industry. The responses were reviewed by the Tiger Team and led to additional revisions of the new COCESS Statement of Work (SOW) and solicitation procedures. Additionally, the Tiger Team posted the Sources Sought notice with the new draft COCESS SOW and revised solicitation procedures as discussed in paragraph VI above.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

As members of the AFICA and AFCEC led Tiger Team, Hurlburt Field has been asked by AFICA and AFCEC leadership to execute a bridge contract in order to participate as a "test base" for the new COCESS contract procedures. Hurlburt Field is in a unique position to participate as a test base due to the incorporation of TRIRIGA at 1SOCES.

X. List of any sources that expressed, in writing, an interest in the acquisition.

None

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

A competitive source selection will be conducted with anticipated award NLT 1 April 2019.
