Brand Name Justification (Simplified Acquisition)

Section B: Description of the Supplies/Services Required

Install Vindicator Intrusion detection system (IDS) in the Open Storage Area (OSA) of building 90089, in accordance with the Statement of Work. Ensure continued maintenance and support via an Air Force approved IDS. Vendor is required to be Honeywell certified and authorized to perform equipment installation. System being installed must be the Vindicator platform with the Security Archive Workstation.

The system shall meet USAF Authority to Operation (ATO) for the Vindicator platform.

Section C: Justification for Soliciting for a Particular Brand Name Item Advantor and Vindicator are the only two (2) authorized Automated Entry Control Systems (AECS) in accordance with Security Forces Center Commander’s Non-Nuclear Intrusion Detection System (IDS) Equipment Approval Letter, dated 9 NOV 2017.

The Advantor system cannot be configured to connect to the Hurlburt Field alarm system and generate alarm activations.

Therefore, only the Vindicator products and system can meet the requirements of the resulting contract.

Section D: Efforts to Obtain Competition

Vindicator is made by Honeywell, however, several Small and Large Businesses are Honeywell certified vendors who can fulfill this requirement. Sufficient competition can be obtained within the Honeywell certified vendors. Market research indicates a reasonable expectation of receiving two or more competitive quotes in terms of quality, delivery, and fair market price. Competition will be obtained, limited to the specific Vindicator equipment and certified installers.

Section E: Steps to Preclude Future Specific Brand Name Requirements Vindicator IDS is an Air Force approved system and includes maintenance support, after the initial one (1) year warranty and maintenance requirement expires, funded by the Air Force for the life of the IDS system. If this was a standalone system and not connected to BDOC monitoring system, the requirement would not be limited to Honeywell Vindicator brand. Future requirements will be limited to only Non-Nuclear Intrusion Detection System (IDS) approved products/equipment and shall comply with all 1SOSFS sanctioned requirements to connect to the Hurlburt Field monitoring system.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a brand name product is reasonably available.
