Statement of Work Angled Elevator Boat Lift 12 July 2018

1. DESCRIPTION OF SERVICES. The contractor shall provide all equipment, tools, materials, supplies, transportation, labor, supervision, management, and other incidentals necessary to provide and install marine grade Angled Elevator Lift for Hurlburt Field located at the U.S. Coast Guard Station in Destin, FL. All equipment, supplies, and materials provided shall be new and not refurbished.

2. BASIC SERVICES. Provide and install Angled (Side Mounted) Elevator Lift to raise and store one (1) 24,000lbs Target Towing Vessel that measures 40ft in length.

2.1. Angled Elevator Lift package minimum requirements:

2.1.1. Shall be capable of lifting target towing vessel out of the water with a prop clearance of at least 24 inches above the water to account for shifting tides.

2.1.2. Shall include aluminum maintenance platform, known as “catwalk”. Platform shall allow users to walk around, clean, and perform maintenance services while above the water line.

2.1.3. Shall be corrosion resistant.

2.1.4. Shall be installed and constructed using welded construction (not bolted except in the case of attachment brackets to the dock and poles).

2.1.5. Shall include quad track made of 6061 Structural Marine Grade Aluminum.

2.1.6. Shall be made with massive solid aluminum winders, with aluminum direct drive gearboxes (no belts or chains).

2.1.7. Shall be made with Industrial Duty Stainless Steel motors and brakes, including all attachment hardware.

2.1.8. Shall include self-adjusting cable keepers.

2.1.9. The contractor shall provide and program a wireless remote control and limit switch.

3. GOVERNMENT FURNISHED PROPERTY AND SERVICES. There will be no Government Furnished Property or Services provided for this effort.

4. INSTALLATION. The Contractor shall be responsible for the quality, technical accuracy, and the coordination of the design and installation. The Contractor shall, without additional compensation, correct or revise any errors or deficiencies in the design and installation of equipment.

4.1. The lift shall be installed between the red and blue markers seen in the attached picture. Once the lift is installed, the vessel will be stored with the nose pointed in the opposite direction shown in this picture.

4.1.1. All equipment, material, and articles incorporated into the work required shall be new and of the most suitable grade for the purpose intended.

4.2. The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any Federal, State, and municipal laws, codes, and regulations applicable to the performance of the work. The Contractor shall also be responsible for all damages to persons or property that occur as a result of the Contractor’s fault or negligence.

4.3. The Contractor shall be responsible for storage, staging and deployment of any equipment and materials provided as part of this project unless otherwise mutually agreed upon by the Government and the Contractor.

4.4. The contractor shall be responsible for safeguarding all Government property and protect from damage all existing improvements and utilities at or near the work site, and on adjacent property of a third party, the locations of which are made known to or should be known by the contractor. The contractor shall repair any damage to those facilities, including those that are the property of a third party, resulting from failure to comply with the requirements of this contract or failure to exercise reasonable care in performing the work.

5. WARRANTY. The contractor shall provide a warranty for the workmanship on the installation for a period of 12 months from date of site acceptance by the Government. The Contractor shall provide written procedures and required information for warranty services.

6. HOURS OF OPERATION. Normal Hours of Operation. The contractor shall perform the services required under this contract during the following hours: MON-FRI 0700 to 1600, except for federal holidays. The contractor may work, with prior approval of the Contracting Officer, extended hours to ensure timely completion of work at no additional cost to the Government.

6.1 Recognized Holidays. The contractor is not required to provide service on the following days: New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Days, Thanksgiving Day and Christmas Day. If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday.
