STATEMENT OF WORK

FOR

Installation of Breathing Air Dryer and Compressed Air Dryer

1. DESCRIPTION OF SERVICES. The contractor shall install a new Desiccant Air Dryer for facility Breathing Air and a Non-cycling Refrigerated Air Dryer for the compressed air in the Building 90225 Compressor Room.

1.1. BASIC SERVICES

1.1.1. The contractor shall remove of and dispose of the following defective existing equipment: Zander Echochill Cycling Refrigerated Air Dryer ZCD-800A and Zander Breathing Air Purification Unit BSP6. These equipment items are located in the building 90225 Compressor room (See attachment 1 for location). The Zander Echochill Cycling Refrigerated Air Dryer ZCD-800A will require deconstruction prior to removal, due to the limited space and pathway into the compressor room from its double doors. See Attachment 2 for (not to scale) general layout of the room.

1.1.2. The contractor shall install Aircel Model BHD-100 Breathing Air Dryer or equivalent, to include NEMA 4 Electrical Enclosure, CO monitoring system, Pre-filter, After-filter, and Final-filter. The system shall produce breathable air in compliance with the special qualifications listed in section 4. The system will need to be retrofitted with the existing airlines in the compressor room, and all electrical components will need to be retrofitted to the those currently existing in the compressor room. Full system start up, and operational training on proper use of the components, as well as, servicing/routine maintenance training shall be provided for shop personnel.

1.1.3. The contractor shall install Ingersoll Rand D850IN 460/3/60 Nema 1 Refrigerated Non-Cycling Dryer or equivalent. The system may have to be assembled after getting all pieces and components into the compressor room. The limited space and pathways evident in attachment 2 limit the size of the components that can be carried through the room. Site survey of room is recommended prior to install as the attachment is not to scale. The system shall process the compressed air produced from both the compressors located in the Compressor room in compliance with the special qualifications listed in section 4. The system will need to be retrofitted with the existing airlines in the compressor room, and all electrical components will need to be retrofitted to the those currently existing in the compressor room. Full system start up, and operational training on proper use of the components, as well as, servicing/routine maintenance training shall be provided for shop personnel.

2. GOVERNMENT FURNISHED PROPERTY AND SERVICES. There will be no Government Furnished Property or Services provided for this effort.

3. GENERAL INFORMATION.

3.1. Hours of Operation: Normal operation is Monday through Friday, 0630 to 2330, except for federal holidays. There may be mission situations that may require the contractor to work other than normal hours. Some of these situations are military exercises, contingency operations, or weather emergencies.

3.2. Federal Holidays. The following is a list of federal holidays observed by this installation.

New Year's Day, January 1 or the Friday preceding or Monday following

Martin Luther King's Birthday, 3rd Monday in January
President's Day, 3rd Monday in February
Memorial Day, last Monday in May
Independence Day, July 4 or the Friday preceding or Monday following
Labor Day, first Monday in September
Columbus Day, 2nd Monday in October
Veterans Day, November 11 or the Friday preceding or Monday following
Thanksgiving Day, 4th Thursday in November
Christmas Day, December 25 or the Friday preceding or Monday following

3.3. Physical Security. The contractor shall safeguard all government property. At the close of each work period, facilities shall be secured.

3.4. Storage Areas. The contractor shall be responsible for the orderliness and cleanliness of government furnished storage area. The area shall be clean and neat, free of fire and safety hazards, and free of unsanitary conditions.

3.5. Government Remedies. The contracting officer shall follow FAR 52.212-4(a), Inspection and Acceptance Clause, for contractor’s failure to perform satisfactory services or failure to correct non-conforming services.

4. SPECIAL QUALIFICATIONS

4.1. The contractor must validate that the Aircel Model BHD-100 Breathing Air Dryer possesses the following performance conditions: Inlet flow of 150 SCFM, Outlet Flow of 120 SCFM, Inlet Air Pressure of 100 PSIG, Inlet Air Temperature and Ambient Air Temperature of 100 degrees Fahrenheit, and Pressure Dew Point of -40 degrees Fahrenheit. The Operating Pressure shall be within 60-175 PSIG, the Inlet Air Temperature within 40-100 degrees Fahrenheit, and Ambient Air Temperature within 38-105 degrees Fahrenheit.

4.1. The contractor must validate that the Ingersoll Rand D850IN 460/3/60 Nema 1 Refrigerated Non-Cycling Dryer operates under the following conditions: Capacity: 500 scfm, Maximum Operating Pressure: 300 psig, Maximum Inlet Temp: 120°F, can handle air flows from 200-2400 SCFM, and must provide ISO Class 4 (39°F) pressure dew point ensuring dry air under all operating conditions.

5. CONTRACTOR PERSONNEL

5.1. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. The contractor shall provide each employee with an identification badge that shall include the employee’s name, employee’s photograph, and contractor’s name. Identification shall be available prior to employment and shall be worn or attached to the outer garment at all times.

5.2. The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished contractor identification badges while visiting or performing work on the installation.
