I. Contracting Activity.

II. Nature and/or description of the action being processed.

This document serves as a justification for Other Than full and Open Competition. The purchase request number is

F2FF047054AW02.

This action will be awarded as a Sole Source, firm fixed price purchase order. The notice will be posted to the Federal Business Opportunities (FBO) Government point of entry website at http://www.fedbizopps.gov in accordance with the Federal Acquisition Regulation (FAR) Part 5.301(d)(1).

A purchase order will be executed between Global LG and the Government.

III. Description of supplies/services required to meet agency needs.

The resulting contract will provide four (4) XRIT Earth Stations, Part Number LG-XRIT. Each XRIT Earth Station includes a portable weather satellite dish, a receiver, essential interface cables, a Pelican Air case, a GETAC rough notebook, one (1) satellite dish, and one (1) field tri-pod. Additionally, three (3) XRIT EumetCast-capable Ku-Band Kits, Part Number LG-KU-KIT, that include a GETAC expansion chassis and satellite meter will also be incorporated into the resulting contract.

IV. Statutory authority permitting Other than Full and Open Competition.

Procurement under the contract will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) and implemented by FAR 13.501, Sole Source Acquisitions Conducted Under Simplified Acquisition Procedures. Only one source is capable of providing the supplies required at the level of quality required because the supplies are unique or highly specialized.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

Global LG is original equipment manufacturer and sole distributor of the XRIT Earth Stations. The Global LG XRIT Earth Station Satellite/Receiver System is the only known system that meets or exceeds all AFSOC tactical weather satellite receiver system requirements:

-Receives and processes Low Rate Information Transmission (LRIT) and High Rate Information Transmission (HRIT) weather satellite imagery from geostationary satellites on L-Band. The XRIT is capable of receiving and processing imagery from the European Space Agency (ESA) - MeteoSat (MeteoSat-10 w/Ku-Band kit), Japanese HimawariCast, USA GOES, Korean Communication, Ocean, and Meteorological Satellite (COMS), Russian Electro-L2, and Chinese Feng Yun-2/3.

-Meets the lightweight size standards in volume and weight for tactical meteorological support to task force operations that includes a dish antenna diameter of 1 meter and 36 lbs in weight, receiver dimensions of 175X60X240MM, one Pelican Air Case at 17 lbs, and one Pelican Air case at 9 lbs for a total carry weight of approximately 70 lbs.

-Hardware set up can be completed without tools in a minimum time of less than 10 minutes by one individual.

-Receiver dish is capable of remoting up to 300 ft. from a GETAC rough notebook.

-24/7 vendor support (online and/or call in) and routine system upgrades (new satellite requirements, GUI upgrades, user requested software changes).

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

Global LG is original equipment manufacturer and sole distributor of the XRIT Earth Stations. In September of 2016 a sole source contract, FA4417-16-P-0218, was executed between 1 SOCONS and Global LG for the XRIT Earth Stations. To ensure that the XRIT Earth Station was still a sole source requirement and that no other product could meet the Government's need, a sources sought notice was posted on FBO from 14 March 2017 to 22 March 2017. Global LG was the only company to respond and again verified that they sell, install, and support their systems directly without the use of distributors.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

A fair and reasonable determination will be made based on a comparison of the proposed price and prices determined to be fair and reasonable on previous purchases.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research was conducted by utilizing FPDS-NG EZSearch, EZQuery, and GSA Advantage. FA4417-16-P-0218, was a sole source contract that was previously awarded at Hurlburt Field in September of 2016 for the XRIT Earth Stations. During the previous acquisition a sources sought notice was posted to FBO and also provided to all NETCENTS-2 vendors yielding zero responses. Due to this, an additional sources sought notice was posted to FBO from 14 March 2017 to 22 March 2017 to confirm that the XRIT Earth Station was still a sole source requirement. 1 SOCONS has verified by contacting the manufacturer that Global LG does not authorize other companies to sell or distribute their products.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

Global LG is original equipment manufacturer and sole distributor of the XRIT Earth Stations.

X. List of sources, if any, that expressed interest in the acquisition.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

Through every available means, AFSOC/A3 will continue to monitor market information and technical publications to determine whether any other product or source can meet their needs. Due to the highly specialized requirement, no other brand will meet the Government's need for this requirement.
