Single Source Justification (Simplified Acquisition)

Section A: General Contract Information

Contracting Activity: 1 SOCONS Purchase Request/ Identification Number:

Section B: Description of the Supplies/Services Required

One-hundred (100 each) Tactical Atmospheric Sensor Kit (TASK) radiosondes. TASK radiosonde continuously measures wind speed, wind direction, pressure, temperature and humidity while ascending through the air column on a six cubic foot weather balloon. The radiosonde provides Cargo/Computed Air Release Point (CARP) input calculation data. Processed “on-the-fly” radiosonde data provides near-real-time atmospheric data during ascent. The radiosonde is non-reusable/expendable.

Section C: Justification for Soliciting for a Single Source

The QinetiQ-NA (dba Foster-Miller) TASK radiosonde is the only JPADS/PADS compatible radiosonde on the market providing upper air atmospheric support for the following AFSOC platforms and missions: Precision Airdrop System (PADS compatible), Joint Precision Air Drop System (JPADS), air refueling, airlift, air assault (Jumpmaster real-time HAHO and HALO calculations), and AFSOC UA systems.

Section D: Efforts to Obtain Competition

An internet search did not find any radiosondes meeting the PADS/JPADS compatibility requirement. A sources sought notice was issued on Federal Business Opportunities on 21 March 2017 with responses due on 28 March 2017. No responses were received as a result of this sources sought notice.

Section E: Steps to Preclude Future Single Source Awards

Through multiple means, AFSOC A3OW will continue to monitor market information/sources and technical publications to determine whether other sources can meet our requirements. In addition, minimum requirements for any future requirements as described herein will be shared with industry to encourage other manufacturers/vendors to begin producing similar compatible products.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a brand name product is reasonably available.
