1.0 DESCRIPTION OF SERVICES
The contractor shall provide all management, tools, equipment, supplies, and labor necessary to provide Distance Learning services at the Distance Learning Satellite Downlink Site, bldg. 90220, 221 Lukasik Avenue, Hurlburt Field, FL 32544. The contractor shall accomplish all tasks to meet the requirements of the Performance Work Statement (PWS).
1.1 Provide Distance Learning Services.
1.1.1 The contractor shall perform oversight, planning, training, instruction, evaluation, communication, and administration at the Distance Learning (DL) satellite downlink site in accordance with Air Force Instruction (AFI) 36-2201, Air Force Training Program, Para 4.3, Managing, Administering, and Conducting AETC Type 6 Distance Learning (DL). The duties shall consist of providing services for computer-based and paper exams as required and ensuring a secure testing and academic environment is maintained at all times.
1.1.1.1 The contractor shall assist in the identification of computer issues affecting the ability of personnel to use the DL services and shall notify and work with IT personnel to resolve any technical issues that arise.
1.1.2 The contractor shall provide the following specific services in support of 1 SOFSS/FSDE requirements:
1.1.2.1 The contractor shall, in accordance with AFI 36-2201, Air Force Training
Program, as stated in Chapter 4, Para. 4.3.2.4, Develop training and establish procedures to provide base Unit Training Manager (UTM) orientation and/or training regarding AETC DL procedures. All course/test material and programs developed per this contract shall become the property of the 1 SOFSS/FSDE and shall not be released to third party organizations.
1.1.2.2 The contractor shall provide the following services:
(a) Posting records, mailing tests, and training
(b) Provide administrative services in conjunction with test administration or a satellite broadcast.
(c) Maintain a secure testing and academic environment at all times.
(d) Be physically present during all testing sessions and provide constant visual supervision unless relieved by an appropriate authority such as the Test Control Officer (TCO)/Alternate TCO.
(e) Determine eligibility of all examinees by checking the official picture identification prior to allowing access to the test.
(f) Ensure all examinees verify the test materials and sign-in on the “Test Sign-In Log”.
(g) Ensure all entries are properly recorded in the log.
(h) Review all answer sheets to ensure proper completion and enter the time on the Test Log when the tests and answer sheets are issued and returned.
(i) Ensure all pages of the examination booklet are returned by conducting a page check on each returned exam booklet.
(j) Prepare answer sheets for the certification and signature of the appropriate testing officer.
(k) Prepare answer sheets and test booklets prior to mailing and use first class mail and certified mail/return receipt in accordance with the guidance provided by the test owner.
(l) Stock, distribute, proctor, receive, and destroy tests and related materials IAW local procedures and guidance from the test owner.
(m) Conduct computer/web-based testing and transfer data to the 1 SOFSS/FSDE.
(n) Prepare exam order forms and notify test owners of overstocking on all exams.
(o) Conduct a precise test inventory following each session and assist the
TCO/ATCO with weekly and quarterly inventory reports.
1.1.2.3 The contractor shall perform administrative tasks associated with AETC Type 6
Distance Learning administration, which consists of managing and controlling DL materials IAW AFI 36-2201, Air Force Training Program, Para 4.3, Managing, Administering, and Conducting AETC Type 6 Distance Learning (DL) Tasks associated with this type of test administration consist of the following duties:
Scheduling, Enrollment, and Student Administration Process
Pre-Broadcast:
(a) Conducts the orientation which includes explaining building/classroom procedures and the use of the equipment, discussion of schedule, and to encourage student participation.
(b) Take classroom attendance.
(c) Completes class roster and forwards to the appropriate offices.
(d) Ensures that the connection is working properly with the audio and video.
(e) Distributes class materials to include study guides and informational handouts.
(f) No later than the end of the first hour of class, distributes the
Air and Education Training Command (AETC) (Form 325 Student Accounting and Attendance Record for students to verify accuracy and make any entries necessary.
(g) Collects the updated AETC Form 325 and faxes it immediately to the instructors at the studio at the designated training location.
During-Broadcast:
(a) Monitors students.
(b) Assists course facilitators and students in resolving equipment and student material problems.
(c) Monitor the Interactive Video Tele-training (IVT) signals (audio and video).
(d) Ensures the class leader understands his/her professional role in class.
(e) Coordinates and frequently checks with the class leader for any assistance the class may require during the training day— during off or on airtime.
(f) Ensures all students are present by an attendance roster.
(g) Monitors the classroom to keep students focused on the presentation.
(h) Encourages the students to participate using the microphone.
(i) Notifies the uplink (broadcast) site of any technical difficulties.
Post-Broadcast:
(a) Administers the student attrition survey, which is used to gather data for students who are eliminated or withdrawn from training and helps determine and evaluate the reasons students do not completed courses. Makes recommendations on retention when needed and forwards to the Chief of the Education and Training Section.
(b) Administers student critique and forwards to appropriate office.
(c) Distributes end-of-course surveys.
(d) If required, administers quizzes, exams or other assessment instruments.
(e) If required, scores assessment instruments.
(f) Mails all materials to course manager or origination site.
(g) Distributes course completion certificates or diplomas.
(h) Ensures the students have their study guides, exams, and answer sheets.
(i) Administers and monitors exams. Ensures that the correct version of the exam is administered. For example, give the alternate version of an exam as a retest.
(j) Scores students’ answer sheets.
(k) Secures test and answer keys.
(l) Packages used answer sheets and feedback results, along with signed AETC Form 325 and mails to the instructional development specialists from the originating broadcast site.
Support Materials Distribution and Collection
(a) Distributes course materials, as required, to students and facilitator.
(b) Maintains a log of course materials.
(c) Responsible for the removal of old versions of the course and the installation of course revisions when received.
(d) Advertise DL course that are available to squadrons and unit training managers.
1.1.2.4 Equipment. The contractor shall set up the classroom(s) equipment for use for satellite, video, and computer-based or resident instructor delivery methods one (1) hour prior to beginning each scheduled broadcast. Establishes audio connection and ensures monitor is set accurately prior to start of scheduled broadcast. Ensures all equipment is working properly. Maintains a log of equipment malfunctions. Notifies the Chief of the Education and Training Section of work action taken. Monitors each complete broadcast and reports audio or video problems to origination site or technical contractor. Notifies the Chief of the Education and Training Section of action taken. Provides equipment and classroom procedures, e.g. orientation of designated smoking areas, restrooms, break areas, to the students and, if available, also to the course facilitator(s) not later than the first class meeting. Records and maintains video recordings of instructional programs for student review. Ensures equipment is secured.
1.1.2.5 Facilities. The contractor is responsible for opening and locking the classroom(s).
Ensure classroom(s) are set up to accommodate scheduled student load. Ensures classroom(s) are kept neat, orderly, and clean before and after sessions. Informs the Chief of the Education and Training Section of facility problems needing to be repaired.
1.1.2.6 Integrated Maintenance Data System (IMDS). The contractor is responsible for administering exams related to the satellite training broadcasts as well as tests for the following categories of tests to eligible military and civilian personnel as authorized by HQ USAF, and MAJCOM: HQ Air University (A4/6), Type 6 courses – IMDS, computer/web-based tests, DL, and educational institutions. (NOTE: Additional exams may be added as needed).
1.1.2.7 The contractor shall transmit answer sheets via Files Transfer Protocol (FTP) procedures. The contractor is responsible for following up with the Air Force Institute for Advanced Distributed Learning or other appropriate sites) to ensure answer sheets were received.
1.1.2.8 The contractor shall use the Answer Sheet Manager Program for scoring test disks and any problems associated with the program, or other similar programs as required.
1.1.2.9 The contractor shall do all associated administrative work, track students, and safeguard disks.
1.1.2.10 The contractor shall administer tests in accordance with instructions provided in testing handbooks, test examiner guides, and TCO/ATCO instructions to ensure no possibility of test compromise.
1.1.2.11 The contractor shall provide the Chief of the Education and Training Section related subject matter and support services (Reference 1.3 Deliverables) to the 1
SOFSS/FSDE.
1.1.2.12 The contractor shall provide administration services during duty hours. At a minimum, the services will include government furnished resources as listed in section 2.1, Government Furnished Resources.
1.2 Qualifications. The contractor shall have a minimum of an associate’s degree or 64 credits hours towards a college degree from a college or university accredited by the department of education is required and a minimum of one year conducting and administering computer based testing experience.
1.2.1 The contractor shall complete training and successfully complete the JST POC Course IAW AFI 36-2201, Par 4.3.2.3. Other training and qualification exams might be required in the future if more training programs are added. Sessions required to complete additional training will be coordinated with the Chief of the Education and Training Section in advance.
1.2.2 Electronic/computer/internet knowledge skills are required, especially Microsoft (MS) Office Applications.
1.2.2.1 The contractor shall be able to perform basic initial computer troubleshooting to identify problems with electronic testing situations.
1.2.3 The contractor shall be customer-service oriented and both verbal and written communication skills are essential for this position.
1.3 Deliverables. All deliverables shall meet professional standards and meet the requirements set forth in this Performance Work Statement (PWS). The contractor shall be responsible for delivering all end items specified. The following items are deliverables that fall within the scope of the aforementioned tasks and all other stated deliverables.

1.3.1 Reports. The contractor shall provide, at a minimum, one (1) type of report. The following reports are required:
1.3.2 Individual Monthly Status Report (MSR). The MSR shall be submitted to the 1 SOFSS/FSDE POC no later than the 15th of each month listing all hours worked by the contractor, the contractor shall list the report by the hours used to monitor broadcasts, hours used to administer examinations and hours used to complete administrative work.
Status reports shall be accompanied by a copy of that month’s invoice. The Chief of the Education and Training Section will provide the format of the MSR to the contractor.
1.3.3 Weekly Report. The contractor shall provide a weekly activity report (WAR) to the 1 SOFSS/FSDE no later than close of business each Tuesday. The WAR shall contain the number of satellite Broadcasts conducted and tests administered.
1.3.4 Delivery Instructions. Deliverables shall be submitted in electronic formal and shall be compatible with AF-standard desktop applications.
2. GENERAL INFORMATION
2.1 GOVERNMENT FURNISHED RESOURCES
2.1.1. The government will provide the facilities, equipment, materials, and services listed here. Specific responsibilities are detailed in this section.
2.1.2. Facilities. The Government will provide the required workspace at the Education Services Center, 1 SOFSS/FSDE, Hurlburt Field, Florida.
2.1.3. Air Force Automated Management System (AFAMS). 1 SOFSS shall grant the contractor access to AFAMS and training to the minimum extent necessary for mission accomplishment. The contractor shall use AFAMS for entering/tracking tests, serial numbers, part numbers, and other appropriate inventories related to the contract performance. (The contractor shall not use government furnished AFAMS or services for non-contractual related purposes.) The contractor shall comply with all computer system security procedures required by the Government.
2.1.4. Air University Student Information System (AUSIS). The government host unit will grant access to AUSIS and training to the minimum extent necessary for mission accomplishment. The contractor shall use AUSIS for student enrollment queries, etc.
The contract shall comply with all computer system security procedures required by the Government.
2.1.5. Air University Course Development and Student Administration Record Keeping System (CDSAR). The government host will grant access to CDSAR and training to the minimum extent necessary for mission accomplishment. The contractor shall use CDSAR to support Career Development Course (CDC) input/editing, transmission, and distribution within Air Education and Training Command (AETC) and Air University.
2.1.6. Integrated Maintenance Data System (IMDS). The contractor is responsible for administering exams related to the satellite training broadcasts as well as tests for the following categories of tests to eligible military and civilian personnel as authorized by HQ USAF, and MAJCOM: HQ Air University (A4/6), Type 6 courses-Integrated Maintenance Data System (IMDS), computer/web-based tests, Distance Learning, and educational institutions. (NOTE: Additional exams may be added as needed.)
2.1.7. Administrative Supplies. The Government shall provide reasonable amounts of administrative supplies such as: furnished office space; furnished testing room; lockable safe’s or secure containers adequate for test storage; testing supplies, i.e. pencils, paper, computers, etc.
2.1.8. Government Provided Training. If the contractor attends any government provided training, the contractor is responsible to provide the trained capability for the duration of the contract. The government will assume the cost of eight (8) sessions for familiarization, training, and examination program testing.
2.1.9. Reporting Full-Time-Equivalent (FTE) Data: The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site for. The contractor is required to completely fill in all required data fields at the Contractor Manpower Reporting Application (CMRA) site http://www.ecmra.mil (select the US Air Force logo).
Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the CMRA help desk.
2.1.10. Reporting Period: Contractors are required to input data by 31 October of each year.
2.1.11. Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contractor number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.
3. SERVICE SUMMARY (SS): The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The SS and the contractor’s Quality Control Plan provide information on contract requirements, the expected level of contractor performance and the expected method of government validation and confirmation of services provided. These thresholds are critical to mission success. Procedures as set forth in the FAR 52.212-4 (a), Contract Terms and Conditions -Commercial Items, Inspection/Acceptance, will be used to remedy all deficiencies. During the initial 60 days of the contract, two additional errors on each task shall be allowed in an effort to identify normal phase-in problems, except for any periodic cleaning service.

3.1 CONTRACTOR PERSONNEL
3.1.1. Sole Proprietor Contractor. For Sole Proprietor contractors, this section applies:
3.1.1.1. The sole proprietor contractor shall have at least one fully trained alternate DL Satellite Download services provider 60 days after the award of the contract. The alternate shall be available to work at all times specified as normal hours in the contract.
All alternates must meet the qualifications and requirements of the SOW and must be approved by the 1 SOFSS prior to filling in for the sole proprietor contractor.
3.1.1.1.2. The sole proprietor contractor shall require an alternate to fill in anytime they are not able to work.
3.1.1.1.3. The sole proprietor is responsible for training all alternates. Additional training of alternate(s) although required, shall not be reimbursed by the government as is for the sole contactor as indicated in paragraph 2.1.8 Government provided training.
3.1.1.1.4. The sole proprietor contractor is responsible for following all applicable DOL wage guidance for any hours worked by any person other than the sole proprietor contractor.
3.1.2 Other than sole proprietor contractors. For other than sole proprietor contractors this sect ion applies:
3.1.2.1 Contract Manager. The contractor shall provide a contract manager who shall be responsible for the performance or the work. The name of this person and an alternate or alternates, who shall act for the contractor when the manager is absent, shall be designated in writing to the contracting officer prior to the contract start date.
The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager and alternate or alternates must be able to read, write, speak, and understand the English language.
3.1.2.2 Contract Employees. The contractor shall have at least one fully trained DL Satellite Dow11load services provider (contract manager or contract employee) 15 days after the award of the contract. Additionally, the contractor shall have at least one alternate trained within 60 days alter award. The primary and alternate(s) DL Satellite Download services provider shall be available to work at all times specified as normal hours in the contract. All alternates must meet the qualifications and requirements of the PWS and must be approved by the 1 SOFSS prior to filling in for the primary DL Satellite Download services provider.
3.1.2.2.1 The contract manager shall provide the government with a resume of any alternate DL Satellite Download services provider for review and approval prior to a llowing the con tract employee to begin training or conduct services.
3.1.2.2.2 The contractor shall ensure their primary or an alternate contract employee provides services during all scheduled testing sessions.
3.1.2.2.3 The contractor is responsible for all training required for alternates. The government shall not reimburse for, or provide new training for additional primary or alternate testing specialists
3.1.3 All Contractors. This Section applies to all contractors.
3.l.4 Contractor Employees. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. The contractor shall provide each employee with an identification badge that shall include the employee's name, employee's photograph, and contractor's name. Identification shall be available prior to employment and shall he worn or attached to the outer garment at al l ti mes.
3.1.4.1 Dress/Appearance. Contractor personnel shall present a clean and neat appearance. Contractor shall not permit cut off shorts and clothing with tears, or revealing clothing or clothing with obscene or inflammatory designs, slogans, or remarks, and clothing representing military attire such as Battle Dress Uniforms or Desert Camouflage Uniforms. The site leaders shall ensure personnel wear appropriate clothes suited for their job.
3.1.4.2 Smoking, Eating and Drinking. The contractor shall permit smoking, eating and drinking only in designated areas.
3.2 Physical Security. The contractor shall safeguard all government property. At the close of each work period, facilities shall be secured. The contractor shall designate a custodian(s) and alternate(s) to receipt for and account for government-furnished facilities.
3.2.1 Local Area Network Access (LAN). In accordance with AFMAN 33-282, Para. 4.2.2.3, Computer Security (COMPUSEC) and DoD 5200.2R, Para C3.6.2.1 Personnel Security Program, contractors requiring have access to sensitive information must possess, at a minimum, a favorable National Agency Check or Entrance National Agency Check.
3.2.2 Computer Security. The contractor shall maintain computer systems security integrity and complete DoD Information Assurance training in accordance with AFMAN 33-282, Computer Security and satisfy all computer security requirements set forth by the 1st Special Operations Communications Squadron agency before accessing government computers and networks.
Contractor personnel will operate Air Force Information Systems in accordance with AFMAN 33-152, User Responsibilities and Guidance For Information Systems.
3.2.3 Security Clearance. The government will initiate the necessary security clearance paperwork and pay for the cost of the background clearance check.
3.2.4 The contractor must have a favorable National Agency Check (NAC).
3.3. Re-performance of Service. When service performed does not conform to contract requirements, or when service was not performed in a specific area, the contractor shall perform or re-perform the service in conformity with contract specifications at no additional cost to the government. Performance or re-performance of these services shall commence immediately upon notification by the Contracting Officer.
The contractor shall have a sufficient workforce dedicated to ensure corrections are accomplished before noon the next workday without degradation to normal scheduled services.
3.3.1 Government Remedies. The Contracting Officer shall follow FAR 52.212- 4(a), Inspection and Acceptance Clause, for contractor's failure to perform satisfactory service or failure to correct non-conforming services.
4.0 HOURS OF OPERATION: Typical duty hours are Monday through Friday, 0800 to 1300 hours, based on the projected instruction schedule, except for federal holidays.
4.1 Sessions are defined as one (1) hour of time. The average week consists of twenty five (25) sessions. Forty (40) session weeks may occur on average of 20 weeks in a year. The contractor shall arrive at the Education Services Center 30 minutes prior to the scheduled testing start time to prepare and log onto computers. Contractors are not expected to work more than 80 hours per two-week pay period. The contractor can cancel a session; however, cancellation shall be made twelve (12) hours in advance based on course or testing requirements.
4.2. The contractor will coordinate all scheduled/planned absences with the Chief of the Education and Training Section in advance and will ensure a qualified backup sub-contractor is available to perform work.
4.3. Federal Holidays. The contractor will not normally be required to work during the following holidays. If performance is required for these holidays, it will be approved and scheduled in advance with the Authorized Government Representative.

4.4. Conservation of Utilities. The contractor shall make sure employees practice energy conservation to include all government furnished utilities.
5.0. PRIVACY AND SECURITY
5.1. Contractor/Employee Base Pass and Identification, and Vehicle Passes.
5.2. The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished contractor identification badges while visiting or performing work on the installation.
The Contractor shall be required to complete the following forms (to be provided at the pre-performance conference) in order for employees to gain access to the installation:
(a) Contractor Employee Listing
(b) Hurlburt Field Contractor Access Badge Affidavit (CAB)
5.3. The Contractor Employee List. This form shall list every employee requiring access. Every time employees change, it shall be updated to reflect additions and/or deletions. Identify those individuals who require escort authority by including the word “escort” next to their names. Limit the number of individuals designated as escorts to a reasonable number (i.e. one or two). For work locations please use building numbers or areas (i.e. Bldg. 90618 or Red Horse, AMMO Area, etc.). Once completed, email the list to the Contracting Officer in EXCEL or WORD format. The Contracting Officer will then prepare and attach a cover letter, and forward the Employee List to the Visitor Control Center.
Upon notification that the Employee List has been forwarded to the Visitor Control Center, the CAB shall be completed and hand carried to the Visitor Control Center by the employee. If everything is in order, they will receive a contractor badge. If an employee will be driving on Hurlburt Field they are required to provide a valid driver’s license, vehicle registration, and proof of insurance. NOTE: The section of the Visitor Control Center administrating this function is closed after 1400 (2:00 p.m.), Therefore, employees must arrive prior to this time in order for their documentation to be processed.
During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site.
When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with AFI 31-101, The Physical Security Program and AFI 31- 501, Personnel Security Program Management, as applicable.
Upon completion or termination of the contract or expiration of the identification passes, the contractor shall ensure that all base identification passes issued to employees are returned to the issuing office.
Failure to comply with these requirements may result in withholding of final payment.
5.4. Base Access. The contractor shall obtain personal identification passes for all employees, and vehicle passes for all contractor and personal vehicles requiring entry onto Hurlburt Field Air Force Base. Vehicle registration, proof of insurance and a valid driver’s license must be presented for all vehicles to be registered.
5.5. Driving License/On-base Requirements. The contractor and employees shall comply with base traffic regulations at all sites. The contractor shall ensure employees have a current and valid state/country driver’s license.
