Brand Name Justification (Simplified Acquisition)

Section A: General Contract Information

Contracting Activity: 1 SOCONS Purchase Request/ Identification Number:

Project/Program Name: Makita Portable Torque Drills Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

Required battery operated drills with Torque calibration chucks and intrinsically safe construction for us on the CV022 aircraft. The item with the torque range required on the aircraft are Makita BFM SERIES drills Part Number BFH120FRAE (44-106 in pounds of torque) and BFH090FRAE (30 – 80 inch pounds of torque)

Section C: Justification for Soliciting for a Particular Brand Name Item

Our aircraft maintenance units currently are using the Makita brand BFH series tools to remove/install panels and to transition the engine on the CV022 aircraft from vertical to horizontal attitude. The Makita BFH Series tools are unique in that they combine extremely high fastening torque accuracy while being “intrinsically safe”. Maintenance requires intrinsically safe equipment when working on aircraft because of fuel and other hazardous materials installed on the aircraft. In addition, the equipment must have a validated torque setting to ensure each fastener installed on the aircraft has been installed at the proper torque value. This series of drill has a calibrated torque setting to reduce any chance of damage when working on the aircraft panels due to over torque being applied to the fasteners. Current tech data for the calibration is owned by the Airforce, T.O. 33K6-4-3573.1.

This is the only technical data currently owned by AF Precision Measurement Equipment Laboratory(PMEL) technicians with capabilities to calibrate this type of item.The T.O. is specifically for the Makita brand.

Section D: Efforts to Obtain Competition

We have searched on the GSA advantage web site, contacted PMEL, and reviewed many other tool vendor catalogs to see if there is any other brand of tool that have the required functions. We could not locate any other brand or find any government technical data that would allow the Government PMEL lab (with approved instructions) enabling tools to utilize current instructions with government owned torque calibrations standards.

Section E: Steps to Preclude Future Specific Brand Name Requirements

We will continue to work with PMEL technicians, Navy Aircraft Weapons System Managers to see if other similar equipment has been developed and calibration procedures for the new equipment will be purchased by the air force, to enable calibration and to be used on the new style composite material used on the CV022 Aircraft.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a brand name product is reasonably available.
