STATEMENT OF WORK

FOR

ON-LINE LEGISLATIVE TRACKING & CONGRESSIONAL NEWS SERVICE

1. The purpose for the on-line legislative and congressional news service is to provide the

United States Transportation Command’s (USTRANSCOM) Legislative Affairs Office (TCCC-

LA) and the Budget Office (TCJ8), with continuous, unlimited access to the most detailed, up-to-date and focused coverage of the activities of the nation’s legislative and executive branches.

The on-line news service enables TCCC-LA to prepare senior leaders for office calls and congressional hearings. It is also vital for researching defense bills during markup and track it as it progresses through Congress. The on-line service, base and three option years, must be approved by USTRANSCOM prior to award of the contract. Website must not introduce significant risk to USTRANSCOM due to association with computer network exploitation. This includes websites known to distribute malicious or potentially-unwanted software, or associated with malicious cyber activity such as phishing. Additionally, TCCC-LA must be approval to share all information from the on-line service to USTRANSCOM staff and its component commands; and use information obtain from the on-line service for briefings provided to

Executive Working Groups that is attending by commercial companies.

2. Service requirements, for eight USTRANSCOM users, are outlined below:

a. Provide Exclusive Members, Staff, News and Analysis:

1. Member Profiles: In-depth background analysis on all members of Congress to include their districts, committee assignments, voting records, interest group, bills sponsored and co-sponsored, amendments, floor speeches, assigned caucuses, press releases, up-to-date biographies with current photograph, and member-name pronunciation guide. Media articles and interviews for a minimum of the past six months. News coverage on subcommittee and committee actions and on bills (introduced and taken up by the chambers for subcommittee, committee, and floor action) to include members’ views.

2. Congressional Staff Profile: Background information on personal office staff and committee staff; to include past employment and description of their experience, education, contact information (phone number and e-mail address) and personal photo.

b. Legislative Tracking:

1. Bill track and custom bill reports: Ability to track bills from introduction to passage with the most detailed legislative histories available to include ability to compare text of any two bills, with highlighted changes, in an easy-to-use format.

2. Bill Text: Draft, introduced, enroll, and engrossed bills that pertain to the DOD and

DOT authorization and appropriation bills. Ability to view the full text of all bill versions, to include subcommittee versions or portions, using keyword searches. Bill text should include links to a PDF version of the bill from the Government Printing

Office website. Tracks differences in language between bill text documents and compares the wording found in two versions of the same bill, in two different bills or in selected sections of any two bill versions. Side-by-side comparison of two bills to identify differences in the bills (in the language, budget mark, or section numbers).

3. Bill Digest: Detailed synopses of legislation with links to related news, analysis and source material. Analysis/Fact sheets on bill, specifically appropriations bills and continuing resolutions. A daily event, weekly events, fact sheets, conference summaries and analyses of Defense and Transportation bills.

4. Research: Ability to research bills, amendments, floor action, and votes, up to 20 years.

Available to do bill comparison that identifies the differences between two bills.

c. Cover Committee Action:

1. Transcript Service: A full/complete transcript coverage, without a need to request the transcript, for all House and Senate committee and subcommittee hearings with a 24 hour turnaround from completion of the hearing to post transcript.

2. Committee and Subcommittee markup: Provide coverage of subcommittee and committee markup. Access to draft markup sections by subcommittees, draft bills, introduced bills, committee and conference reports, and amendments (text coverage of amendments). Email alerts detailing markup, bill, and amendments. the bill number and sponsor information, and links to the text in the bill track alerts. Same day news coverage of all open markups, as well as summaries of amendments, and transcript of the markup within 24 hours of completion. Transcript coverage of committee and subcommittee markup to be available within 24 hours of completion of the markup.

3. Committee and Subcommittee Action: Alerts on subcommittee and committee votes roll call or voice votes, coverage on subcommittee and committee press release, news reports on subcommittee and committee action.

4. Schedules: Detailed listings on all scheduled floor activities/votes, committee and subcommittee actions (hearings, markup, briefings) including date/time/location/agenda.

d. Bulletins:

1. News: Comprehensive news that covers congressional members and committees views, comments, opinions, stance, actions, comments concerning the Departments of Defense

(DOD) and Transportation (DOT) authorization and appropriation bills.

2. Copies of letters, briefings, and reports from Agencies or industry to specific congressional members or committees, and from members of congress and committees to Agencies and industry, relating to DOD and DOT programs (President’s Budget, appeals, views on specific bills, concerns on programs/initiatives, etc.). Also, copies of letters from congressional members to other congressional members or committees concerning DOD and DOT programs.

3. Daily e-mail newsletter that supplement news, analysis and schedules on the authorization and appropriations process, details of bills to include real-time updates on its status, comparison of bill texts.

e. Additional Requirements to be Provided:

1. Congressional Actions: Minute by minute coverage of House and Senate Floor action, activities, and votes. Detailed summary of House and Senate floor action and activities.

A daily and weekly events that outlines the major issues for both the House and Senate.

Overview of scheduled and potential House and Senate action providing essential information about legislation and leadership decisions.

2. Downloadable library (PDF or PowerPoint) of slides that distills complex policy issues and data into concise text and graphics. A resource to translate regulatory and legislative activities into actionable insights, to see key activities, explain government processes, and supported by data. Statistical data from a reliable source know throughout the news industry.

4. Contributions: Searchable contributions by individuals, organizations, and companies to members at least five years to present.

3. Vendor shall be available daily (via hotline, voice or email) to answer questions and provide assistance for research their website for specific information. Additionally, vendor shall conduct all training of new customers, to include refresher training on an

“as requested” basis.
