STATEMENT OF WORK
FOR
BUILDING 548, GROUND TRANSPORTION
INSTALLATION OF TRUCK SIMULATOR
AT
SCOTT AIR FORCE BASE, ILLINOIS

1. PROJECT SCOPE: Purchase and installation of the Truck Simulator to enhance training requirements for Ground Transportation personnel. All work is located at Ground Transportation, Building # 548, 801 Hanger Rd., Scott AFB, IL. 62225. Below is a list of salient characteristics for the requirement.
1.1. The software/hardware for the simulator must be pre-developed for the following vehicles
1.1.1 M915 Tractor Trailer
1.1.2 M970 Tractor Trailer
1.1.3 M9784A POL Unit
1.1.4 Joint Light Tactical Vehicles (JLTV)
1.1.5 Aircraft Rescue and Firefighting Special
1.2 Simulator must offer both manual (9, 10, 13, 15 and 18 Speeds) and automatic transmission (6 speed) capabilities.
1.3.Provide a three (3) display driver training simulator which provides experience in the following tasks (at a minimum):
1.3.1 Speed (minimum) manual transmission, and automatic transmission
1.3.2 Articulating Truck simulation
1.3.3 Non-articulating Truck simulation
1.3.4 Air Brakes
1.3.5 Trailer Air Supply
1.3.6 Remote Controlled side-view mirror adjustment
1.3.7 Self Contained Air Ride Seat
1.4. Must be customizable and upgradeable for specific mission needs. Customizable options include ability to change driving conditions such as snow and ice, rain, etc. Changes in driving conditions must be reflected in the drivers ability to maneuver the vehicle (i.e. less road traction, impaired visibility).
1.4.1 Driving scenarios must include: evasive steering, defensive driving, and city and interstate driving routes. Trailer backing scenarios must include: straight line, parallel, offset, and alley dock maneuvers.
1.4.2 Vehicle malfunctions must be programmable, able to be activated from the instructors work station while the vehicle is in motion, and include: low air pressure supply warning, oil pressure warning, transmission warning, engine overheat warning, and flat tire warning.
1.5 Contractor must provide a 1 year warrantee and system troubleshooting and corrective maintenance within one week of malfunction
1.6 Installed within 60 Days
2. STANDARDS AND CODES: All Installation shall be accomplished in accordance with the manufacturer manual specifications, industry standards, and Unites States Air Force regulations.
The contractor is responsible for all of the work, labor, material, communications conduit not available for cable runs, and associated electrical power installation required
3. INSTALLATION: The Contractor shall procure and provide all needed installation hardware, wiring and programming to install the Doron 550 Truckplus Simulator (or Approved Equal) and accessories. Any and all programming will be done at Bldg. 548. All Installation shall be accomplished in accordance with the manufacturer manual specifications, industry standards, and Unites States Air Force regulations. The contractor is responsible for all of the work associated with installation and training personnel on system requirements.
4. SYSTEM CHECK: The Contractor shall complete a system check to include but not limited to ensuring all installed components are functioning to manufacture specifications.
5. TRAINING: Contractor will provide a training class on simulator controls and maintenance.
Training will consist of simulation environments, scenario creation, real time playback, recording capability, extracting recording content with associated equipment and in-depth maintenance support.
6. WARRANTY: Warranty will be full system for the first year.
7. GENERAL PROVISIONS:
7.1 SCHEDULE AND STANDARD WORKDAY/WEEK: Ground Transportation personnel will coordinate with contractor to determine project schedule. Work will begin within five (5) calendar days of notification that the site is ready. All work shall be accomplished during a standard, 5-day week, Monday through Friday, between the hours of 7:30 A.M. and 4:00 P.M.
local time, excluding Federal legal holidays and non-work days resulting from holidays occurring on weekends. When the contractor desires to work at other than the aforementioned times, the contractor shall submit a written request to the Contracting Officer for approval and shall receive written approval from the Contracting Officer before proceeding with work. The request shall be submitted at least five (5) work days prior to the proposed performance of work, and shall indicate the day/days, time/amount of work, and reason why permission should be granted to perform work during nonstandard hours. Approval for work to be performed during nonstandard time will be given only in cases of extreme necessity.
7.2 WORK SEQUENCING AND PHASING PLAN: Contractor will ensure all supplies are on hand before beginning installation and training. The contractor shall proceed with the work in a manner that allows the Ground Transportation section to continue full mission accomplishment while contracted work is being performed. Work schedule will be coordinated between Ground Transportation personnel and contractor. Schedule of work to be determined.
7.3 NOTIFICATION: The contractor shall coordinate all work with the Contracting Officer or the designated Contracting Officer’s Technical Representative (COTR). The Contracting Officer or COTR shall notify the Contractor (5) days prior to commencement of work.
7.4 CONTRACTOR’S OFFICE SPACE AND ON-SITE STORAGE AREA: At this time, no office space for contractor is required for the installation and training for the simulator. Will update SOW if needed.
7.6 PROJECT MANAGER AND CONTRACTING OFFICER TECHNICAL
REPRESENTATIVE: The Project Managers are Teddy Manning and TSgt Richard Jacobs;
they can be reached at (618) 256-3320.
8. SECURITY AND PRIVACY: This applies to all contractor personnel including deliverymen who need to enter Scott AFB. Personnel will be required to divulge Privacy Act information as required to meet Air Force security requirements. Ground Transportation personnel will assist in coordinating visitor’s passes and parking, and will provide building escort for contractors.
8.1 CONTRACTOR CONSENT TO BACKGROUND CHECKS: The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified by Law Enforcement Agency Data System (LEADS) through the National Crime Information Center (NCIC). LEADS checks will verify if a person is wanted by local, state, and federal agencies.
All contractor and subcontractor personnel must consent to LEADS background checks.
Contractor and subcontractor personnel who do not consent to an LEADS check will be denied access to the installation. Information required to conduct an LEADS check includes: full name, driver’s license number, and/or social security number, date of birth of the person entering the installation, and completion of a background check questionnaire. The contractor shall provide this information using the Scott AFB Form 21, Contractors Consent for Background Check, and shall submit it in conjunction with the contractor’s request for either base or vehicle passes.
Completion of a successful LEADS check does not invalidate the requirement for an escort when contractor or subcontractor personnel are working within controlled or restricted areas.
Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Persons later found to be undocumented or illegal aliens will be remanded to the proper authorities. The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this clause. Furthermore, nothing in this clause shall excuse the contractor from proceeding with the contract as required.
8.2 BADGES: The contractor is required to provide identification badges for their employees.
All contractor personnel shall wear these badges while on duty on the government site. Badges are required to identify the individual, company name, and be clearly and distinctly marked as contractor. Size, color, style, etc. are to be mutually agreed to by contractor and government.
The contractor’s identification badge will not be used as an entry requirement for installation entry or into any government designated controlled or restricted area.
8.3 CONTRACTOR REGISTRATION OF VEHICLES ON SCOTT AFB: All contractor or contractor employees’ vehicles used for the performance of this contract shall comply with all local, state and federal regulations. Vehicle passes may be issued for 3 days or time needed. To request vehicle/personnel passes, the personnel must report to 375th Security Forces Squadron Pass and ID section (618-256-9828) and fill out a form for all personnel and/or vehicle.
Additionally any pass shall be surrendered to Security Forces upon demand to positively identify a person’s need to be on Scott AFB.
8.4 ACCESS TO INSTALLATION DURING FORCE PROTECTION CONDITIONS
(FPCONs): Access to the installation during various FPCONs. Contractors will be assigned a mission essential designation IAW requirements contained in SAFBI 31-101/Installation Security Instruction. Only the installation commander or the unit commander requesting contract support will assign the mission essential designation.
8.5 CONTRACTORS WORKING IN CONTROLLED OR RESTRICTED AREAS: The unit requesting contract support will provide escort (s) for contractors’ at all times when within a controlled area. Contractors shall not escort other contractor employees within controlled or restricted areas. In addition, contractors shall fulfill, maintain, and comply with all security requirements IAW AFI 31-101, The Air Force Installation Security Program, and command/local directives.
8.6 SAFEGUARDING CLASSIFIED OR UNCLASSIFIED INFORMATION: The
contractor shall meet Air Force standards for storing, processing, and handling classified information and systems. Additionally, all resources (e.g. maps, publication/instructions, photos) provided by the government to assist the contractor in the performance of their contract will be surrendered upon termination of employment or the end of the contract performance period.
8.7 NON-DISCLOSURE AGREEMENTS: To safeguard information, the contractor shall enter into non-disclosure agreements with the responsible local security manager.
8.8 PRIVACY ACT: Work on this project requires that personnel have access to Privacy Information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable rules and regulations.
8.9 ACCESS TO GOVERNMENT FACILITIES WITH CONTROLLED OR
RESTRICTED AREAS: The contractor shall comply with security regulations imposed by the installation commander and/or the agency responsible for the project location. Due to specific mission requirements inherent in the nature of controlled or restricted areas on Scott AFB, the government may direct the contractor to leave the controlled or restricted areas at any given time.
