STATEMENT OF WORK

FOR

IBDSS LRTI

AT

SCOTT AIR FORCE BASE

8 SEPTEMBER 2016

AMENDMENT 3

1. PROJECT SCOPE: Purchase and install three (3) Hurley Long Range Thermal Imagers (LRTI-HD) on the Mid-America/ Scott AFB Air Traffic Control Tower and at the west side railroad tracks adjacent to Bldg 1981 on Scott AFB IL to update and enhance security monitoring capabilities. The cameras associated with monitoring protection level areas or resources must be integrated with the Integrated Base Defense Security System (IBDSS). Cameras must have the ability to relay real time footage and search at the same time, providing real time assessment of incidents at the west end railroad tracks to Base Defense Operation Center (BDOC). All cameras will be routed back to and monitored at BDOC.

Information Assurance (DoD Information Assurance Certification and Accreditation): The approved System Security Plan (SSP) and Security Test and Evaluation Plan (ST&E) for the specific annunciator applicable to this IBD system implements DoD and AF information assurance requirements. The contractor shall comply with the approved SSP and ST&E applicable to this project and shall design the system in a manner that does not invalidate the Government Approval to Operate (ATO). The contractor shall install the system in a configuration IAW ADDENDUM B, TECHNICAL IA CONTROL LISTING of the approved CCDE System Security Plan (SSP). The Government will provide, as GFE, the applicable CCDE SSP and ST&E Plan applicable to this project.

All Installation shall be accomplished in accordance with the manufacturer manual specifications, industry standards, and Unites States Air Force regulations. The contractor is responsible for all of the work, labor, material, communications conduit not available for cable runs, and associated electrical power installation required with connecting the new cameras to the existing infrastructure providing real time assessment of all security incidents and alarm activations around the west side railroad tracks entering Scott AFB to BDOC immediately. Utilize all existing electrical closets as needed for powering the camera systems. The contractor must coordinate with the 375 Civil Engineering Squadron and the 375 Communications Squadron before digging or making final connections to existing infrastructure. Maps of existing infrastructure will be provided in order for the contractor to plan for each site’s respective connection point to the existing grid. Contractor shall install lightning protection on all exterior mounted cameras unless the 375 CES determines it is not required. The contractor MUST purchase ALL network switching equipment from approved government sources. Equipment must be new, not refurbished, and TAA compliant

2. BACKGROUND: Camera locations have been identified for installation of long range thermal/CCTV cameras to address known vulnerabilities around Scott AFB.

a. The taxiway between Scott AFB and Mid America airport.

b. West Side railroad tracks (Southwest corner of Bldg. 1981).

Camera systems will provide capability to monitor/address possible unattended access to Scott AFB.

3. INSTALLATION: The Contractor shall procure and provide all needed installation hardware, wiring and programming to install the LRTI camera and accessories. Programming/integration of the cameras into the IBDSS system must be executed by an Applied Research Associates Inc. (ARA) certified technician. Any and all programming will be done at Bldg. 755. All Installation shall be accomplished in accordance with the manufacturer manual specifications, industry standards, and Unites States Air Force regulations. The contractor is responsible for all of the work associated with connecting the new LRTI to the existing infrastructure providing real time assessment of all security incidents and alarm activations around the west end railroad tracks to BDOC immediately.

4. EQUIPMENT: Equipment dentified as capable to meet the Integrated Base Defense Security System (IBDSS) requirement are listed at the respective locations below:

a. Contractor will be responsible for providing and installing all equipment listed below by location, to include licensing. The government provided drawings provide available tie-in points for communication and electrical requirements for the below locations. For exact distances, the contractor will have to field verify. All newly installed cameras will be supported by uninterrupted power supply (UPS) or tied in with back-up generator where applicable, all newly installed cameras covering priority resources will be supported by uninterrupted power supply (UPS) or tied in with back-up generator. Contractor will need to provide MAC address, serial number and location device will be installed for each device that will be connected to the network, and these will be added to the MAC bypass list for authentication to the network. Once MAC address are received network engineering will provide appropriate IP address information.

b. Scope of this project shall include: The Contractor shall provide all labor, equipment, tools, materials, supplies and supervision to include all consumable items, transportation and other items and services necessary to provide and install the following:

Air Traffic Control Tower

Mounted to the railing surrounding the control tower cab on the 13th floor, provide and install two (2) new Hurley LRTIVI-HD (1024-4/36CZ) cameras and two (2) Axis Video Interfaces (0288-004). The contractor will provide a 4 - GLC-LH-SMD, 1000BASE-LX/LH SFP transceiver module, and 4 - 1 meter LC/SC single mode fiber patch cords to install the switch.

Materials required:

1 - WS-C3850-24P-S, Cisco Catalyst 3850 48 Port PoE IP Base with CAT3850 UNIVERSAL OS and C3850-NM-4-1G - 4 x Gigabit Ethernet network modules.

The switch, network module and SFP's must be new (not refurbished), must be TAA compliant, and purchased through an authorized Cisco partner. The switch will be configured and installed by the base network shop, the network shop will patch camera to switch if cables are ready at the time of the switch install or contractor can patch to switch when they install cables. Contractor will make the necessary electrical connections as needed for the equipment IAW National Electrical Code and local base standards.

Railroad Tracks

Southwest corner outside of Bldg 1981, provide and install one (1) new radar and camera tower, one (1) Hurley LRTIVI-HD (1024-4/36CZ), one (1) Axis Q6000-E Quad Shot plus PTZ server (0636-001), one (1) Node Box, one (1) Axis Video Interface (0288-004) and (1) FLIR Ranger R2 (936-0011-06-MOD1400A).

Materials required:

1 - WS-C3850-24P-S, Cisco Catalyst 3850 48 Port PoE IP Base with CAT3850 UNIVERSAL OS and C3850-NM-4-1G - 4 x Gigabit Ethernet network module 4 - GLC-LH-SM - 1000Base-LX SFP 2 - 1 meter SC-LC duplex single mode fiber patch cord (assuming SC connectors installed in Comm cabinet at railroad) 2 - 10 meter SC-ST duplex single mode fiber patch cord 2 - 2 meter ST-LC duplex single mode fiber patch cord 2 - 3 meter LC-LC duplex single mode fiber patch cord

The contractor will need to bore from equipment (camera cabinet) to MH 64A and run the fiber from equipment to MH 64A--MH 63A-1--HH 63A--MH 63--MH 62. In MH 62 is where the fiber will be spliced to existing 12 strand fiber running to 1900. The fiber will need to be racked and tagged PROPERLY in each MH/Bldg and also ran through MaxCell from equipment through each MH. If there is no MaxCell installed through the MH's, the contractor will install MaxCell (3x3' cell MaxCell). If there is MaxCell already and the contractor uses up the last cell, the contractor will install more MaxCell. The contractor will also provide end-to-end test results of the fiber after they are done, then download the results and email them to 375 CS. 375 CS recommends utilizing COYOTE splice enclosures for the fiber splice.

5. SYSTEM CHECK: The Contractor shall complete a system check to include but not limited to ensuring all installed components are functioning to manufacture specifications.

6. TRAINING: No training necessary

7. ADMINISTRATOR and OPERATOR PASSWORDS: Administrator and Operator passwords are already on file.

8. DATA RIGHTS: The Government has unlimited rights to all documents/material produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without written permission from the Contracting Officer. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.

9. CONTRACTOR CONSENT to BACKGROUND CHECKS: The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified by Law Enforcement Agency Data System (LEADS) through the National Crime Information Center. LEADS checks will verify if a person is wanted by local, state, and federal agencies. All contractor and subcontractor personnel must consent to LEADS background checks. Contractor and subcontractor personnel who do not consent to an LEADS check will be denied access to the installation. Information required to conduct an LEADS check includes: full name, driver’s license number, and/or social security number, date of birth of the person entering the installation, and completion of a background check questionnaire. The contractor shall provide this information using the Scott AFB Form 21, Contractors Consent for Background Check, and shall submit it in conjunction with the contractor’s request for either base or vehicle passes. Completion of a successful LEADS check does not invalidate the requirement for an escort when contractor or subcontractor personnel are working within controlled or restricted areas. Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Persons later found to be undocumented or illegal aliens will be remanded to the proper authorities. The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this clause. Furthermore, nothing in this clause shall excuse the contractor from proceeding with the contract as required.

Badges: The contractor is required to provide identification badges for their employees. All contractor personnel shall wear these badges while on duty on the government site. Badges are required to identify the individual, company name, and be clearly and distinctly marked as contractor. Size, color, style, etc. are to be mutually agreed to by contractor and government. The contractor’s identification badge will not be used as an entry requirement for installation entry or into any government designated controlled or restricted area. All contractors will be issued DBIDS cards three (3) business days prior to start of the project. An EAL (Entry Authorization List) must be provided to the Visitor Control Center no later than ten (10) business days prior for vetting of personnel. Contractors will return all DBIDS cards at the end of the project, prior to final pay out.

NOTE: As of 15 Sep 16, IAW the REAL ID Act of 2005, driver’s licenses from the states/territories of Missouri, Minnesota, Washington, and American Somoa will no longer be valid as a form of identification to allow unescorted access.

Contractor Registration of Vehicles on Scott AFB: All contractor or contractor employees’ vehicles used for the performance of this contract shall comply with all local, state and federal regulations. Additionally any pass shall be surrendered to Security Forces upon demand to positively identify a person’s need to be on Scott AFB.

Access to Installation during Force Protection Conditions (FPCONs): Contractors will be assigned a mission essential designation IAW requirements contained in SAFBI 31- 101/Installation Security Instruction. Only the installation commander or the unit commander requesting contract support will assign the mission essential designation.

Property Protection: Property protection for facility where the contractors’ primary work center is located will be the responsibility of the local facility manager and local Government Security Manager, or their duly authorized representative IAW AFI 31-101, The Air Force Installation Security Program and command/local directives. The contractor shall safeguard all government- owned equipment and materials in his/her possession or use.

Safeguarding Classified or Unclassified Information: The contractor shall meet Air Force standards for storing, processing, and handling classified information and systems. Additionally, all resources (e.g. maps, publication/instructions, photos) provided by the government to assist the contractor in the performance of their contract will be surrendered upon termination of employment or the end of the contract performance period.

Privacy Act: Work on this project requires that personnel have access to Privacy Information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.

Contractors Working in Controlled or Restricted Areas:

The unit requesting contract support will provide escort (s) for contractors’ at all times when within a controlled area. Contractors shall not escort other contractor employees within controlled or restricted areas. In addition, contractors shall fulfill, maintain, and comply with all security requirements IAW AFI 31-101, The Air Force Installation Security Program, and command/local directives.

Access to Government Facilities with Controlled or Restricted Areas:

The contractor shall comply with security regulations imposed by the installation commander and/or the agency responsible for the project location. Due to specific mission requirements inherent in the nature of controlled or restricted areas on Scott AFB, the government may direct the contractor to leave the controlled or restricted areas at any given time.

Contractors Responsibilities while Working within Controlled or Restricted Areas:

Only contractor personnel with proper authority and qualifications shall enter a controlled or restricted area. Certain facilities require the issuance of an AF Form 1199CD. The government, at any time, may revoke the AF Form 1199CD. The procedures for the issuance of an AF Form 1199CD are contained in SAFBI 31-101, Installation Security Instruction. Contractors shall not escort other contractor employees within controlled or restricted areas. In addition, contractors shall fulfill, maintain, and comply with all security requirements contained in SAFBI 31-101, Installation Security Instruction.

Access to Government Facilities with Controlled or Restricted Areas for Replacement Contractors:

The unit requesting contract support will continuously escort replacement contractors, not initially possessing the proper clearances and requiring entry to controlled or restricted areas. Replacement contractors shall submit paperwork within 30 days of being assigned to obtain an approved security clearance or favorable review. Replacement contractor personnel shall obtain a security clearance prior to working with, or having direct access to, classified material. In addition, replacement contractor personnel shall obtain a “Favorable review” prior to having access to a Controlled Area. The above information shall be submitted to 375 SFS/S5I.

10. PHYSICAL SECURITY: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials will be secured. The contractor shall meet Air Force standards for storing, processing, and handling classified information and systems. Additionally, all resources (e.g. maps, publication/instructions, photos) provided by the government to assist the contractor in the performance of their contract will be surrendered upon termination of employment or the end of the contract performance period. Work on this project requires that personnel have access to Privacy Information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.

11. KEY CONTROL: The Contractor shall establish and implement methods of making sure all keys/key cards issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. NOTE: All references to keys include all Vindicator Restricted Area Badges. No keys issued to the Contractor by the Government shall be duplicated. The Contractor shall develop procedures covering key control that shall be included in the Quality Control Plan. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The Contractor shall immediately report any occurrences of lost or duplicate keys/key cards to the Contracting Officer.

In the event keys, other than master keys, are lost or duplicated, the Contractor shall, upon direction of the Contracting Officer, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks shall be deducted from the monthly payment due the Contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the payment due the Contractor.

The Contractor shall prohibit the use of Government issued keys/key cards by any persons other than the Contractor’s employees. The Contractor shall prohibit the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the Contracting Officer.

12. LOCK COMBINATIONS: The Contractor shall establish and implement methods of ensuring that all lock combinations are not revealed to unauthorized persons. The Contractor shall ensure that lock combinations are changed when personnel having access to the combinations no longer have a need to know such combinations. These procedures shall be included in the Contractor’s Quality Control Plan. NOTE: All references to lock combinations also include camera system log in/passwords.

13. IDENTIFICATION of CONTRACTOR EMPLOYEES: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. The contractor will be required to be issued a RAB for the performance of their duties.

14. SECURITY AND PRIVACY: This applies to all contractor personnel including deliverymen who need to enter Scott AFB. Personnel will be required to divulge Privacy Act information as required to meet Air Force security requirements.

15. SAFETY: The contractor shall provide all safety gear to include, hard hats, eye protection, ear/sound protection, and for providing any other safety equipment required for safe working conditions. The contractor is also responsible for proper safety around the work area.
