Section B: Description of the Supplies/Services Required

Subscription for Stratfor Premium Online Service to Stratfor Enterprises LLC. This subscription will provide unlimited access via Internet Protocol (IP) for 5,000 full time students.

Section C: Justification for Soliciting from a Single Source

This sole source justification is being issued to allow for the award of firm fixed price contract to Stratford Enterprises LLC for renewal of Stratfor Premium Online Service. No other contractor can provide this subscription because Stratford Enterprises LLC is the sole publisher and exclusive owner of all associated rights, including but not limited to intellectual property, copyright and distribution of the full and all component parts of Stratfor Premium Online Service. Stratford Enterprises LLC does not authorize any reseller to reproduce or distribute this information service. The Muir S. Fairchild Research Information Center's (MSFRIC) mission is to support the education programs of Air University. AU students require resources which are current and comprehensive in their coverage in order to complete their research. Stratfor combines intelligence analysis and news archives on various countries.

Features include Strategic Markets; Forecasts; Geopolitical Diary; Global Market Brief; Intelligence; Net Assessment, an overview of significant issues driving the current behaviors of national regions; Stratfor Weekly news and archives; daily intelligence briefings. Stratfor provides three intelligence products: Situational Awareness (reports events from around the world), Analyses (explains why these events are relevant) and Forecasts (provides analysis of what will happen next). While providing on-going analysis, the information is non-partisan/non-political. Air University students need access to current information and analysis of geopolitical trends from around the world for their research. While other databases provide news, Stratfor gives analysis and context into why these events matter.

Mission accomplishment would be negatively impacted by non-renewal of Stratfor because this would require manual removal of approximately 1350 embedded, durable html links totaling over 97 hours at a cost of $1,953.58 (GS-6 technician at $20.14/hour for 97 hours). The cost in man-hours and salaries to research and replace the embedded html links with references from a replacement product will be approximately $1,845.35 (GS-11 librarian at $28.39/ hour for 65 hours). The total cost in man-hours and salaries to remove existing links, research and replace the

Single Source Justification (Simplified Acquisition) embedded html links with references from a replacement product will be approximately $3,798.93. Such a replacement effort would require hours of research by a GS-11 librarian, then input and proofing by a GS-6 library technician, in order to reconstitute the web-based research guides, bibliographies and course support pages during academic year 2017. Award to any other source at this time would result in substantial duplication of cost, not expected to be recouped through competition.

Section D: Efforts to Obtain Competition

Stratfor Enterprises LLC is the only known source that can satisfy the Government's requirement for this subscription. Market research conducted by the organization failed to identify any alternate vendors.

An Intent to Sole Source this requirement was posted on www.FBO.gov on 5 Aug 16 with a response date of 15 Aug

16. There were no sources that affirmed they could meet the requirement. Vendors (Questia and Thomas Reuters) from a list of academic databases and search engines whose products came closest to mirroring the requirement were contacted via email and phone, none could provide offerings that satisfactorily addressed the unique salient characteristics of the requirement. Market research failed to identify any alternate vendors.

Section E: Steps to Preclude Future Single Source Awards

There are no known substitutes for this subscription. New products are under constant review by MSFRIC management to evaluate appropriateness and value for collection support and research requirements.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
