STATEMENT OF WORK (SOW)
LAUGHLIN AFB DEL RIO, TEXAS
INSTALLATION OF INDUSTRIAL/COMMERCIAL FANS
PART 1
GENERAL INFORMATION
1. GENERAL: The Government has a requirement for the installation and electrical wiring of (14) new industrial/commercial fans at Bldgs. 50, 210, 414, and 502 located at Laughlin Air Force Base in Del Rio, Texas. The Government will not exercise any supervision or control over the contract service providers performing installation related to this purchase; installation shall be a non-personal service in nature. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.
1.1 Background: This requirement is in support of the 47 FTW Aircraft Maintenance Directorate. These hangars are the primary facilities where maintenance is conducted on assigned aircraft and occasionally used to support other wing functions as needed.
The fans have been pre-purchased and will be provided by the government upon determination and selection of a vendor to install them. During the summer months the temperature can be extremely high for personnel working in these facilities.
Installation of the fans will increase air flow and cool the temperature to provide employees a safer and better working environment.
1.2 Description of Requirement: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision necessary to install new Directional Fans in Bldg. 50 (4 ea. ), Directional Fans in Bldg. 210 (2 ea. ), Directional Fans in Bldg. 414 (4 ea. ), and Overhead Ceiling Fans in Bldg. 502 (4 ea. ). The fans will require individual controllers installed to turn them on/off as needed to regulate airflow and capability to completely shut down in the event of an emergency such as fire.
1.3 General Information
1.3.1 Hours of Operation: The Contractor shall coordinate closely with the Maintenance Directorate to minimize any potential mission impact and to determine how the work will be accomplished. Due to on-going aircraft maintenance in these facilities no facility can be entirely vacant during fan installation. Coordination is necessary to ensure aircraft are repositioned within each facility to facilitate required work. The primary working hours for the Maintenance Directorate are Monday – Friday (0700 – 2400). If the contractor need to work on the weekend sufficient prior notice is required to ensure the facilities are unlocked and available. Also, in the event of severe weather conditions the aircraft are relocated and placed in these facilities for protection which could temporarily halt installation of the fans.
The Contractor must, at all times, maintain an adequate workforce for the uninterrupted performance of all tasks defined within this SOW when the Government facility is not closed for the above reasons.

1.3.2 Place of Performance: The work to be performed under this contract will be performed at Bldgs. (50, 210, 414, and 502) at Laughlin Air Base located in Del Rio, Texas.
1.3.3 Type of Contract: Firm-fixed-price.
1.3.4 Security Requirements: Contractor personnel performing work under this contract are not required to have a security clearance.
2. DEFINITIONS AND ACRONYMS:
2.1 DEFINITIONS:
2.1.1 CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.
2.1.2 CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.

3. GOVERNMENT-FURNISHED ITEMS AND SERVICES:
3.1 Facilities: The Government will provide the fans and temporary storage space for materials while work is being accomplished.
4. CONTRACTOR-FURNISHED ITEMS AND RESPONSIBILITIES:
4.1 General: The Contractor shall furnish all personnel, supplies, equipment, facilities, transportation, tools, materials, and supervision required to meet the requirements of this SOW not previously identified as being provided by the government.

4.2 Materials/Equipment:
4.2.1 The Contractor shall furnish materials, supplies, and equipment necessary to meet the requirements under this SOW.
4.2.2 The Contractor shall install Directional Fans in Bldg. 50 (4 ea.), Directional Fans in Bldg. 210 (2 ea.), Directional Fans in Bldg. 414 (4 ea.), and Overhead Ceiling Fans in Bldg. 502 (4 ea.). The fans will require controllers installed and accessible to employees to turn the fans on/off as needed.
4.2.3 The Contractor shall also provide a standard manufacturer’s warranty for work performed.

4.2.4 Site Maintenance: Work areas shall be maintained in a neat, clean, and safe condition, and all trash, debris, and garbage, which the contractor generates shall be removed from the facilities upon completion and delivery.
4.2.5 Completion of Work: The contractor shall ensure that work for this project is performed in accordance with the statement of work and criteria herein, and that all items/products in the above description shall be validated as fully operational and acceptable by the Government Representative at the completion of work for this project.

• The fan shall be centered between four (4) adjacent sprinklers.
• The vertical clearance from the fan to sprinkler deflector shall be a minimum of 3 feet (0.9m)
