REQUIREMENTS

CLASS B MOBILE LIVE FIRE TRAINER

1. SCOPE. The specifications listed below establish the requirement of Laughlin Air Force Base (AFB) Fire Emergency Services. These specifications describe mandatory minimum construction and performance requirements.

2. SALIENT CHARACTERISTICS AND APPLICABLE STANDARDS

SPECIFICATIONS. The Class B Structural Live Fire trainer shall be built in accordance with commercial practices and be compliant with the following specifications and applicable standards. In the event of a conflict between the text of this document and the references cited herein, the text of this document takes precedence. However, nothing in this document supersedes current applicable industry standards, laws, or regulations unless a specific exemption has been obtained.

2.1. Applicable Standards and Regulations/Specifications.

2.1.1. OSHA 1910.23(e)(1)-Occupational Safety and Health Standards

2.1.3. National Fire Protection Association (NFPA) 1402: Guide to Building Fire Service Training Centers, 2012 Edition

3. SPECIFICATIONS FOR CLASS B MOBILE STRUCTURAL LIVE FIRE

TRAINER.

3.1. The contractor shall construct a structure specifically designed for conducting live fire training evolutions on a repetitive basis. The entire unit will be situated on a transport trailer.

3.2. The structure must be capable of conducting Class B live fires using propane as the fuel source.

3.3. The structure must be capable of performing live fires without any outside utility connections for electricity or propane.

3.4. The structure shall consist of, at a minimum:

3.4.1. One 40’ Container situated on a transport trailer

3.4.2. One Class B Kitchen fire prop

3.4.3. One Class B Rollover fire prop located above kitchen prop

3.4.4 One Class B Sofa prop

4. MOBILE LIVE FIRE TRAINING STRUCTURE.

4.1 The contractor shall design, manufacture, and install a Class B fire training system, together with related auxiliary systems such as gas and temperature sensors and control mechanisms, as well as a series of non-fire training props in one 40’ ISO container modified for use as a fire training structure and installed on a tandem axle, flatbed trailer.

The trailer will also include an on-board generator and propane, to facilitate anytime, anywhere training. The complete system will allow for realistic, repeatable, and controllable fire response exercises to take place within the training area.

4.2 Safety Devices. To manage performance and safety, a network of Lower Explosive Limits (LEL), temperature sensors and emergency-stop buttons will be installed within

Class B Live Fire Trainer the fire training areas. This sensor network will interface between the interior fire simulator environments and the control console, automatically shutting down the system if certain predetermined safety thresholds are met.

4.3 KITCHEN STOVE FIRE PROP WITH ROLLOVER SIMULATOR.

4.3.1. The kitchen stove fire prop shall be a propane fueled prop with a rollover fire simulator in the mobile training trailer.

4.3.2. The kitchen stove fire prop with rollover fire simulator shall simulate a fire ignited in a typical residential kitchen and will be built to accurately simulate a real life fire scenario. The control units and fire trays shall be obscured from view in an adjoining technical room or built into the prop housing.

4.3.3. The kitchen stove fire prop shall consist of a kitchen stove fire. The control system shall allow the operator to control all aspects of flame generation, fire start point and timing of flame spread. The main burner shall generate high intensity flames and the stove-top burner shall have a functional shut-off valve to allow firefighters to advance hose lines and turn off the gas supply. The stove fire training prop shall be constructed of six (6) and eleven (11) gauge corten steel or equivalent.

4.3.4. The kitchen fire prop shall simulate a fire emergency started from a simulated domestic kitchen stove with integrated burners and burn tray. This prop shall be capable of producing multiple burn levels and fire intensities for long durations of time. It shall be able to withstand continuous training without breaks in use.

4.3.5. Safety equipment for the kitchen stove fire prop shall include gas and temperature sensors, emergency-stop buttons and required wiring connected to an integrated safety network and integrated control console.

4.4. ROLLOVER FIRE PROP.

4.4.1. To replicate a fully involved fire emergency situation, a rollover fire prop shall be installed above the kitchen stove prop.

4.4.2. The rollover fire prop shall deliver accurate pressure build up and heat release similar to a real fire flashover in three separate stages of fire intensity and movement.

4.4.3. The rollover fire prop shall include gas and temperature sensors, emergency-stop buttons and required wiring connected to an integrated safety network and integrated control console.

4.5. SOFA FIRE PROP.

4.5.1. The sofa fire prop shall be propane fueled for live fire training; it will be used to simulate a fire ignited in a typical residential sofa. Control units and fire trays shall be obscured from view and built into the prop housing.

4.5.2. The sofa fire prop shall simulate a standard full-size sofa and provide multiple burn levels and intensities with controls to create a range of fire scenarios. The scenarios shall start with the incipient-style flames in the seat area. If left unchecked, the fire shall spread and generate high intensity flames and heat throughout the sofa.

4.5.3. The sofa fire prop shall include gas and temperature sensors, emergency-stop buttons and required wiring connected to an integrated safety network and integrated control console.

5. THERMAL SHIELDING. Steel lining or equivalent shall be used to prevent direct flame contact on structural walls, ceiling and other direct fire impingement areas around the fire props. The lining shall be designed to withstand continuous burning at temperatures at or near 900°F.

6. NON FIRE PROPS.

6.1. Movable Walls. The interior of the training structure shall include movable walls in order to vary the room’s configuration for different training scenarios such as fire attack, search and rescue, and ventilation. The walls shall be constructed of durable steel and safely secured to attachment points within the training room.

6.2. Forcible Entry Door. A Power Jamb forcible entry training device or equal shall be installed on a door to provide realistic, hands-on forcible door training. The forcible entry device shall have the capability of back-to-back training session without having to replace parts.

6.3. Adjustable Pitched Roof Prop. An adjustable pitched roof prop shall be installed on the roof of the training structure to allow for various vertical roof ventilation training evolutions. The adjustable prop shall be equipped with a power source to raise the prop up for training exercises and fold flat for transport purposes. The ventilation training prop shall have a metal pitched roof for ladder work and repelling. The pitched roof area shall include safety railing with a minimum vertical height of 42 inches from the upper surface of the top rail to the platform in accordance with OSHA 1910.23(e)(1).

6.4. Second Floor Feature. A section of the roof of the training structure shall have the ability to elevate upwards and provide a second story training feature. The second story structure shall expand upwards via a hydraulic or similar lift system. The second story structure shall be suitable for ladder and rappelling training. The top shall include safety railing with a minimum vertical height of 42 inches from the upper surface of the top rail to the platform in accordance with OSHA 1910.23(e)(1).

6.5. Bailout Window. The training structure shall feature a bailout training window designed for repeatable bail out evolutions. The bailout window shall be steel framed capable of securing a belay hook. The location on the structure shall create a vertical drop distance of 13 feet from the bottom of the window to the street level. The bailout window shall have a staging area adjacent to the window to allow for instructor and trainee preparation with a protective skid panel located below the window on the exterior of the trailer.

6.6. Integrated Smoke System. The training structure shall include a smoke distribution system to distribute simulated smoke into the fire training props. The smoke generator shall be capable of producing over 4,000 cubic feet of smoke per minute and smoke conditions of 100% obscured visibility (visibility of less than 1ft) at a height of no more than 18 inches above the floor within 15 seconds of activation.

6.7. Control Cabinet.

6.7.1. The training structure shall use a central control system to house core propane and power components, wireless components, and a built-in emergency-stop button.

The control console shall continually check all fire scenarios against pre-set safety parameters including but not limited to temperature, gas levels, and ventilation.

6.7.2. The central control system shall collect and monitor data provided by safety components installed within the training area if predetermined safety thresholds are exceeded (gas levels, temperature levels, or e-stop initiation), the system shall automatically shut down the fire props and prevent fires from being activated if predetermined safety limits are not met.

6.7.3. The training structure shall be equipped with a rugged, industrial grade hand-held wireless remote control to run, pause, continue, and end each training exercise and to control operation of the fire simulation system, ventilation system, and lighting. The wireless remote shall also have an emergency-stop button for rapid shutdown of all fire props.

6.8. Safety Controls.

6.8.1. The training structure shall have safety components installed to permit both optimum performance of the fire simulators, and to protect the equipment and personnel. The safety components shall include but not limited to gas detectors, temperature monitoring devices, and an emergency stop system.

6.8.2. The training structure shall have Lower Explosive Limits (LEL) gas detection capabilities. LEL gas sensors shall be used in the fire room and technical areas. The gas detection sensors shall be designed and installed to function independently and sufficiently rated to withstand water as well as the high temperatures of the live fire training environment. The sensors shall continually measure the LEL present with values ranging from 0% - 100%.

6.8.3. The training structure shall have a gas detection system configured with lower and upper alarm levels and an automatic safety shut off. The gas detection levels shall be incorporated into the safety controls.

6.8.4. The training structure shall have temperature monitoring devices at various heights within the training areas with real time measurements sent to a safety control system. The safety control shall specify maximum temperatures allowed at various heights within the training area, and can automatically start a shutdown if preprogrammed thresholds are exceeded.

6.8.5. The training structure shall have an Emergency Stop System. In addition to the automated safety monitoring and control systems, a series of emergency shutdown buttons will be provided. In the control cabinet, an emergency shutdown relay will be installed. This relay is designed to control the various safety components. The buttons will be sufficiently rated to withstand the live fire training environment.

6.8.6. The training structure shall have a ventilation system to prevent excessive concentrations of nitrous gases (NO + NO2) and carbon monoxide (CO). The ventilation system shall also control the temperature at the top as well as the bottom of the rooms contain fire props. The casing of the fan and the exhaust ducts shall be resistant to extremely high temperatures and corrosion. The ventilation system shall be activated by any of the following; the temperature monitoring system, gas detection system and emergency-stop button.

6.8.7. The training structure shall be powered by an on board generator. The generator will be capable of powering all the electrical features in the training simulator.

6.8.8. The training structure shall have supply propane tanks fixed to the trailer and shall provide propane to the entire live fire trailer. A minimum of one tank with a minimum of 250 lb capacity. Filled with enough propane to demonstrate a fire in each fire prop at delivery.

6.9. Delivery & Training. Delivery, Installation, Set-up and Training shall be included in the proposal. Additionally, a user manual shall be provided in hardcopy and electronic form.

7. Warranty. The proposal shall include a Comprehensive One-Year Warranty and telephone support.
