JOINT BASE SAN ANTONIO (JBSA)

STATEMENT OF WORK

PROJECT TITLE: Install Power Converters AC Maint. In Hangars 3, 4, & 5

PROJECT NUMBER: TYMX 150025

WORK ORDER NUMBER: 11267

LOCATION: HANGARS 3, 4, & 5 – JBSA-Randolph, TX

1.0 GENERAL

1.1 Project Objective: The contractor shall provide all personnel, equipment, tools, material and supervision required to install five Government-furnished 20 KW solid-state frequency converters in Hangars 3, 4, and 5 at JBSA Randolph, TX.

1.2 Design Requirements:

The contractor shall design, construct the installation of power converters in Hangars

3, 4, and 5. The converters are Government-Furnished Equipment. The contractor shall provide all conductors, receptacles, panels, load point control units (LPCU), connecting equipment cables from the LPCUs to the aircraft, and all accessories required to render the entire system complete and fully operational. Contractor shall coordinate with all involved parties to capture all necessary requirements including:

Flying Training Wing (FTW) Personnel, Base Civil Engineering Personnel, and

Interior Electrical Shop Personnel. The contractor shall work in a controlled area and must coordinate with Base Operations (Airfield Management) Personnel to obtain access to the controlled movement area and/or to obtain airfield driving permits, as necessary.

Hangar 3 shall receive two converters and four LPCUs (one LPCU on the East wall and three LPCUs on the West wall. Hangar 4 shall receive two converters and six

LPCUs (three LPCUs on the East wall and three LCPUs on the West wall). Hangar 5 shall receive one converter and one LPCU. Coordinate with 12 th

FTW representative to install LPCUs between proposed aircraft maintenance parking locations.

Contractor shall provide one additional dedicated GFI NEMA 5-20 quadruplet receptacle (120v, 60 Hz) and one (120v, 400 Hz) receptacle at each installed LPCU.

Contractor shall provide 12-50’ long connection cables from the LPCU to T-38 aircrafts and 1 cable extend connector to connect two 50’ long cables together.

The JBSA Utility Department has not monitored the peak demand load of the hangars; therefore the contractor shall be responsible to make the measurement and use the collected data for all load calculations of the project. The contractor shall send the collected data to the Government for the record.

Attachment #1 - Scope of Work Dated

1.2.1 The contractor is responsible to acquire all information to take the customer concept to a

100% design. The contractor shall address all Government comments in the flowing stage of design and attend meetings, as needed, to discuss these comments. In addition, contractor shall abide by section 2.0 “Applicable Documents” of this SOW.

1.3 Construction:

The Contractor shall submit all calculations necessary to support the design as presented in the Work Plan. Calculations shall include, but not be limited to sizing of major equipment, specific system components, and other calculations utilized in design validation. The calculations shall include all assumptions, supportive data, narrative and method of calculation, and conclusions. The narrative and method of calculation shall contain all calculations, load or sizing, software input and output sheets, system alternative considerations, equipment supplier selection data, and other material utilized in arriving at the contractor’s recommended action. Calculations are mandatory for all life safety systems and components.

1.3.1 All work shall be performed in strict compliance with the provided contract specifications, drawings, JBSA Randolph regulations, Federal codes, State and local regulations, and contract requirements, as applicable. It is the contractor’s responsibility to secure access to specific governing criteria as required. The

Government relies on the contractor to follow and implement the necessary codes as the expert General Contractor (GC). Contractor shall perform construction in accordance with the specifications (UFGS) within this solicitation and shall add additional Unified Facilities Guide Specifications as required. The contractor shall follow and abide by the UFC and referenced industry code within the UFC. It is the contractor’s responsibility to secure access to specific codes as required.

1.4 Location of Work: The work is located in Hangars 3, 4, and 5 on JBSA-Randolph in

San Antonio, TX.

2.0 APPLICABLE DOCUMENTS

2.1 The Contractor shall identify and comply with all applicable federal, state, and local statutes, DoD/Air Force instructions, manuals, handbooks, regulations, guidance, and policy letters including, but not limited to, the most recent version of: International

Building Code (IBC), Unified Facility Criteria (UFC), Uniform Plumbing Code (UPC), Uniform Mechanical Code (UMC), National Fire Protection Association (NFPA), National Electrical Code (NEC), American Concrete Institute building code (ACI 318), AISC Steel Construction Manual, Adoption of Architectural Barriers Act (ABA)

Guidelines for Accessibility, Specifications included with this solicitation, Randolph

AFB Compatibility Guide, and all changes and amendments in effect on the date of issuance of this Delivery Order (DO). It is the Contractor’s responsibility to identify and comply with all applicable requirements.

2.2 The Technical Specifications for this project are numbered and organized by the

Construction Specification Institutes (CSI) Master Format. Standard Specifications shall be used in conjunction with work authorization description and any drawings that may be provided by the Government. Contractor shall use the most recent CSI format as adopted by the federal government. Specifications are provided with the solicitation/contract.

2.3 The project specifications are broad in scope and nature and contain a variety of items.

It is not possible to create a comprehensive specification capable of addressing every condition to be encountered. Consequently, the contract specifications are intended to indicate the quality of materials and workmanship to be provided to the Government. In the event that a specific line item description conflicts with the provisions of the specifications provided, the selection of, or approved usage of, a particular component in a line item for use in this project will not constitute a waiver of compliance with the specific provision of the specifications with which the description conflicts.

3.0 GOVERNMENT-FURNISHED INFORMATION, EQUIPMENT, MATERIAL, AND

PROPERTY (GFI, GFE, GFM, GFP)

The Government-Furnished equipment includes five 20 KW solid state converters from

Power Conversion Technologies. The Government will also provide information in the form of available plans, reports, maps, drawings, and as-built drawing as necessary to facilitate accomplishment of the work required in the contract Statement Of Work. However, these

GFIs are not warranted to show conditions as they actually exist. The designer shall field verify information shown on the as-built drawings for accuracy to ensure technical adequacy of design.

4.0 MANAGEMENT, PLANNING, AND REPORTING REQUIREMENTS

4.1 Contractor Documentation

The Contractor shall create and maintain a Master Document List (MDL), that includes all documents, whether the documents are a deliverable or not, which are prepared during the course of the contract. The MDL and its documents shall be maintained in libraries readily available for submittal to the Government. The Government requires 10 business days for review and approval of submittals. All Material Submittals shall be accomplished in accordance with the instructions pertaining to AF Form 3000, Material

Approval Submittal.

4.2 Notification Requirements

The Contractor is required to notify the Contracting Officer (CO) and the Project

Manager (PM) of critical issues that may affect the contract performance and/or human health and the environment. The types of issues that require notification include, but are not limited to, health risks, spills, changes in critical personnel, and finding unexploded ordnance (UXO). As an example, if UXO were discovered during field activities, the

Contractor would be required to immediately stop work, report the discovery to the

JBSA - Lackland facility Point of Contact (POC), CO, and COR, and implement the appropriate safety precautions. Field activities could not continue until clearance was received from the

CO. On critical issues, verbal notification should be made immediately, followed by written notification as soon as practical.

4.3 Permits

The Contractor shall develop, coordinate, and assist the installation in applying for and obtaining all applicable permits, access (including off-base easements and leases), agreements, licenses, and certificates. The Contractor shall maintain a library of these documents at the Contractor’s site office as well as the corporate facility. The

Contractor shall comply with all applicable permit conditions. The Contractor shall include permit activities on the schedule and report status of permit with each design submission.

4.4 Worksite Activities and Coordination

The Contractor shall be responsible for protecting the lives and health of employees and other persons on the work site; preventing damage to property, materials, supplies, and equipment, avoiding work interruptions and complying with Occupational Safety and

Health Administration (OSHA) safety and local safety office requirements. The

Contractor shall perform all operations in a prudent, conscientious, safe and professional manner and conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work. The Contractor shall maintain documentation supporting training records on site and have written Health and Safety Plans on site and available for workers and/or regulatory review. The Contractor shall provide the CO copies of any OSHA report(s), regarding a project site, submitted during the duration of the contract. For areas not covered by OSHA, the Contractor shall comply with regulations regarding safety and health and the current edition of the U.S. Army Corps of

Engineers Safety and Health Requirements Manual, EM 385-1-1.

The Contractor shall record and report promptly (within 1 hour) by telephone, facsimile or other direct means to the CO, Base Project Manager, and to the military installation’s

Safety Office, all available facts relating to each instance of damage to Government property or injury to either contractor or Government personnel. In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, preserve evidence until released by the accident/mishap investigative authority through the CO, and immediately report the incident to the Base Fire Department at 911. If the Government elects to conduct an investigation of the accident/mishap, the Contractor shall cooperate fully and assist Government personnel in conducting of the investigation until it is completed.

The Contractor agrees that his personnel and equipment are subject to safety inspections by Government personnel while on federal property.

The contractor shall also coordinate all proposed activity with the 12 th

representative (Mr. Lincoln E. Sundman) & CE PM prior to beginning construction actions to minimize interruption to normal operations. All work in conjunction with this task order will provide a complete and functional facility/system. Contractor shall be responsible for locating utilities and coordinating any utility outages with the 12 th

FTW

representative & CE PM. Protection of existing utilities shall be provided in accordance with general provisions entitled Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements (FAR52.236-9).

Normal hours of operation will be from 0700 to 1700. However, customer use of the hangars may require the work to be performed outside normal hours. Access to hangers may be normally obtained from 00:01 on Monday morning through 23:00 on Friday evenings.

5.0 PLANS, REPORTS, AND DELIVERABLES

5.1 Health and Safety Plan

The contractor shall provide a Health and Safety Plan in accordance with EM 385-1-1.

5.2 Quality Assurance Plan (QAP)

The Contractor shall prepare, for Government review and acceptance, a site-specific

QAP that consists of plans, procedures, and organization necessary to produce an end product which complies with the contract requirements. The QAP shall cover all definable features of work (design and construction operations, both onsite and offsite) and be keyed to the design and construction sequence. The Quality Assurance Plan must indicate the designer’s integral role throughout design and construction. The Project

Superintendent must maintain a physical presence at the site at all times and is responsible for all construction and related activities at the site, except as otherwise acceptable to the Contracting Officer.

The QAP shall provide procedures for tracking preparatory, initial, and follow-up control phases and control, verification, and acceptance tests including documentation.

The Contractor shall address procedures for tracking design and construction deficiencies from identification through acceptable corrective action and establish verification procedures that identified deficiencies have been corrected. Acceptance of the Contractor's plan is required prior to the start of design and construction. Acceptance is conditional and will be predicated on satisfactory performance during the design and construction. The Government reserves the right to require the Contractor to make changes in his Contractor’s Assurance Control Plan and operations including removal of personnel, as necessary, to obtain the quality specified to meet acceptance by Federal, State, and local regulators or Code Inspectors.

5.3 Work Plan (Design)

The Contractor shall prepare a design that will adequately meet the requirements stated within this Statement of Work. Each design submittal package shall include, at a minimum, the following sections:

5.3.1 Cover Sheet

The cover sheet shall display, as a minimum, the following information: Date, Title, Contractor’s Name, Contract Number, Project Number, RFP Number, and Installation or site location. In addition, the cover sheet shall include the Contractor’s mailing address and a minimum of two (primary and alternate) points of contact (POC) for the project.

The information of each POC shall include, as a minimum: Title, Telephone Number, Fax Number, and E-Mail Address.

5.3.2 Executive Summary

The executive summary shall include, but not be limited to: Project location, a brief description, background, and other information that may contribute to general cognizance of the project.

5.3.3 Work Plan Description

The description shall include detailed discussions of the work to be performed including descriptions of the work items to be removed and/or installed, all assumptions, a list of specific codes and standards to which the work will adhere, and all conclusions and recommendations, a list of major equipment, and a description of the major systems.

5.3.4 Method of Work

The work plan shall include a schedule of how the work is to be accomplished(in-house, subcontractor, or factory installed.) Each Contractor or Factory Representative to be used to perform the work defined in the contract shall be listed and described. The list shall also include a brief narrative of the responsibilities and duties of each Contractor and/or

Factory Representative. Provide rationale for why the work is to be performed by the entity proposed (i.e., cost effective, quality, schedule).

5.3.5 Drawings

Engineering drawings shall be submitted to show the location and relationship of all equipment and material. Engineering drawings shall include, but not be limited to, Mechanical, Electrical, Civil, Architectural, etc. with material and equipment schedules plus detailed shop/installation drawings. Engineering drawings shall include, but not be limited to, floor plans, utility and equipment layout drawings, foundation plans, shop drawings, demolition drawings, control drawings, and piping and installation diagrams as required to completely define the construction action when viewed in conjunction with

JBSA - Lackland shop drawings, catalog cuts, and manufacturer’s installation requirements. Construction actions involving potential life safety hazards shall be overseen and signed off by an engineer experienced in the area of the construction action. A phased demolition plan shall be prepared which designates items, equipment, systems, etc., to be removed and indicates the disposition on all removed material, equipment, and debris.

5.3.6 Specifications

Contractor shall use specifications listed within this Statement of Work to develop project specifications. Specifications shall be signed and sealed.

5.3.7 Supporting Engineering Calculations

The Contractor shall submit all calculations necessary to support the design as presented in the Work Plan. Calculations shall include, but not be limited to sizing of major equipment, system components, and other calculations for design validation. The calculations shall include all assumptions, supportive data, narrative and method of calculation, and conclusions. The narrative and method of calculation shall contain all calculations, load or sizing, software input and output sheets, system alternative considerations, equipment supplier selection data, and other material utilized in arriving at the Contractor’s action recommended. Calculations are mandatory for all life safety systems and components. Examples of designs involving life safety include, but are not limited to: Structural and load bearing calculations, sizing and layout of fire protection systems and equipment, designs relating to explosive environments, etc.

5.3.8 Schedule of Material Submittals

The Schedule of Material Submittals shall list all drawings, manufacturer’s data, operation and maintenance manuals, etc. as required by the Statement of Work, or

Specifications, which will be submitted subsequent to the Work Plan. Each material submittal listed shall indicate by Section and Paragraph, the Mode of Requirement, (i.e.

Statement of Work Section and Paragraph, Specification Section and Paragraph, etc.)

Each submittal listed shall have all information filled out in its entirety, for each of the data columns on the Schedule of material Submittals. A completed Schedule of Material

Submittals, accepted by the Contracting Officer, will be required prior to commencement of construction.

5.3.9 Manufacturer’s Data

Manufacturer’s catalog cuts and specifications shall be submitted as required to document the equipment and materials to be supplied. All catalog cut sheets shall clearly indicate the equipment selection by circling, or marking with an arrow. Also, manufacturer’s installation procedures or execution specifications shall be included as required to indicate the methods and means of installation of all material and equipment.

The Contractor shall use the manufacturer’s data to tie together the shop drawings, 502 CONS JBKADC

JBSA - Lackland catalog cuts, and installation requirements into a comprehensive package that defines the contractor’s action.

6.0 UTILITY OUTAGES

Contractor shall coordinate all utility outages through the Contracting Officer or his representative and Civil Engineer Project Manager. Work on items of inclusion are electric power, water, chilled water, heating water, natural gas, telephone, fiber, and sewer services.

The contractor shall submit a Utility Outage Request 10 (ten) business days in advance of the anticipated work. The Contracting Office will grant written approval for the outage.

Contractor shall coordinate all work to ensure that the outage will be of minimum duration.

7.0 SITE WORK

7.1 Conservation

Activities shall be planned and implemented in a manner that protects existing site utilities, structures, surface features, service operations, monitoring and other types of wells, and the general site environment. This includes the protection of trees, shrubs, and other vegetation not in the affected zone from dust damage, soil compaction, and physical contact with machines and equipment. If appropriate, the Contractor shall conserve uncontaminated topsoil by removal, storage, or redistribution. All reasonable measures shall be taken to minimize and suppress fugitive emissions of dust, vapors, and other site materials during site work. All fill materials shall be uncontaminated. The

Contractor shall conduct all operations and activities with the intent of reducing the amount of pollution generated. Specific areas to be focused on are generation of solid waste, use of hazardous materials, use of ozone-depleting chemicals, generation of hazardous waste, and use of energy and water. The Contractor shall plan, construct, operate, maintain, optimize, and decommission systems necessary to control storm water run-on and runoff; and transport surface water drainage to a treatment plant, discharge location, or any other destination.

7.2 Demobilization

The Contractor shall demobilize facilities as necessary, and restore the site to its existing condition. The Contractor shall remove any temporary facilities and implement erosion control measures such as seeding, mulching, sodding, and erosion control fabrics; restore roads, structures, and utilities; and plant trees, shrubbery, grasses, and other vegetation to existing conditions. The Contractor shall document and report on activities and train

Government personnel to perform required facility equipment operation and maintenance, as requested.

8.0 DESIGN-BUILD (D-B) REQUIREMENTS

The contractor shall manage and perform D-B construction work as defined in this SOW.

The following are typical D-B construction SOW requirements: completion of working

JBSA - Lackland drawings, permitting, construction, construction management, scheduling, inspection and testing, maintaining construction facilities and temporary controls, environmental protection, quality control, construction quality control, and project closeout.

The Contractor shall be responsible for implementation, coordination, and execution of all regulatory reviews, ensure technical accuracy and adequacy of the project design at every submission, and provide quality control of all phases of the contract. The Contractor is responsible for field verifying all information given. The Contractor is also responsible for obtaining all information necessary to properly design and install all work. The Contractor is required to independently prepare and submit for Government Acceptance a complete

Design.

It is contractor’s responsibility to conduct field investigation of the existing building for all architecture/structure/electrical/mechanical existing capacity in the area of work prior to submitting bid document. Contractor shall send all measurement/data which have been collected in the field investigation back to the Government for record. The field collected measurement/data shall be used as part of the design.

Before submitting bid, the contractor shall be responsible for visiting the site to examine the exact extent of existing conditions. No consideration or allowance will be granted for failure to visit the site, nor for any alleged misunderstanding of work to be performed. The contractor shall include in his bid price all labor and material that may affect his work.

As part of Design Review, the Contractor is responsible to respond with planned action to all design comments clearly confirming concurrence, conditional concurrence, or non-concurrence. Contractor shall incorporate all appropriate comments. Should comments require design changes that impact construction cost, the Contractor shall clearly demonstrate impact to overall construction at each design review stage.

The Contractor shall conduct a post-award design review workshop which shall include a multi-discipline review with users and Base Representatives providing comments to refine/improve the proposed concept design consistent with the parameters of the RFP. The

Contractor should exercise design build flexibility to achieve workshop objectives with no increased costs. The outcome of the workshop shall be captured in a Workshop Report consisting of minutes, marked-up drawings, and updated narrative.

The results/decisions of this workshop shall be incorporated into the next fully coordinated design deliverable which will be the 65% design submission. The Contractor is responsible for notifying the CO if due diligence to assess existing conditions, complete full clarification of requirements was limited by the Government or remains incomplete at this stage.

The 65% design submission shall also include design for architecture, structural, interior design, civil, mechanical and electrical systems, Design Analyses, and list of required permits for the project; including requirements and process for obtaining each permit, and status of permit acquisition.

The 95% design submission shall incorporate changes and recommendations from the 65% design review. The 95% Design shall include design for building site design to include:

building/area site layout, final grade elevations, utility locations/details, all remaining architecture, structural, interior design, civil, mechanical and electrical systems.

The 100% corrected final design submission shall incorporate changes and recommendations from the 95% design review. Once all comments are satisfactorily resolved, the Certified

Final “For Construction” Design may be distributed. All final design submissions shall be signed and sealed by a Registered Professional Engineer.

The Contractor will ensure the schedule includes the 10 business days for Government review after the 65%, and 95% design submission and five (5) business days for the 100% design submission. The Contractor will be required to take design review meeting minutes and distribute the minutes in accordance with this contract.

The Contractor shall function as an integral team member on this Design Build project in support of the USAF mission, to include the sharing of information with other contractors involved or impacted by this project and cooperation with communities, and other government entities.

Requirements include efficient management of TOs including accurate, on-time submittals of contract deliverables and timely identification and solution of impediments to successful project execution. Technical requirements include early involvement in the process to allow for the development of the most cost-effective and technically sound solution. JBSA will rely on the Contractor’s expertise in recognizing and addressing problematic issues and successful execution of this contract. The Contractor shall perform all work in accordance with Federal, State, and local statutes and regulations.

9.0 CONSTRUCTION SERVICES

9.1 Pre-Final Inspection

The Contractor shall attend a pre-final walk through inspection and publish the pre-final inspection findings in a pre-final inspection report. Commissioning shall be completed prior to the pre-final inspection taking place.

9.2 Final Inspection

The Contractor shall attend a final inspection and publish the findings in a final inspection report in accordance with the format approved by the Contracting Officer.

The inspection shall concentrate on the items identified at the pre-final inspection and recorded in the pre-final inspection report. The final inspection report shall: (1) certify that all items of the design have been implemented and that the construction is complete, and (2) include a record of “signed and sealed” as-built drawings and specifications

JBSA - Lackland verifying that all development standards have been met. At the final inspection, the

Contractor shall present a completed DD Form 1354, Transfer and Acceptance of Real

Property to the Base Civil Engineer (BCE) or other appropriate organization for signature and acceptance.
