STATEMENT OF WORK

PROJECT # MPLS 17-A021

REPLACE DEDICATED

OUTSIDE AIR SYSTEM,

B2484 JBSA – LACKLAND

1. GENERAL: The contractor shall utilize and adapt the provided statement of work and documents provided by the 502 CES to provide all supervision, labor, materials, equipment, supplies, and transportation necessary to replace the existing Dedicated Outside Air System (DOAS) and renovate mechanical rooms 032, 033 in building 2484, located at Joint Base San Antonio-Lackland, TX (JBSA-LAK) to support the facility’s myriad of administrative functions.

The Contractor shall identify and comply with all applicable federal, state, and local laws, regulations and applicable code requirements, as well as Department of Defense (DoD), Air Force and JBSA-LAK statutes, manuals handbooks, regulations, guidance, policy letters and rules (including changes and attachments) and Presidential executive orders in effect on the date of issuance of this contract. The Contractor is responsible for obtaining all operating and construction permits, licenses, and permitting actions required by the codes having jurisdiction on JBSA-LAK. The Contractor shall be the Constructor, and the architect/engineer shall be the Designer of Record (COR and DOR respectively) for this project. The COR shall be responsible for the professional quality, constructability, technical accuracy, and coordination of all designs, drawings, specifications, and other documents or publications upon which construction is based. The design of architectural, structural, mechanical, electrical, civil, and other architectural/engineering features of the work shall be accomplished, reviewed and approved by professionals licensed to practice in their respective professional field by the State of Texas. The Contractor is responsible and liable for the complete design and shall not assume that the provided design criteria and/or as-built drawings in this solicitation shall alleviate the Contractor from performing any additional design as required to produce a complete set of construction documents.

The Contractor shall coordinate with the 502 CE Project Manager (PM) throughout the design phase to ensure the customer’s mission requirements are being met. Approved 100% final design documents shall have the drawings and shop drawings stamped FOR CONSTRUCTION, are stamped/sealed by the (TX Licensed Engineer) Designer of Record (DOR), and properly labeled as such. Upon receipt of these final documents, the Contracting Officer, in league with the CE Project Manager, shall issue a construction Notice To Proceed to the Contractor. The proposed performance requirements in section 3 are recommendations made by the government.

The 502 CES PM serves as the liaison between the Contractor, A&E, and the Customer/End-User and is not authorized to modify the terms of the scope, price, schedule or performance of this contract.

2 BACKGROUND: Building 2484 was constructed during Fiscal Years 1995 - 1996 and currently serves as the 37 Training Wing Headquarters for the Air Education and Training Command (AETC) and Joint Base San Antonio (JBSA). B2484 is approximately 33,450 SF of primarily administrative functions. The remaining areas are occupied by miscellaneous spaces (e.g.

mechanical rooms, stairwell, restrooms, etc.). Figure 1 shows the general project location within JBSA-Lackland (LAK) and Figure 2 shows the general building layout and the work areas within the

Building 2484 is open during normal working hours Monday through Friday from 0700 hours to 1700 hours. It is closed on weekends and during federal holidays (see SOW §9 for Legal Holidays).

There is one small 24hour operation which cannot be interrupted at any time during this project, and is not within the projects areas covered under this Scope. The contractor shall be responsible for coordinating all work efforts with the 502 Civil Engineer Squadron (CES) Project Manager (PM) to provide and maintain safe and secure access and working conditions for government personnel that remain in the building through the duration of this project. Upon the receipt of the Notice to Proceed (NTP), the contractor shall coordinate the mobilization plan with the 502 CES PM to ensure smooth execution.

HVAC equipment serving the project space is currently located in two adjacent areas of the building, the sub-grade equipment yard and the basement mechanical area. The basement mechanical area is comprised of five (5) rooms. The exterior, subgrade, equipment yard contains the natural gas (NG) service entrance, two CRAC unit DX condensers, and the existing Dedicated outside Air System DX unit. The exterior, subgrade, equipment yard, (outside Boiler room 033) also contains the entrances to room 031B (telecommunications), 031A (electrical) and the two mechanical rooms 032 and 032 and

033. Mechanical room 033 contains an air handler and DDC panel not part of this project, but does contain an electrical trough that serves as a pass-through for the DOA’s DX unit disconnect, as it shares the same common wall. The circuit continues up through the ceiling to Panel MDP located in first floor mechanical room 154. Boiler Room 032 contains a heating water boiler, building EMCS, a domestic water heater, the MAU system AHU, associated water pumps, filters, expansion tanks, etc.

3 PERFORMANCE REQUIREMENTS/DETAILED SCOPE OF WORK:

3.2.1 The contractor shall identify and comply with all applicable (1) federal, state, local as well as Department of Defense (DoD), Air Force, and JBSA - Lackland statutes, instructions, manuals, handbooks, codes , regulations, guidance, policy letters, and rules (including all changes and amendments), and (2) Presidential Executive Orders, in effect on the date of issuance of this contract. It is the responsibility of the contractor to obtain and maintain these books and/or documents for the duration of the project. Should the Contractor have some trouble locating the necessary documents, the CO and PM should be notified. The Government does not assume the presence of any hazardous materials, though it has identified the mastic on the ductwork’s insulation as suspect. It is incumbent upon the Contractor to properly tests for the presence of and asbestos within the immediate areas covered by this scope. This facility will remain in operation and all air

SOW REPLACE DEDICATED OUTSIDE AIR SYSTEM Page 4 of 29 handlers except the MAU System shall remain in operation unless a short term shut down is required.

Should such a shutdown be required, it will be scheduled closely through the CE Project Manager, CE Inspector and the Contracting Officer. One business days’ notice is requested.

3.3 PROJECT DESCRIPTION

3.3.1 GENERAL: The work required under the scope of this project is the demolition and replacement, in entirety, the failed dedicated outdoor air (DOA) system consisting of a DX Condenser and air handling unit (AHU), chill water pump, it’s controls and monitoring DDC components, miscellaneous ductwork and any electrical and mechanical components necessary for a complete, energy efficient, and fully functioning DOA system. Within this scope are requirements to remove and replace that insulation necessary to insure all ductwork, piping, and wall protection is properly insulated and secured, remove loose paint to prep, prime and paint ceilings, demo and remove unnecessary and abandoned in place piping and conduit, clean and sterilize ductwork, and the conduction of a Point Verification Test on air and water sides of the DOA system. The desired result is that the existing facility main HVAC system for all office, ancillary, enclosed, non-open bay, and non-modular structure spaces within this facility shall receive conditioned outside air consistent with the present HVAC system’s capacity. The existing fire protection and fire suppression systems shall remain in place however; the fans must be interlocked with the fire alarm system to shut down in case of alarm, and the fire suppression system shall be modified only to the extent that mechanical rooms 032 and 033 shall have 100% coverage and that all heads are in correct position. The contractor shall be responsible for developing all design documents (i.e. Design Analysis, Plans, and Specifications) to accomplish the provisions of this SOW.

3.3.2 DESIGN: The following is a summary of the design criteria and requirements for the dedicated outdoor air (DOA) system for B2484. The Contractor shall be responsible for developing design analysis, plans, and specifications to accomplish the provisions of this SOW and attached documents.

See Appendix B for preliminary drawings. The work required to be performed by the contractor consists of, but is not limited to, the following principles:

3.3.3 DOR: A Texas Licensed Professional Engineer and/or Architect shall be appointed Designer of Record and shall use the Unified Facilities Guide Specifications (UFGS), and the requirements contained within this SOW, and over-arching codes and engineering standards to fully develop the technical specifications and construction drawings. The technical criteria contained and cited in this SOW, over-arching codes and engineering standards, and the UFGS establish minimum standards for the design and construction quality.

3.3.4 The Contractor shall be responsible for preparing, filing, testing, and paying for any fees required to obtain all necessary permits and tests to meet the provisions of this SOW. All testing and/or permitting fees shall be included as part of the base bid.

3.3.5 Record drawings form the original and some subsequent construction efforts are available and have been provided as part of the solicitation package in the appendix. The Contractor shall field verify all required dimensions and information themselves to produce the design documents. Contractor shall develop accurate electronic plans in AutoCAD™ format. Electronic plans developed by the Contractor (not the government furnished drawings, to include any record drawings) shall be the basis for design drawings.

3.3.6 The Contractor shall submit for Government review and approval, bound paper copies and electronic copies of 50%, 65% and 95% complete design packages consisting of product selection, investigations, calculations, studies, detailed design analysis, plans, and specifications for the accomplishment of all construction work described in section 5 below. Contractor shall submit a signed and sealed 100% design package incorporating all corrections from 65% and 95% reviews.

Mobilization and construction effort will only be allowed to begin after receipt of the signed and sealed 95% design package and upon the direction of the Contracting Officer. All electronic copies shall be provided to the government in the native and PDF file formats.

3.3.7 CONSTRUCTION: All construction work shall ensure that all new work is in strict conformance with this Contract’s documents, design drawings, and specifications and shall include the furnishing of all materials, labor, plant, tools, equipment, and services necessary to accomplish the provisions of this SOW. Contractor is responsible for verifying al measurements. The work performed by the contractor shall result in complete and fully functioning systems consisting of, but not limited to, the following principal items:

3.3.7.1 The contractor shall coordinate with the 502 CES PM to receive approval 14 calendar days in advance prior to mobilizing for construction. Due to the unique sub grade location of the equipment, the Contractor shall provide, in writing, a basic unit removal/installation plan to include sketches and method of removal and installation (e.g. crane and sling, etc.) A pre-removal and pre-installation meeting shall occur between the Contractor, TX Licensed Mechanical representative, the CE Project Manager and the Contracting Officer at least 2 weeks prior to beginning this process of work.

3.3.7.2 Codes and regulations: All work shall be accomplished IAW with the latest edition of applicable codes, standards, regulations and other requirements. The contractor shall mean to provide and install a completely finished, operating, and fully functioning mechanical system including plumbing, electrical, structural, fire suppression, and HVAC. Said system(s) shall be finished to current and jurisdictional industrial, federal, DoD, State, and local standards and ready for instantaneous use by the Government. Such standards and regulations shall include, but not be limited to ASHRAE, SMACNA, IBC, IPC, IMC, NFPA (to include the NEC) , UFC, AWWA, and 30 TAC.

In the case where two or more standards are applicable or conflict, the more stringent of the standards shall be made to prevail as determined by the 502 CES PM and the Contracting Officer.

3.3.7.3 Demolition

3.3.7.3.1 Contractor shall demolish all existing MAU mechanical equipment from the project area, to include air handler, DX condenser, including fans and coils, piping, electrical connections, and all appertances required to make ready for the new MAU System and its components and make ready to accept new. The Contractor shall remove, preserve, protect and reinstall that duct necessary to correctly remove, replace and tie in new mechanical systems, insulation, limited ductwork, mounting brackets, wires, alarms, DDC controllers, and appurtenances.

3.3.7.3.2 Contractor shall demolish all existing MAU mechanical equipment from the project area, to include air handler, DX condenser, including fans and coils, piping, electrical connections, and all appertances required to make ready for the new MAU System and its components and make ready to accept new. The Contractor shall remove, preserve, protect and reinstall that duct necessary to correctly remove, replace and tie in new mechanical systems, insulation, limited ductwork, mounting brackets, wires, alarms, DDC controllers, and appurtenances.

3.3.7.3.3 The Contractor shall remove faulty, sagging and loose insulation covering all piping, tanks and ductwork within the mechanical rooms 032 and 033. Contractor shall demolish ductwork exterior insulation from all mechanical rooms, as well as all duct work that is damaged and/or is easily observed to be contaminated with mold growth. All DOA ductwork that remains in place shall be prepared for cleaning. Contractor shall reuse all existing outside air (fresh) intake louvers or grills to the maximum extent possible. Based on the Contractor’s engineered design, it is possible that some openings may require modification. It is the Contractor’s responsibility to modify the openings as necessary to meet the demands of the new MAU system. Any NEW openings based on that engineer’s design will be created and installed IAW the most current version of ASHRAE 62.1, UFC-3-410-01 (1 Jul 13) and NFPA requirements.

3.3.7.3.4 Contractor shall demolish all existing concrete equipment and housekeeping pads for the project DX and Air handler units from the existing concrete slab and prepare the surface to accept new concrete pads. All concrete slated for demolition shall be saw-cut to maintain neat and clean cut lines.

3.3.7.3.5 Contractor shall remove from rooms 032 and 033, the existing ceiling paint, and prep the entire ceiling to accept new, 2 coats of primer and two coats of DTM, catalyzed paint (fast drying if to be sprayed).

3.3.7.3.6 The Contractor shall ensure at least two light fixtures in room 032 and one in 033 are “night lights” and operate under power failure conditions. The Contractor shall demo those existing light fixtures determined to be “night/Lights” and prep for new.

3.3.7.3.7 Contractor shall demolish all electrical components to include disconnects, circuit protection devices etc., as needed to meet the provisions of this SOW. All unnecessary existing conduits, boxes, switches, wiring, and ancillary electrical components not utilized shall be removed and disposed of from the project area. Unnecessary items are not allowed to be abandoned in place. All terminated circuits shall be removed back to the panel. Circuits may be reused to the closest junction box, but must be new from the junction box to the devices or device circuit. Absolutely no electrical

Any circuit deemed unnecessary shall be disconnected and removed back to the circuit protection device inside the servicing panel. The Contractor is absolutely responsible and shall mean to provide a 100%, fully NEC compliant, fully and perfectly working facility electrical system.

3.3.7.3.8 Contractor shall demolish those fire protection and fire suppression components as.

3.3.7.3.9 The existing Fire Suppression system provides 100% coverage and is fully functioning.

The Contractor shall be responsible to ensure that 100% coverage remains prior to requesting a final inspection. To provide for 100% coverage, the Contractor shall install, modify, adjust and test all drops, heads, and lines as necessary to insure that the system provides100% coverage and is in perfect working order 3 duty days prior to requesting a final inspection. All fire suppression work must be done same day and the system brought back up each end of duty day. Installation and any necessary designs shall be completed in strict compliance with the most current versions of NFPA Code, to include NFPA 10 and 13 and with the United States Unified facilities Criteria (UFC) 3-600-01 and component manufacturer’s instructions. Only on a case by case basis, with express permission of the Chief, LAFD and the JBSA-Lackland Fire Marshall will the suppression system or its zones, or components remain out of commission overnight.

3.3.7.3.10 For any required additional heads or movement of heads, the Contractor shall provide signed drawings with the original signature of a Texas licensed Responsible Managing Employee.

Government research indicates no additional fire suppression capacity is required for this project and that, what fire suppression work that is entailed, will consist of minor head realignment or addition. As such, IAW TX law, a TX Licensed NICET Level III R.M.E may prepare the documents.

3.3.7.3.11 The RME shall conduct a Flow Test IAW UFC 3-600-01 and use this most current data in the design preparation. For this contract, five (5) legible copies of the Flow Test Report, using the current SAFD form, shall be provided to the Government using the AF 3000 process. This test shall be conducted with the RME, the CE Mechanical Project Manager, CE Inspector and the Contractor’s Project Manager or superintendent present. This same FP RME signee shall oversee all phases of installation. Any necessary field changes to the Government coordinated FP drawings will be approved by the FP RME. Pipe sizes shall be determined by hydraulic calculation and said calculation(s) shall be reflected on the FP drawings and provided to the Government. All drawings shall be submitted IAW the contract methods for Government coordination and be received back by the Contractor via the Contracting Officer prior to proceeding with installation. A final copy of the as-built design shall be included with the project as-built set using the Discipline Designator F.

3.3.7.3.12 All fire suppression devices shall comply with the applicable requirements of the NFPA and UFC 3-600-01. All fire suppression piping shall be a minimum schedule 40 black steel and match the existing construction methods, i.e., Victaulic (grooved) and threaded. For those heads that might require relocation, provide and install heads matching existing and rated to current code requirements.

3.3.7.3.13 Prior to commencing demolition activities, the contractor shall coordinate with the 502 CES PM to coordinate any materials/equipment government wishes to salvage upon demolition so that damage to the materials/equipment does not occur during demolition. Contractor shall request for coordination a minimum 14 calendar days prior to commencing work.

3.3.7.3.14 Items designated by 502 CES PM for salvage shall remain the property of government at

The salvaged property shall be segregated, itemized, delivered, and off-loaded at a site designated by the government, distance of the site from the project location not to exceed 2-miles. Any unsalvageable items and/or equipment at the conclusion of the project will become the property of the contractor and shall be removed off-site and disposed in accordance with (IAW) the provisions of this SOW and all applicable local, state, and federal laws.

3.3.7.3.15 Contractor shall divert all recyclable materials to appropriate recycling facilities and shall make all provisions to minimize the amount of debris sent to landfills as a general principle.

3.3.7.3.16 Contractor shall recover all refrigerant from the existing DX condenser and return it to the Government for recycling.

3.3.7.3.17 Contractor shall protect government equipment and property from damage during construction at all times. Contractor shall be responsible for repairing any damages to government property due to contractor’s negligence, at the Contractor’s own cost and to the satisfaction of the Government.

3.3.7.3.18 Contractor shall be responsible for maintaining a safe, clean, and dust free environment to prevent any adverse effect to the normal operations of the building.

3.3.8 NEW WORK

3.3.8.1 Contractor shall provide and install a new DX loop, intersecting the existing heating water loop, expansion tank, pressure and balancing valves, and DDC control valves to supply hot and refrigerant based cooling to the new DOA Unit. Hot water shall be generated using the existing boiler. Refrigerant coil shall be managed by the new, approximately25 Ton, High Efficiency, air cooled DOA DX condenser (actual size to be determined by the DOR).

3.3.8.2 Contractor shall provide and install a new, approximately 25 Ton, 5000 CFM, high efficiency, variable air volume (VAV) DOAS Unit with hot water heating coil in a reheat configuration, and DX cooling coil to provide ventilation, and outside air tempering to the existing facility air stream. The DOA unit shall be capable of dehumidification to maintain existing indoor design conditions IAW UFC 3-410-01 and shall be equipped with freeze stats, sail switches, differential safeties etc., . The DOA system air handler shall be installed on a 6-inch thick reinforced housekeeping pad using 3,000 psi concrete (28 day compressive strength) with vibration dampers to be located mechanical room 032.

Concrete pad shall cure for a minimum of 7 days, before any installation can begin on the housekeeping pad. Contractor shall provide and install all associated components to include, but not be limited to, thermostatic sensors, pressure sensors, thermometers, thermistors, hangers, supports, dampers, etc.

necessary, and mean to provide a perfectly working, fully functioning and correctly installed, Code compliant DOA unit, assembly and system ready for instantaneous use by the Government.

3.3.8.3 Contractor shall provide and install all new ducting in areas where ductwork has been demolished due to damage or contamination. All existing OA ductwork that remains in place within mechanical Room 032, shall be cleaned and disinfected. Any damaged insulation surrounding the existing ductwork shall be removed and replaced with new.

3.3.8.4 All supply, return, intake, and exhaust ductwork shall be constructed of galvanized sheet metal to most current SMACNA and ASHRAE standards. All duct fittings (including elbows, tees, and

SOW REPLACE DEDICATED OUTSIDE AIR SYSTEM Page 9 of 29 offsets) shall be constructed of rigid sheet metal. ALL and every HVAC duct joint, fitting, component, and appurtenance shall be maintained within the most recent version requirements of ASHRAE 62.1 and SMACNA Advanced Cleanliness Level. All ductwork, and duct insulation shall be sealed IAW the SMACNA Seal Class A requirements and all sealing points that are to metal shall be done with fiber reinforced, low VOC, water proof mastic.

3.3.8.5 Contractor shall provide and install duct type smoke detectors in the air duct and shall be connected to the AHU starter (interlocked) to shut down the HVAC systems in the event the duct smoke detector activates. Duct smoke detectors shall be connected to the supervisory alarm on the fire alarm panel. In case of fire alarm activation, all HVAC systems must shut down immediately. Existing conduit and boxes may be reused if code compliant but all conductors shall be new.

3.3.8.6 All components that shall tie into the existing DDC system and EMCS front end for the new DOA system installed under this contract shall be compatible with the existing installation-wide Tridium® based EMCS front end. JBSA-LAK currently uses Niagara® based BACnet® protocol. Via a JACE controller using DHCP protocol, the components and points from the new DOA system shall be brought forward to the supervisory level such that any EMCS operator can view inputs and alarms and that those operators at the supervisory level can access all points only from the front end. The EMCS front end is currently operated and maintained in building 5595, Room 111, JBSA-Lackland. Contractor shall provide and install all graphics and averaging graphing to the supervisory level to match the Front End. All points shall be mapped back and relativized to the front end. Sample of the Tridium front end graphics can be provided to the contractor upon request in PowerPoint format. This system shall be proven to operate at the front end via a Point Verification Test (PVT). A sample I/O Point matrix has been provided in Appendix E showing the minimum points acceptable.

3.3.8.7 Contractor shall provide new communications components, conduit, fiber optic cable, CAT 6E termination box, and any additional items/accessories from the building Telecom/IT room to the mechanical room 031B to connect the new DOA system, to the local DDC controller and the EMCS front end. Any LAN/data outlets shall be single outlet type. The single outlet shall contain one (1) blank data port.

3.3.8.8 LAN/data ports. The existing EMCS JACE is connected to the Front End. Any new data port shall be wired directly to the Common User Patch Panel located in the Telecom/IT room. The contractor shall coordinate effort with the 502 CES PM to tie in the new comm. drop into the existing TELCOM equipment room 031B.

3.3.8.9 NOTE: Copper data cable length must be limited to 295 feet (90 m) from patch panel termination in the TR to the data outlet termination in accordance with TIA/EIA-568-B.1.

3.3.8.10 All unnecessary conduits, wiring, supports, hangers, and ancillary components shall be removed and disposed from the project site. Unnecessary items are not allowed to be abandoned in place.

Contractor shall provide, install, and/or upgrade all electrical components as needed to meet all provisions of this SOW.

3.3.8.11 Contractor shall provide a third party, independent, certified commissioning agent to commission (Cx) the entire HVAC system covered under the scope of this project. It is incumbent upon the contractor to work with the Cx agents to not only identify, but to correct any incongruities in the systems installed under this project. The contractor shall ensure that the “Design Agent’s

Representative” is included as a member of the commissioning team for the development of pre-commissioning checklist and shall participate in the functional performance test. Contractor shall submit all commissioning reports to the 502 CES PM.

3.3.8.12 At the conclusion of the project contractor shall perform a final cleanup and return the project site back to the government in the same or better condition than at the beginning of the project, ready for immediate use by the government. All work shall meet applicable codes and Air Force standards. It is the contractor’s responsibility to obtain and adhere to codes and standards throughout design and construction.

4 INTENT: It is the Government’s intent to advertise IAW the Federal Acquisition Regulation and Air Force Supplements to the FAR (AFAR) for a Contractor to construct the project to be designed under this Statement of Work. The SOW identifies the services required to prepare the above mentioned construction documents. The required services of this contract are more specifically described below.

In order to accomplish this intent, the Contractor shall provide Full Working Design with completed drawings and supporting design analysis based on the requirements set forth in this scope of work. It is intended that this level of detail will allow the Contractor to complete the scope of work during construction.

5 DESIGN POLICY AND CRITERIA:

5.1 DESIGN POLICY: the Air Force shall furnish basic design criteria to the Contractor from which they can develop and produce the construction documents.

5.2 GOVERNMENT FURNISHED INFORMATION AND MATERIALS: The following information and materials will be furnished to the awarded Contractor, upon their request, by the government for the execution of the project work.

5.2.1 Utility Maps of the project site (electrical, sewer, water, and gas) are available for use as reference.

5.2.2 Standard reproducible AutoCAD cover sheet and second sheet with preprinted title block.

5.2.3 Base Guidelines (O&M, Architecture Compatibility, etc.)

5.2.4 DD Form 1354 & DD1354 Checklist Preliminary

5.2.5 Any existing Environmental Assessment

5.3 DESIGN INSTRUCTIONS: the design shall incorporate the requirements as discussed in this SOW, pre-proposal and site visit conferences, and the requirements of the publications and Government Furnished Information listed below. Upon request of the Contracting Officer, all Government furnished materials shall be returned to the 502 CES/CENMP within 30 days.

5.4 DESIGN CRITERIA: The Contractor shall be responsible for the professional quality, code compliance, technical accuracy and coordination of all designs, drawings, specifications and all other

5.1

5.2 DRAWING STANDARDS: Drawings shall be prepared on AutoCAD release 2012 or compatible format. All drawings shall utilize A/E/C CAD Standards, Rel 4.0 or latest release and SDSFIE 2.61 for compliance with the installation standards. Both hard copies and electronic copies of the drawings shall be provided to the Contracting Officer for review at the 35%, 65% and the 95% design phase. Upon the acceptance of the 95% design drawings, the contractor shall provide to the Contracting Officer signed and sealed 95% design submittal. Extensive explanatory notes on the drawings should be held to a minimum. Dimensions shall be shown in Standard English units.

All contract drawings shall be well prepared, complete, and accomplished in accordance with the best professional practice to show clearly and concisely the type and extent of work to be performed. The drawings shall be drawn to appropriate scales and dimensioned completely and accurately. Extensive explanatory notes on the drawings should be held to a minimum or placed in the specifications. Dimensions shall be shown in Standard English units. Standard building material indications and symbols for architectural items and for mechanical and electrical equipment shall be used to the greatest extent possible. Drawings shall be delivered in hard copy, standard black line quality paper, at review stages in the number listed in paragraph on SUBMITTALS. All review drawings shall be 14”x20” in size.

5.3 DESIGN SERVICES

5.3.1 Site Design Date: The contractor shall perform field reconnaissance, surveys, and site investigations required to obtain engineering information and design data necessary to comply with the provisions of the contract documents in accordance with the requirements of this SOW.

5.3.2 Field Measurements: The contractor shall be required to make his own field investigations to verify dimensions and other information shown on government furnished SOW and/or reference drawings.

5.3.3 Calculations: The Contractor shall submit calculations used for the design.

5.3.4 Referenced Specifications and Standards (Applicable Publications): As part of the design submittals, the Contractor shall submit edited copes of the pertinent specifications according to UFGS format. The specification and standards of the issues listed in the beginning of each section, including the amendments, addenda and errata, but referred thereafter by basic designation only, form a part of these specifications to the extent required by the referenced thereto.

5.3.5 Government Review: The Contracting Officer or his authorized representative may furnish the contractor review comments on the data submitted. The government review is intended to be limited to functional aspects, with limited technical review of a general cursory nature only. Any review by the government of technical items shall not be construed to relieve the contractor of responsibility for technically correct and complete documents in compliance with applicable codes, industry standards, and the intent of this SOW. Review comments for compliance with Federal Acquisition Regulations (FAR) will also be provided by the Contracting Officer. The contractor shall comply with the review comments in the development of data for subsequent submittals. If any review comment requires clarification and/or amplification to assure compliance, the contractor shall notify the Contracting Officer or his authorized representative in writing. After each review, the contractor will be furnished one set of comments to be annotated and returned to the government. Comments annotated by the contractor with a "D" - do not concur, or "E" - exception, shall have an explanatory note added to justify the noncompliance with the comment. The contractor shall furnish these annotated comments to the Government no later than 3 calendar days after receiving the comments.

5.3.6 Government Design/Submittal Review (after award): Government has 14 calendar days to review an original and/or revised design/submittal package. Government has 7 calendar days to review an original and/or revised Request for Information (RFI).

5.3.7 Drawings: The contractor shall submit drawings in accordance with this SOW. The contractor shall separate Architectural, Structural, Civil, Mechanical, Electrical, Fire Alarm/Fire Protection sections into their own individual sections within the drawing.

6 CONTRACTOR REQUIREMENTS:

6.1 SITE PLAN: The contractor shall prepare a site plan indicating the proposed location and dimensions of any area to be isolated/fenced for use by the contractor, the number of trailers to be used, avenues of ingress/egress to the project area, and laydown/storage area. Any areas, which may have to be graveled to prevent the tracking of mud, shall also be identified. The contractor shall also indicate if the use of a supplemental or other staging area is desired. Please see Appendix A for general location of the site. Contractor site plan shall be submitted for approval by the government 14 calendar days in advance prior to mobilization for construction.

6.1.1 ADMINISTRATIVE FIELD OFFICES: The contractor shall provide and maintain any necessary administrative field office facilities within the construction area per approved Site Plan.

Government office and warehouse facilities will not be available to the contractor's personnel.

6.1.2 CONTRACTOR'S TEMPORARY FACILITIES

6.1.3 STORAGE AREA: The contractor shall construct and maintain temporary 6-foot high chain link fence around the exterior of the project site perimeter, trailers and stored materials. The fence shall include woven privacy fabric, 90%-density, bound edging with brass 1”-grommets fastening locations;

factory cut wind-holes; color: dark brown, so that visibility through the fence is obstructed. Fence fabric shall be installed on the “public” side of the site’s construction fence and maintained in a neat and tight fashion onto the fence. Fence fabric damaged during the construction phase shall be replaced at the direction of the Contracting Officer. Fence fabric material color shall be dark brown and submitted to the Contracting Officer for approval. Fence posts may be driven, in lieu of concrete bases, where soil conditions permit. Trailers, materials, or equipment shall not be placed or stored outside the fenced area unless such trailers, materials, or equipment are assigned a separate and distinct storage area by the Contracting Officer away from the vicinity of the construction site but within the military boundaries.

Trailers, equipment, or materials shall not be open to public view with the exception of those items which are in support of ongoing work on any given day. Materials shall not be stockpiled outside the fence in preparation for the next day's work. Mobile equipment, such as tractors, wheeled lifting equipment, cranes, trucks, and like equipment, shall be parked within the fenced area at the end of each workday.

6.1.4 APPEARANCE OF TRAILERS: Trailers utilized by the contractor for administrative or material storage purposes shall present a clean and neat exterior appearance and shall be in a state of good repair. Trailers, which, in the opinion of the Contracting Officer, require exterior painting or maintenance will not be allowed on the military property and can be sent, back at the discretion of the Contracting Officer.

6.1.5 MAINTENANCE OF STORAGE AREAS: Fencing shall be kept in a state of good repair and proper alignment. Should the contractor elect to traverse with construction equipment or other vehicles, grassed or unpaved areas which are not established roadways, such areas shall be covered with a layer of gravel as necessary to prevent rutting and the tracking of mud onto paved or established roadways;

gravel gradation shall be at the contractor's discretion. Grass located within the boundaries of the

SOW REPLACE DEDICATED OUTSIDE AIR SYSTEM Page 14 of 29 construction site and 5’ outside the boundaries of the construction site shall be mowed by the contractor for the duration of the project. Grass and vegetation along fences, buildings, under trailers, and in areas not accessible to mowers shall be edged or trimmed neatly.

6.1.6 SECURITY PROVISIONS: Adequate outside security lighting shall be provided at the contractor's temporary facilities. The contractor shall be responsible for the security of its own equipment; in addition, the contractor shall notify appropriate law enforcement agency requesting periodic security checks of the temporary project field office.

6.1.7 REMOVAL OF TEMORARY FENCE: The contractor shall remove the temporary fence upon completion and acceptance of the project. In case the fence needs to be removed for the completion of obstructed areas, such as landscaping, the site shall remain in neat appearance with all proper barricades, as specified.

6.1.8 BULLETIN BOARD, PROJECT SIGN, AND PROJECT SAFETY SIGN:

6.1.9 Bulletin Board: Immediately upon beginning of work, the contractor shall provide a bulletin board displaying the Equal Employment Opportunity poster, a copy of the wage determination contained in the contract, Wage Rate Information poster, and other information approved by the Contracting Officer. The bulletin board shall be located at the project site in a conspicuous place easily accessible to all employees, as approved by the Contracting Officer. Legible copies of the aforementioned data shall be displayed until work is completed. Upon completion of work the bulletin board shall be removed by and remain the property of the contractor.

6.1.10 Project and Safety Signs: The contractor shall prominently display any safety signs necessary to prevent any accidents to contractor’s employees, government employees, or any other visitors in the project area. The signs shall be posted within 10 working days after receipt of the notice to proceed (NTP). Upon completion of the project, the signs shall be removed from the site.

6.1.11 TEMPORARY PROJECT SAFETY FENCING: As soon as practicable, but prior to the commencement of work, the contractor shall furnish and install temporary project safety fencing at the work site. The contractor shall also furnish and install hazard safety fencing at temporary hazards and work site areas considered to be hazardous to the public. Caution tape shall not be used as a means of fencing. In lieu of caution tape sawhorse traffic barricades (Type I or II) with tightly strung yellow rope may be used on a limited basis. The safety fencing shall be a high visibility OSHA orange colored, high density polyethylene 1.5” x 3” oval grid or approved equal, a minimum of 48-inches high, supported and tightly secured to steel posts located on maximum 6-foot centers, constructed at the approved location. The temporary safety fencing shall be maintained by the contractor during the periods listed below. Upon completion and acceptance of the work, the fencing shall remain the property of the contractor and shall be removed from the work site.

6.1.12 Duration of Temporary Safety Fencing: The following durations for the use of specific safety barriers shall be used as a guideline. The Contracting Officer may dictate longer or shorter periods as required for project specific work.

6.1.12.1 Sawhorse traffic barricades with tightly strung yellow rope not to exceed a 24-hour period.

6.1.12.2 Traffic cones not to exceed 3-days (excluding road construction).

6.1.12.3 Traffic barricades and safety fencing not to exceed 14-days.

6.1.13 CLEANUP: At the end of each working day, contractor shall clean up the work site by the removal of all construction debris, waste materials, packaging material and the like. If the aforementioned items could become airborne, they shall be placed in secure refuse containers immediately. Clean up of the work site shall include the construction areas, material storage areas, parking and eating areas, and any other areas affected by the construction process. Any dirt or mud, tracked on to any street, parking area, sidewalk, patio, driveway, or building shall be cleaned away daily. Materials resulting from demolition activities that are salvageable shall be stored within the laydown area described above or at the supplemental storage area. All stored material, whether new or salvaged, shall be neatly stacked when stored and protected from weather damage.

6.1.14 RESTORATION OF GOVERNMENT AREA: Areas used by the contractor for the storage of equipment or material, or other use, shall be restored to the original or better condition prior to returning to the government.

6.2 IDENTIFICATION OF EMPLOYEES: the contractor shall be responsible for furnishing to each employee, and for requiring each employee engaged at the work site to display, identification as approved and directed by the Contracting Officer. Prescribed identification shall immediately be delivered to the Contracting Officer for cancellation upon release of any employee. When required, the contractor shall obtain and provide fingerprints of persons employed on the project. All contractor and sub-contractor personnel shall wear identifying markings on hard hats and safety vests clearly identifying the company for whom the employee works.

6.3 EMPLOYEE PARKING: Contractor employees shall park privately owned vehicles in an area designated by the Contracting Officer. This area will be within reasonable walking distance of the construction site. Contractor employee parking shall not interfere with existing and established parking requirements of the military installation. Please see the Appendix A for general location.

6.4 JOBSITE TOOLS AND EQUIPMENT: All hand tools and equipment shall be maintained in good working conditions and properly stored when not in use. Construction attire shall be IAW applicable OSHA regulations. All tools and equipment shall be at hand prior to the contractor commencing work for the day.

6.5 PROJECT SIGNAGE: Contractor shall furnish and erect a project construction sign as specified in Appendix A. Coordinate final signage copy and location at site with 502 CES PM.

6.6 PROTECTION OF GOVERNMENT PROPERTY: The Contractor shall furnish and maintain adequate barricades, and warning signs, on the job site. The contractor shall clean up debris on a daily basis. Contractor generated refuse shall be stored in a covered waste (tarped) container provided by the contractor and hauled away from construction site to a disposal area, selected by the Contractor, located outside the physical boundaries of the installation. The construction site shall be kept clean, orderly, and safe for workers at all times. On-site dumpsters furnished by the Contractor shall be coordinated with the Government inspector. The Contractor shall preserve and protect the existing office furniture, especially while they work around and over it. Computers, electronics and all other items shall be secured off all tables, counters, desks and credenzas buy Government personnel before the Contractor’s NTP (Construction) date.

6.7 PROGRESS SCHEDULES AND REPORTS: The reports contemplated by FAR Clause 52.236-15, Schedules for Construction Contracts, shall be accomplished IAW instructions pertaining to AF Form 3064, Contract Progress Schedule, and AF Form 3065, Contract Progress Report.

6.8 O&M MANUALS: the Contractor shall provide O&M Manuals to the Government for all installed equipment. In addition to the manuals, the Contractor shall provide brief operational training on equipment in the system to the Government for future maintenance of the equipment. Training will to be scheduled a minimum, 14 calendar days in advance, through the CE PM.

6.9 RECORDS MANAGEMENT PROGRAM: the Contractor shall manage all data created for Government use or legally controlled by the Government, in support of the functional activity or required by AF publication, IAW the records management procedures in Air Force Instruction (AFI) 33-322, Records Management Program, Air Force Manual (AFMAN) 33-363, Management of Records, AFI 33-364, Records Disposition-Procedures and responsibilities, and the Air Force records Disposition Schedule (AF RDS) located at https//www.my.af.mil/gcss—af61a/afrims/rims/.cfm

6.10 DD FORM 1354: The contractor shall prepare and submit DD Form 1354, Transfer and Acceptance of Military Real Property prior to acceptance of the project by the government. The contractor will use the checklist provided in Appendix D, and complete all applicable information to develop the DD Form 1354. A preliminary copy of the form along with the checklist shall be submitted for review by the government to verify completeness and accuracy at least 30 calendar days prior to the pre-final inspection. The completed DD Form 1354 along with the checklist shall be turned over to the 502 CES PM at least 14 calendar days prior to pre-final inspection. A final copy of the DD Form 1354 shall be submitted within 7-calendar days of final acceptance of the project.

6.11 AS-BUILT DRAWINGS: The Contractor shall provide complete detailed as-built drawings representing the entire project as constructed under the contract.
