Single Source Justification (Simplified Acquisition)
20 Apr 2017 Page 1 of 1
Section A: General Contract Information
Contracting Activity: 17 CONS
Project/Program Name: Apprentice Course Textbooks
Purchase Request/Identification Number: F1Z5039295AW01
Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
Fire protection and Emergency Medical Responder Textbooks for the students attending the Basic Apprentice Fire Course.
1. Pearson's Emergency Medical Responder First on Scene 11th Edition ISBN 139780134988467
Section C: Justification for Soliciting from a Single Source or Brand Name
This is a brand name justification. This brand of textbook is required for students attending the Basic Apprentice course based off of the National Registry Emergency Medical Responder certification levels. The course is written based on the layout of Pearson's Emergency Medical Responder First on Scene 11th Edition. Not acquiring Pearson's textbook would cause confusion amongst the students and instructor cadre when teaching and during evaluation. Furthermore, if the books acquired differ, the entire course curriculum would have to be re-written.
Section D: Efforts to Obtain Competition
Market research has indicated multiple vendors are able to supply the Pearson textbooks. The contracting officer expects to receive adequate price competition for this requirement.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Once the course is revised, the government will re-evaluate the course curriculum to potentially allow more competition.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
