Single Source Justification (Simplified Acquisition)

Section A: General Contract Information

Section B: Description of the Supplies/Services Required

ESSENTIALS OF FIRE FIGHTING AND FIRE DEPARTMENT OPERATIONS 6th EDITION Quantity: 450

EMR COMPLETE, A WORK TEXT; SECOND EDITION Quantity: 850

Section C: Justification for Soliciting from a Single Source

The textbooks are industry standard, and are NFPA (National Fire Protection Association) compliant. These textbooks need to be NFPA compliant due to DODI 6055.6, AFI 32-2001, and AFPD32-20. The fire fighter certification system is based entirely around these books and standards, which leaves no option for using different books.

Section D: Efforts to Obtain Competition

The three companies that were contacted and expressed interest in submitting a quote are as follows: Advanced Educational Products, Fire Fighters Bookstore, and Complete Book & Media Supply. This will be posted on FBO under full and open competition for the reasons that follow. Based on original research there were not enough vendors on GSA to be able to attain proper competition, therefore after Internet research I found the above companies. This requirement has to be full and open, due to the Non-Manufacturer Rule; all three of these companies do not produce the books, rather they just distribute them.

Section E: Steps to Preclude Future Single Source Awards

17 TRSS will continue conducting market surveys to determine potential future sources.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
