MEMORANDUM FOR RECORD 11 May 2015

SUBJECT: Questions & Answers: FA3030-15-T-0096
1. Will all 660 pieces of PA-316 and 95 pieces of PA-316PTT aviation headsets have to be repaired at one time in a single shipment? If not, what are the anticipated quantities of both headsets to be repaired at one time?
Answer: This is a repair as needed contract; as items break they are sent in for repair and return usually in groups of twelve.
2. What is the anticipated "turn-around time" on the maintenance? Will the time frame include shipping time? What type of return shipping packaging is anticipated?
Answer: Normally with twelve headsets that are repairable, it takes about two weeks.
3. What is the definition of "or equal" for replacement parts? Most times in a repair/replacement of aviation headset parts it is customary for form, fit and function criteria to be used.
Answer: Repaired headsets have to meet original equipment specifications.
4. Will maintenance and/or repair of aviation headset have to be done on site or will shipping to the anticipated awardees' place of business be acceptable?
Answer: All headsets will be sent to vendor for repair.
5. In your solicitation you list "Extended Warranty". What is you anticipated warranty time frame?
Answer: The "Extended Warranty" was an extension of the original manufacturer's warranty and was done on an annual time frame. This solicitation requests a base of one year, with four option years. Making the total time frame, five years.
6. What are the terms and conditions of payment?
Answer: Payment was a flat rate for the total number of items under contract for one year. One payment will be made a year to cover the extended warranty for all headsets.
7. Will 1st Article samples be required before/during/after the solicitation bidding and award phases?
Answer: No.
8. Does Goodfellow AFB have a survey of the anticipated repairs to be performed?
Answer: No Repairs are as needed to restore operability of headsets.
9. Does Goodfellow AFB anticipate the per unit price of the maintenance/repair for the aviation headset to be considered a "blanket per unit cost or a not-to-exceed per unit cost"?
Answer: No as contract is for all current headsets on a total annual contract.
10. Does the Combined Synopsis/Solicitation under solicitation number FA303015T0096 contain requirements similar to a current contract? If possible, please provide the current contract number, or, is this a new requirement for the government?
Answer: The combined snyopsis/solicitation contains requirements similar to a current contract.
The current contract number is FA3030-12-P-0023.
