Questions and Answers 2 January 2017

NOTE: The government received multiple similarly worded questions, rather than attempt to answer each one repetitively, these were organized and reworded into omnibus questions. Such questions are indicated by the question being underlined.

1. Industry Question: If there is an incumbent contractor please provide contractor name, contract number, and award amount?

Government Response: The current contract number is FA805312D00466Q03. All publically available information regarding this contract may be found at www.FPDS.gov. If interested parties would like to request additional information please submit a FOIA request, specifying the information to be provided.

2. Industry Question: What information can be provided about the current FTE?

Government Response: The Government is not opposed to the current FTE being retained under the successor contract. Regarding seniority of the FTE please refer to FAR Clause 52.222-41(n), such information will be provided after award. Regarding FTE salary, this contract is subject to the Service Contract Labor Standards, the applicable wage determination can be found in attachment page number five.

3. Industry Question: May we contact the incumbent worker? Can you provide contact info so we may find out their current pay and anniversary date?

Government Response: The incumbent worker is Doris Edwards, and may be contacted at

(662)-434-2334 or emailed at doris.edwards.ctr@us.af.mil.

4. Industry Question: Does the 1,880 incorporate holiday and vacation hours?

Government Response: No.

5. Industry Question: As Medical Coding services are normally not Personal Services contracts, can the government clarify if this contract is to be a personal service or non-personal services contract?

Government Response: This is a non-personal service, the PWS has been updated to reflect this change.

6. Industry Question: If this contract is non-personal will the contractor still be required to forecast anticipated vacation days 6 months in advance and will the contractor still be required to route and obtain approval through the Flight Commander Group Practice Manger and/or Chief of

Medical Staff (SGH)?

Government Response: No. The PWS has been updated.

7. Industry Question: Are we supposed to submit our past performance through PPIRS or via mail/ attachment with our offer?

Government Response: The only past performance data being reviewed is that available in www.PPIRS.gov. If vendors lack past performance data in PPIRS, that would be the equivalent of a neutral rating; and in accordance with the Truthful Negotiations statue, neutral past performance http://www.fpds.gov/ mailto:doris.edwards.ctr@us.af.mil http://www.ppirs.gov/ in an acceptable/unacceptable evaluation methodology would be considered acceptable.

Submission of past performance data is not required and will not be evaluated. As a reminder this is a lowest priced, acceptable past performance solicitation; resumes and certification submissions are required items but they will not be evaluated for the purpose of award.

8. Industry Question: Is there any circumstance where the government would allow a Medical Coder to work in this position without any of the certifications mentioned in Section 1.3.7. of the SOW

{Registered Health Information Technologist (RHIT), Registered Health Information

Administrator (RHIA), Certified Professional Coder (CPC), Certified Coder Specialist –

Physician (CCS-P)}?

Government Response: No.

9. Industry Question: Can the Government confirm this position’s SCA code is 12160?

Government Response: It is the contractors responsibility to ensure compliance with the Service

Contract Labor Standards, the Department of Labor has sole jurisdiction over the implementation and execution of those requirements.

10. Industry Question: Approximately how many facility closing/squadron days off/family days per year that are not holidays?

Government Response: Please refer to paragraph 1.11.2 of the PWS.

11. Industry Question: Please clarify para 1.1.2 When is the contractor staffing plan due, after contract award and prior to start date, or is it to be submitted with the quote to be part of the evaluation criteria?

Government Response: A staffing plan is due after award but prior to contract start.

12. Industry Question: We did not see any instructions regarding a technical or past performance.

Can you tell us what is required with our submission?

Government Response: Please reference question number seven above and solicitation attachment number three.

13. Industry Question: There are no details about proposal requirements, and there is no specific document layout for the proposal. Is there a specific layout for the bid response?

Government Response: This is a FAR Part 13 solicitation, issued using the combined synopsis solicitation procedures at FAR Subpart 12.6. No specific layout or formatting instructions were included because none are required. Furthermore vendors need only submit pricing, resumes, and any certifications required in the PWS.

14. Industry Question: Assuming that this is anticipated to be a Firm Fixed Price contract with a possibility of separate funding provided for travel; Are there other direct expenses that the contractor will be responsible for not listed under 3.1, Government Furnished Property and

Services?

Government Response: This will be a FFP contract; however, there are no anticipated travel requirements. Any direct expenses necessary for performance of this effort are the contractor’s responsibility to source and provide.

15. Industry Question: Will there be any charges to the contractor for obtaining security clearances?

Government Response: No security clearance is required, see paragraph 5.1 of the PWS for additional information. Paragraph 5.1 of the PWS does require the FTE to undergo a background check, the contractor will not be charged for this.

16. Industry Question: Do you anticipate overtime for any of the positions identified? If so, will overtime be reimbursable?

Government Response: No overtime is anticipated.

17. Industry Question: Are email copies considered a submission, or do you need a hardcopy of the signature documents only or the entire proposal? If hard copies are required, what is the submit to address?
