SUBJECT: Solicitation No. FA3022-18-T-0014, NDI Extended Service Agreement Intent to Sole Source
The 14th Contracting Squadron, 495 Harpe Blvd, Suite 256C, Columbus AFB, MS 39710 intends to solicit and award a firm fixed price, sole source purchase order to GE Inspection Technologies. The purpose is for the contractor to provide all labor, transportation, equipment, tools and materials to perform preventive maintenance service and inspections for the NDI Digital X-Ray machine. This purchase is for a commercial service and will be made using FAR part 12, Acquisition of Commercial Items, and FAR part 13, Simplified Acquisition Procedures.
Other than full and open completion is authorized pursuant to FAR 13.106-1(b).
The manufacturer is GE Inspection Technologies. To maintain the required x-ray machine certifications, the unit is only authorized to be serviced by the manufacturer. The unit is required to perform radiographic inspections of T-38 aircraft to detect internal flaws in wing structures as required by Technical Order 1T-38C-36. This requirement is for semi-annual maintenance on the Digital X-Ray Machine used for detecting cracks and other irregularities on aircraft. This service has been a recurring service for preventative maintenance services for the past 7 years.
The previous acquisition for this requirement was a sole source requirement and was solicited directly to GE. The NAICS code 811219 and FSC code J066 were used for this contract. It is a large business with size standard of $2.5M.
This notice of intent is NOT a request for competitive quotes. However, interested contractors may submit a narrative describing their capabilities and qualifications to perform the effort via e-mail to Mr. Ivan Luckett, Contract Specialist @ ivan.luckett.1@us.af.mil no later than 1:00 PM CST on 31 August 2018. Capabilities/qualifications will be evaluated solely for the purpose of determine whether or not to conduct this procurement on a competitive basis. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
