Statement of Need
For
Consolidated Aircraft Starting System (CASS) Motor Driven Generator

General-Part I
General: This Statement of Need (SON) defines the scope of work to purchase one (1) Motor Driven
Generators for CASS to restore 400Hz power to support the T38 Flight line flying mission. The windings are shorted on both of the existing CASS Generators and 400 Hz power is not available for the T-38 flight line. Replacement generators are required to provide 960 Volts, 400Hz to the T38 flight line.
Replacement Digital Frequency Converters are available, but do not have an output power of 960 Volts, which the current system uses and would require the whole CASS electrical system and the 42 CASS
Islands to be modified and upgraded. With a scheduled arrival date of 2024-26 for the T-38 replacement airframe, it would not be economically responsible to upgrade the whole CASS electrical system for a short service life. Purchase of one Motor Driven Generators to restore proper 400 Hz power to the T38
Flight line to support T-38 flying mission.
Products/Technical-Part II
2.1 Contractor shall provide delivery of one 60 Hz to 400 Hz Motor Driven Generator set or equivalent in accordance with the following specifications.
2.2 Input: 460 Volts, 60 Hz, 3 Phase.
2.3 Output: 960 Volts, 400Hz, 125 KVA, 0.8 Power Factor, 100 KW, 3 Phase.
2.4 Motor Driven Generator with weather proof sheet metal enclosures, voltage regulator and unit mounted Control Panel with generator controls and indicators, under-over voltage and frequency protection, output contactor controls and indicators. Space heaters for moisture control, fault reset, voltage adjust fine/course.
2.5 Contractor shall assist with initial start-up.
2.6 Contractor shall review warranty and customer support information with customer after completion of work.
