STATEMENT OF WORK
REPAIR OUTFALL FLOOD GATE
COLUMBUS AFB, MISSISSIPPI
27 April 2017
1.1 This Statement of Work (SOW) defines the scope of work to accomplish the repair of the Outfall Flood Gate, Facility 1130 at Columbus AFB, MS. The contractor shall provide all labor, material, equipment, management, supervision, coordination and transportation required to accomplish this work.
1.2 WORK SCHEDULE, PLANS AND WORKING HOURS: Work days for this contract will be Monday through Friday between the hours of 0730 and 1615 (7:30
AM and 4:15 PM), except for Federal holidays. The facility will not be occupied during the hours of work but is located adjacent to a base entry control point. Any potential disruption of traffic must be coordinated through the Government
Representative. The contractor shall not begin any work until he/she has 100% of materials need to complete and provide a fully operational Flood Gate. Written permission from the Contract Officer and the Service Contracts Section of the Civil
Engineering Squadron shall be obtained for any deviation from the approved working hours.
1.3 AVAILABILITY OF UTILITY SERVICES: All reasonable quantities of utilities will be made available to the contractor. The government shall not be held responsible for interruptions of utility services, and will not be liable for contractor delays, damages, or increased cost incurred by any such interruption of service. The contractor shall be responsible for providing all labor, equipment, and materials to make necessary temporary utility connections. The temporary connections shall be coordinated with the Government Representative before being made and shall be removed upon project completion.
1.4 CLEAN-UP: All debris and rubbish not specified to become government property resulting from construction work will be disposed of by the contractor off government property. Disposal will be in compliance with federal, state, and local hauling and disposal regulations. Site clean-up shall be daily.
1.5 SAFETY REQUREMENTS: Safety requirement shall be the applicable sections of the most current EM 385-1-1 and Occupational Safety and Health Administration
(OSHA) Regulations. These Regulations can be located through an online search.
The contractor shall ensure that any lifting devices or ladders meet any and all applicable safety standards.

1.6 SITE CONDITIONS: The Contractor acknowledges satisfaction as to the nature and location of the work, the general and local conditions, access to job site; disposal, handling and storage of materials; availability of labor, water, electric power or similar physical conditions at CAFB; the character of equipment and facilities needed preliminary to and during the performance of the work; and all other matters that can in any way affect the work or the cost thereof under this contract. The contractor acknowledges that any damage to the existing structure in and around the facility will be returned to its existing conditions prior to the completion of subject work at no additional cost to the government.

TECHNICAL – PART II
2.1 The contractor shall inspect and test the outflow system prior to beginning all necessary work for its repair. The contractor shall be required to remove, repair and re-install various items within the system in order to return it to a fully operational status. The contractor shall repair the system to a fully functional state to the satisfaction of the Government.
2.2 Upon verification of the state of the actuator system installed, the contractor shall repair or replace the actuator and stem components necessary to ensure proper operation of the outfall flood gate system. The opening/closing operating time from full closed/opened position shall be a maximum of six (6) minutes.
2.2.1 If actuator replacement is necessary, the contractor shall install a Limitorque
Model SMB-2 or like-model electric valve actuator equipped with the following:
2.2.1.1 An 80 foot-pound, 3450 rpm, 460 vac motor.
2.2.1.2 A 4 gear, 4 train, 16 contact geared position limit switch.
2.2.1.3 An open/close torque limit switch.
2.2.1.4 A mechanical dial position indicator with a 1K ohm potentiometer.
2.2.1.5 A 4-20 mA R\I position indication signal generator.
2.3 The contractor shall establish a secure connection between the stem and gate and repair the gate to a working condition to the satisfaction of the Government.
2.4 The contractor shall replace the motor control system with a system housed within a stainless steel National Electrical Manufacturers Association (NEMA) type 4 or better enclosure to be mounted at the valve location on the handrail.
2.4.1 The motor control system shall include the following:
2.4.1.1 A reversing motor starter
2.4.1.2 Over load protection
2.4.1.3 A control power transformer
2.4.1.4 An open\close pushbutton station
2.4.1.5 A 24vDC power supply
2.4.1.6 Control relays
2.4.2 The NEMA housing shall include the following:
2.4.2.1 Conduit
2.4.2.2 Watertight fittings.
2.5 The contractor shall repair, or replace the existing radio set with one (1) local transceiver and two (2) remote transceivers. The local industrial radio system will operate within a Government-approved frequency range and shall be housed inside the NEMA 4 housing.
2.6 The contractor shall ensure the two (2) remote valve control stations located in
Facilities 385 and 998 are capable of receiving and displaying a 4-20 mAmp (0-
100%) proportional valve position signal and full open\full close indication lights.
2.7 The contractor shall observe operation of the limit and torque switches and make all necessary electrical and communication system connections for normal operation.
2.8 The contractor shall, upon completion show by demonstration in service that the
Outfall Flood Gate is in good operating condition, both locally and remotely. The contractor shall view each control to ensure fully operational capability. The test shall be performed in the presence of the Government Representatives from Civil
Engineering and Contracting.
2.9 The contractor shall as a minimum provide stand-up training to include the following:
2.9.1 Familiarization with the Operation and Maintenance Manuals
2.9.2 Physical check-over of equipment, noting device locations and relationship to the schematic.
2.9.3 Gate operation walkthroughs.
2.10 The contractor shall provide a five year (from time of acceptance) warranty for materials and workmanship.
