1.0 DEFINITIONS AND TERMINOLOGY:
E-STRIP MIL-P-85891 TYPE VII: E-Strip Mil-P-85891 Type VII abrasive used to remove organic coatings from Air Force equipment. Seven types are referenced under Mil-P- 85891.
SPENT E-STRIP MIL-P-85891 TYPE VII: A hazardous E-Strip Mil-P-85891 Type VII material that is no longer usable for the abrasive removal of organic coatings and contains organic coatings residue contaminated with heavy metals such as chromium and cadmium.
OVERAGE: At the end of contract, the difference in pounds between what the contractor delivered and what the contractor picked up, when the amount picked up is greater than the amount delivered.
SHORTFALL: At the end of the contract, the difference in pounds between what the contractor delivered and what the contractor picked up, when the amount picked up is less than the amount delivered.
POINT OF ACCEPTANCE: The Air Force installation where the contractor picks up spent E-Strip Mil-P-85891 Type VII and assumes all responsibilities and liabilities for the handling of spent E-Strip Mil-P-85891 Type VII .
2.0 CONTRACT PREMISE:
The premise for this contract is "the reduction/elimination of hazardous waste". It is the government's position and goal to reduce and eliminate, where possible, all hazardous waste generation to the maximum extent possible. This contract shall change the classification of hazardous E-Strip Mil-P-85891 Type VII paint stripping waste from aircraft and aircraft component paint stripping operations to a reusable feedstock material. Columbus AFB is required by 40 CFR 262.23 (a) (i) to sign a hazardous waste manifest certification on each shipment of hazardous waste. That hazardous waste manifest binds us to eliminate or reduce the volume of hazardous waste to the maximum extent possible. This provides the vehicle to eliminate the hazardous waste stream currently being generated by paint stripping operations by:
(1) Providing for the continuing use of E-Strip Mil-P-85891 Type VII as an alternative to hazardous chemical stripping. (2) Providing a way to recycle spent hazardous E-Strip Mil-P- 85891 Type VII and thus eliminate the E-Strip Mil-P-85891 Type VII hazardous waste stream.

3.0 SCOPE OF WORK:
This Statement of Work (SOW) covers the minimum requirements for the use and recycling of E-Strip Mil-P-85891 Type VII for Columbus AFB, Mississippi. The E-Strip Mil-P- 85891 Type VII will be used for coating removal via abrasive blasting on aerospace ground equipment, aircraft components, T-1s, T-6s, T-38s, and other aircraft. The Spent E-Strip Mil-P- 85891 Type VII is generated from the blasting process. The contract shall provide for E-Strip Mil-P-85891 Type VII delivery, spent E-Strip Mil-P-85891 Type VII pickup, and spent E-Strip Mil-P-85891 Type VII recycling by the same contractor as specified herein. The contractor shall remove the spent E-Strip Mil-P-85891 Type VII for the purposes of recycling only. In accordance with (IAW) 40 CFR 261.2(e) (i), the spent E-Strip Mil-P-85891 Type VII shall be used by the contractor as an ingredient in an industrial process to make a new product. Furthermore, IAW 40 CFR 261.2(f), proof that the contractor has the necessary equipment to make the new product and that there is a market for the new product must be provided to the Contracting Officer upon request. The spent E-Strip Mil-P-85891 Type VII shall not be altered in any way prior to its being recycled in the manufacturing process. The contractor shall ensure that the spent E-Strip Mil-P-85891 Type VII is exempted as solid waste IAW 40 CFR Section 261.2, in particular
261.2 (e) (1) (i), of the United States Statute Resource Conservation and Recovery Act (RCRA) Hazardous Waste Regulations. The contractor shall submit with their proposal written confirmation from the Mississippi Department of Environmental Quality (MDEQ) and the Hazardous Waste Division of the EPA in the state where their operations are located that the proposed recycling program conforms with state regulations and has federal approval of the recycling process used in order to be exempt from RCRA hazardous waste regulations. The contractor shall provide the labor, required equipment, and transportation, necessary plant facilities for recycling, ensure regulatory permitting, and obtain all regulatory agency approvals as necessary to legally fulfill the requirements of this SOW.
3.1 PERSONNEL:
3.1.1 Employees: The CO has the authority to restrict base access under this contract to any contractor employee, or prospective contractor employee, who is identified as a potential threat to the health, safety, security, general well being of the operational mission for the installation and its population.
3.1.2 The contractor shall obtain the following pass and identification items: Personnel contractor badges and vehicle passes.
3.1.3.3 At the termination or completion of the contract or as decided by the CO, the contractor must ensure that all government issued credentials and vehicle registration passes and decals for all contractor and subcontractor employees are returned to the appropriate government office prior to final payment.
3.1.4 Employee Training: The contractor shall provide evidence that any contract employee performing work on a government installation shall have had Department of Transportation (DOT) training for the handling of hazardous materials.

3.2 SECURITY REQUIREMENTS.
3.2.1. Traffic Laws. The contractor and its employees shall comply with base traffic regulations.
4.0 APPLICABLE DOCUMENTS:
Publications applicable to this Statement of Work are listed below. The contractor shall adhere to the listed publications and use all appropriate forms as specified by the contract. The contractor shall be guided by those publications to the extent necessary to accomplish requirements of this Statement of Work.

5.0 REOUIREMENTS:
Upon issuance of the purchase order, the contractor shall be required to provide E-Strip Mil-P-85891 Type VII media MIL-P-85891 (Type VII) to Columbus AFB for use in coating removal. The contractor will be responsible for loading and unloading new E-Strip Mil-P-85891 Type VII and spent E-Strip Mil-P-85891 Type VII on the contractor’s vehicle. Pick-up and deliver media will be made during normal base operations, Monday through Friday between 0700hrs and 1600hrs Columbus AFB time. Weekends and Holidays will be excluded from scheduled pick-up and deliveries unless approved by the CO. The contractor shall remove the Spent E-Strip Mil-P-85891 Type VII so as to limit the Air Force's hazardous waste liability as authorized in accordance with RCRA and associated federal statutes. The contractor is also responsible for all shipping costs to and from Columbus AFB. The contractor shall perform in accordance with this Statement of Work and adhere to all LOCAL, STATE and FEDERAL regulations that apply. The contractor will comply with all contract requirements and federal environmental mandates as regards the handling and pick up (transport) of spent E-Strip Mil-P-

85891 Type VII. It is the Air Force's intent to limit its potential liability to the extent allowable in accordance with federal law for spent E-Strip Mil-P-85891 Type VII once the contractor treats the spent E-Strip Mil-P-85891 Type VII, takes possession of it and transports it.
5.1 MEDIA SPECIFICATIONS:
Contractor shall provide E-Strip Mil-P-85891 Type VII media of uniform hardness and density, meeting Military Specification MIL-P-85891, Type VII. The E-Strip Mil-P-85891 Type VII provided must also be approved and incorporated in USAF Technical Order 1-1-8 and be approved for use on aerospace equipment. Contractor shall provide upon request actual qualification test data for any or all lots verifying that the new E-Strip Mil-P-85891 Type VII meets or exceeds MIL Spec requirements. MIL Spec verification test data must be from a certified lab approved by the US government or manufacturer's lab previously approved for use by the US government.
5.2 MEDIA DELIVERY:
5.2.1 The contractor will be responsible for loading and unloading the barrels of media.
Delivery and pickup must be accomplished by a truck with vertical lift capability.
5.2.2 The E-Strip Mil-P-85891 Type VII shall be delivered in Department of Traffic (DOT) approved 55 gallon drums with removable lids with discharge and fill spouts. Containers shall be reusable for the collection and shipping of the spent E-Strip Mil-P-85891 Type VII.
5.2.3 The new containers of E-Strip Mil-P-85891 Type VII shall be labeled identifying type of E-Strip Mil-P-85891 Type VII , media size, manufacturer, batch number and net weight.
5.2.4 Corrosion Control will be responsible for escorting contractor on base for delivery to media blasting facility. Contractor shall call 434-7995 or 434-7997 for escort.
5.3 SPENT E-STRIP MIL-P-85891 TYPE VII PICKUP:
5.3.1 The spent E-Strip Mil-P-85891 Type VII will be collected, placed in the reusable containers and held by the government for pickup by the contractor. The government will ensure all containers are properly labeled, sealed and in good condition for shipping before pickup. The contractor shall be responsible for the completion of appropriate information on all labels and the placing of the label on the drum. Material Safety Data Sheets (MSDS) information shall be provided by the contractor and shall accompany all shipments of spent E-Strip Mil-P-85891 Type VII. Damaged containers shall be replaced by the contractor when needed. The contractor shall comply with DOT requirements for the transportation of spent blast media. The contractor will be responsible for loading and unloading all barrels of the blast media. The contractor is to use a Bill of Lading (BOL) for the transport of material. The contractor shall provide a copy of the BOL to the government no later than close of business the same day spent blast media is transported off base.
5.3.2 The pickup site for the spent E-Strip Mil-P-85891 Type VII will be designated by the
Attachment 1 FA3022-16-T-0009 7 technical representative. The government will maintain an accurate account of accumulated spent E-Strip Mil-P-85891 Type VII.
5.3.3 The Point of Acceptance for the spent E-Strip Mil-P-85891 Type VII will be Columbus AFB, Mississippi. The contractor will unload and load the barrels for transport at the site designated by the technical representative. The contractor shall accept the spent E-Strip Mil-P- 85891 Type VII "as is" when the transporting vehicle removes the spent E-Strip Mil-P-85891 Type VII from Columbus AFB and is responsible for the proper handling and transportation of the material once it is accepted by the contractor. The government will not retain any responsibility or liability once the spent E-Strip Mil-P-85891 Type VII has been accepted by the contractor. All inspection data by government contractor will remain on file for a minimum of two years.
5.3.3.1 The following describes spent media acceptable for pickup by the contractor:
The spent material shall be a free flowing powder based on core analysis of the spent material.
The spent material shall not be adulterated with other chemical waste streams. The returned spent material will contain only E-Strip Mil-P-85891 Type VII and dry paint wastes. Small quantity amounts (1 quart or less per container of spent material) of liquids from aircraft and aircraft components, such as leaking hydraulic fluid shall be allowed due to the nature of the process and aircraft and/or aircraft components being de-painted. It will be free of greases, petroleum products, trash, wood, paper, garbage, or other foreign or radioactive material (collectively "unacceptable contaminants").
5.3.4 Columbus AFB is responsible for returning all E-Strip Mil-P-85891 Type VII in the form of a spent E-Strip Mil-P-85891 Type VII.
5.4 RECYCLING SPENT E-STRIP MIL-P-85891 TYPE VII :
5.4.1 Contractor shall recycle the spent E-Strip Mil-P-85891 Type VII by utilizing it as an ingredient in an industrial process to make a new product. Contractor shall recycle in such a way to exempt the spent E-Strip Mil-P-85891 Type VII from characterization as a solid waste defined in both State and Federal hazardous waste disposal statutes and regulations. Speculative accumulation is prohibited IAW 40 CFR 261. (e)(iii). No reclamation of spent E-Strip Mil-P- 85891 Type VII , no use of for energy recovery, and no use of in a manner constituting disposal by the contractor will be authorized in accordance with 40 CFR 261.2(e).
5.4.2 Contractor shall notify the government in writing concerning any change to the recycling process, change in licenses or permit status and/or change in company management that may be perceived by the government as a change in business practices. Contractor shall notify the government in writing of any litigation or investigation that may impact the contractual relationship with the government.
5.4.3 All storing, handling, manufacturing processes, and recycling of the spent media shall be performed at the facilities of the prime contractor and shall be located within the continental United States of America.

6.0 QUALITY REQUIREMENTS:
Columbus AFB technical representative may spot check the quality of the E-Strip Mil-P- 85891 Type VII delivered under the contract. E-Strip Mil-P-85891 Type VII may be tested after delivery by the government to verify it meets the requirements set forth in Military Specification MIL-P-85891. Shipments that do not meet this Military Specification shall not be accepted, and the contractor shall deliver a new shipment and pickup the rejected material within seven days of written notification. Contractor shall be responsible for all shipping, handling and transportation costs. If out of cycle media replacement due to poor quality, early break up, etc. is required, the replacement material, transportation, shipping and handling costs will be absorbed by the contractor.
7.0 PERMITTING:
Contractor, at time of bid, shall possess all necessary licenses and permits as required by any regulating agency with regards to the obligations and/or work to be performed in the SOW. The contractor, at time of bid, shall be approved for their recycling program by the appropriate federal and/or environment agency of the state in which the material to be recycled will be shipped from and the environmental agency (ies) of the state(s) in which the recycling process takes place.
