FOR
WASHER/DRYER SERVICE
1. DESCRIPTION OF SERVICES. The contractor shall provide supervision, personnel, supplies, equipment, parts, and services necessary to furnish, install and maintain all washers and dryers as required within the Statement of Work (SOW). The contractor must comply with Columbus AFB Fire and Safety Regulations.
1.1. BASIC SERVICES. This contract provides services and equipment necessary to maintain laundry facilities in the unaccompanied officer and enlisted quarters according to AFI 32-6004.
1.2. CONTRACTOR PERSONNEL. Employees shall be identified by a readily visible tag or badge as determined by the contractor and approved by the Contracting Officer (CO) prior to the contract start date.
1.2.1. A complete list of contractor personnel shall be forwarded to the CO by the contractor prior to the contract start date and be updated within one (1) workday of any personnel changes. The contractor shall designate, in writing to the CO a representative who shall be in charge of all service calls and who can be contacted during normal duty hours (7:30am through 4:15pm, Monday through Friday).
1.2.2. The contractor shall be a licensed professional by the State of Mississippi to perform repairs on the washers and dryers.
1.2.3. Any damage caused by the contractor to utilities, drains, structures or machines, will be completely repaired to at least original condition at no additional cost to the Government.
1.3. WASHER/DRYER PURCHASE, INSTALLATION, REPAIR AND REPLACEMENT. The contractor shall furnish, install, service and maintain all the washers and dryers in the unaccompanied officer dormitories and the unaccompanied enlisted dormitories. Contractor shall ensure washer and dryers will fit in provided space prior to purchasing/delivering machines.
1.3.1. Machines determined in need of repair shall be repaired and/or replaced by the contractor within three workdays. Machines requiring removal from the facility to be repaired shall be replaced with another like machine.
1.3.2. Machines determined non-repairable shall be replaced with a repaired or new machine by the contractor within three workdays. Repaired machines shall be used before newly purchased machines. All replacement machines installed due to breakdown of original equipment shall be serviceable and shall match other machines with respect to color, design, make and appearance.
1.4. EQUIPMENT. All equipment must be heavy duty, electrical, commercial grade machines equivalent to machines utilized in commercial facilities. Machines shall be available without charge to building occupants. Any mechanical adjustments to meet this requirement shall be made by the contractor at no additional expense to the Government. Operating instructions shall be readily visible on each machine. Each machine shall have a safety door switch and be assigned an individual number for maintenance reporting. Equipment exterior color shall be approved by the CO prior to installation.
1.4.1. All washing machines shall be standard nominal 110 voltages, commercial heavy duty, top loading, and 19 pound dry weight capacity. Washers shall have three wash and two rinse water temperatures. Each machine shall have readily accessible controls to obtain normal and permanent press cycles.
1.4.2. All electric clothes dryers shall be standard nominal 220 voltages, commercial heavy duty, front loading, and 19 pound dry weight capacity. Each machine shall have variable temperature timed cycle controls for normal and permanent press materials.
1.4.3. All gas clothes dryers shall be standard gas dryers, commercial heavy duty, front loading, and 19 pound dry weight capacity. Each machine shall have variable temperature timed cycle controls for normal and permanent press materials.
1.5. INSTALLATION. Washers/dryers shall be installed at the beginning of the contract period and shall be removed at the end of the contract period by the contractor at no cost to the Government. Utilities will be furnished at no expense to the contractor. Contractor will be allowed to make minor repairs on site with COR’s permission. The Government will provide repair and maintenance premises where each contractor owned machine is located. Electrical outlets and plumbing required for installation of machines will be provided and repaired by the Government. Contractor shall be responsible for connections to plumbing, electrical outlets, gas lines and dryer vents. The Government retains the right to disconnect utilities from any machine to protect Government property.
1.5.1 All units are to be installed not later than one day following the effective date of this contract. Payment for the first month shall be prorated based upon the installation date of each machine. Payment in the amount of one-thirtieth (1/30) of the monthly rental fee per machine will be deducted for each day a machine is not installed during the first contract month.
1.5.2. No later than five days after initial installation, the contractor shall furnish the CO a complete typewritten listing of all machines in the format below:

1.5.3. HOSE INSTALLATION. The contractor is required to furnish and install the flexible vent hose for each dryer from the back of the machine to the metal wall vent. The contractor is required to furnish and install flexible water hoses, gas line and drainage hoses for washers from the back of the machines to the water supply and sewage drains. All hoses shall be of appropriate lengths to permit cleaning behind the machines and avoid disconnection when the equipment is moved.
1.5.3.1. The contractor shall check and clean all lint from dryer vent hoses/motors quarterly. Inspections shall be conducted during the months of January, April, July and October.
1.6. MACHINES UPKEEP/REPAIR. The contractor shall be responsible for upkeep and maintenance of all machines and shall provide repair service not later than the next workday, Monday through Friday, after proper notification. Equipment that cannot be repaired during the service call shall be replaced within three workdays with a serviceable machine which shall match the other machines with respect to color, design, make an appearance. The appliance is to fit in the location the old appliance is being removed from without making any renovations. Failure to respond or accomplish a service/repair call by the next workday after notification or failure to replace an unserviceable machine within one workday shall result in a reduction of one thirtieth (1/30) of the monthly rate per day until the situation is corrected. It is the responsibility of the contractor to coordinate the scheduled service call with the Government Contract Monitor prior to beginning any work. Warehouse space for storage and repair of machines is not available from the Government.
1.7. PROCEDURES FOR SERVICE/REPAIR CALLS. The CO and Contracting Officer Representative (COR) are the only personnel authorized to place service calls. The date and time of the original call shall govern the required completion date. All repaired machines shall be inspected for proper operation, be cleaned and wiped down by the contractor prior to release back to the Government and shall pick up all debris. Upon completion, the contractor shall sign the Government Service/Repair Log located in the COR’s office. When deficiencies are recorded on the Service/Repair Log by the Government Contract Monitor, the contractor shall enter comments regarding corrective action taken, or to be taken, to correct the deficiencies.1.8.
1.9. VANDALISM. Any act of vandalism discovered by the contractor shall be reported immediately to the COR and in-turn to the Security Police and the CO.
1.9. MACHINE IDENTIFICATION. The contractor shall attach a decal for each machine with the following information:
1.9.1. The contractor shall assign a number to every machine installed.
1.9.2. Each machine’s decal shall provide the telephone number to be used by patrons for reporting machine malfunctions during normal duty hours 7:30am through 4:15pm, Monday through Friday).
1.9.3. Each machine’s decal shall also provide a Government telephone number to be used during off-duty hours, weekends or holidays for emergencies.
1.10. REQUIRED SETS OF MACHINES. The following are the number of washer/dryer sets required by location. The contractor shall submit his schedule for installation to the CO for approval at least ten days prior to the contract start date. The Government Contract Monitor or Alternate Government Contract Monitor will approve installation location of each unit.

1.10.1. Total of 34 washer/dryer sets (12 washer/dryer sets with electric dryers) (22 washer/dryer sets with gas dryers). TA 414 authorizes number of machines and building placement.
1.11. WORK SCHEDULE. Normal working hours shall be from 7:30am through 4:15pm, Monday through Friday, federal holidays excluded. The contractor shall be limited to performing work only during those hours.
1.12. SAFETY. The contractor shall comply with all local, state, and federal safety requirements.
