Questions and Answers

1. Question: While we understand fully that evaluation will occur under U.S. veterinary and DoD guidelines as listed in the solicitation, will availability of the animals in the areas of the requirement (breeders in C Europe, veterinary services where the line items call for veterinary service by the vendor, etc) be taken into consideration in the evaluation and selection process?

Answer: No – All dogs will be medically screened by DoD Veterinarians prior to purchase of any canine. Veterinary service provided by vendor should not be priced on attached price list as veterinarian cost change.

2. Question Is there preference for breeders/animals/services already located in the areas of operation (Poland, Hungary, etc)? Will the current locations of the animals/breeders/trainers weigh into the award criteria as part of the technical proposal?

Answer: Animals presented to DoD as a result of an order placed by DoD must be presented at the approved vendor site of the BPA holder. Original health passport must accompany animal. Animal may be subjected to further health testing if the animal originates from a location with known health issues (leishmaniasis, Chagas disease, etc).

3. Question: Besides being reflected in the cost proposal (fewer transport fees, etc), given that this is a BPA, a provider "in country" would likely be able to provide a prepared animal more swiftly than having to transport from the US, clear EU customs and regulations, etc.

Answer: Dogs will not be transported FROM the US TO the EU. All dogs will be purchased in the EU and transported to the US by DoD approved shipper.

4. Question: Or to put it another way, is the delivery timeline between execution of a purchase on the BPA and the delivery by the contractor taken into consideration in the award criteria?

Answer: Once dogs have been accepted for purchase by DoD, the dogs will be transported to the US by a DoD approved shipper. The vendor will have no responsibility for acquiring customs clearances, etc.

When the shipper arrives at the vendor site to pick up the purchased dogs, the vendor will have fully cooperate in the transfer of dogs and related paperwork (health certificates, rosters, crate labels, etc.) from the vendor to the custody of the shipper.
