JBSA Lackland, TX Shade Structure Bldg. 126-127

QUESTIONS & ANSWERS: Cut-off date for contractor questions is 12:00 pm CST, 27 May 2020.

Question 1: Are the size requirements (54' x 123') rigid? Would a 50' x 120' or 55' x 130' option be acceptable as long as it fits within the desired space?

Government Response: No the desired space location for the shade structure will be 120’ x 59 rigid. The structure will be a combination structure this will split the HIP roof into 2 sections of 60’ x 59’ with a 14’ ceiling.

Question 2: Please confirm structure size. From site visit 05/26/2020, measurement was 120’ x 59’.

Government Response: Yes the confirmed space from the site visit on 05/26/2020, is 120’ x 59

Question 3: Can this structure be made as a combination structure? This will “split” the HIP roof into two sections (60’ x 59’) and will be more economical in future when the HDPE Shade net needs to be replaced. See attached photo’s

Government Response: Yes the structure can be made as a combination structure. The 353rd would like the structure to be split into (2) 60’ x 59’sections for economical purposes, in case the Shade Structure will have to be replace in the future.

Question 4: Is the height requirement 14' minimum throughout the entire footprint?

Government Response: Yes the height requirement for the entire footprint is a 14’ minimum, per Lackland AFB Fire Department.

Question 5: Will a domed or vaulted structure be acceptable?

Government Response: A vaulted structure will be acceptable. The vaulted structure must have a minimum of 14’ in height with a maximum height of 20’ feet, per Lackland AFB Fire Department.

Question 6: Are there clearance issues, or a max height allowed?

Government Response: Refer to question 5.

Question 7: Is the 60 day completion post ARO flexible?

Government Response: No, the requirement has a 60 day delivery requirement. Once the product has been fully delivered and accepted there is a NET 30 days from WAWF.

Question 8: UFC requires a 115 mph wind and 5 psf snow load. I see 120 wind in the spec but nothing about snow load. Is a 5 psf snow load (per UFC for Lackland) required?

Government Response: We left the snow load off due to the lack of snow in San Antoino. The 5 psf will be acceptable for the shade structure.

Question 9: Shall the vendor be required to have a performance track record of installing shelters for this type of application (human performance shelter solution)?

Government Response: Past performance is not evaluation factor but the contractor shall be in compliance with FAR Part 9 under contractor’s responsibilities.

Question 10: Is surface mounted ballast block and acceptable mounting system? Would avoid any dig requirements.

Government Response: No, the footers are required

Question 11: Is a 100% water resistant, 10 year warranted PVC or Polyethylene membrane an acceptable alternative to what is specified?

Government Response: No, per paragraph 2.3.1 the Shade Structure must be 80% water resistant. The 10 year warranted PVC or Polyethylene will be acceptable.

Question 12: 2.3.1 – could you elaborate on “80% water resistant” parameters or explain how this 80% is measured?

Government Response: The 80% water resistant parameters was taken from previous shade structures that was constructed on Lackland AFB. 80% is the standard used for all of shade structures in the 353rd

SWTSS.

Question 13: Is any collateral load capacity desirable to allow for suspension of lights or other equipment in the structure at a future date?

Government Response: No, there will not be any collateral load capacity desirable.

Question 14: Is it desirable that the structure be relocatable?

Government Response: This structure will not be relocatable

Question 15: 5.1 – assuming CDC guidelines for COVID19 safety are fluid, who will provide current guidelines or requirements to the contractor at the project start date?

Government Response: This guidance should come from the company that will be awarded the project to ensure the safety of your employees, while staying in compliance with CDC guidelines.

Question 16: Attachment A – Is there a published list of qualified products which meet the “Membrane Structure UFC (DoD) Approved criteria? Or, where can the approved membrane requirements be found?

Government Response: The contractor shall determine the best solution and upon award submit AF3000 for materials approval”

Question 17: Can the government provide additional details regarding it’s preferred canopy size/design?

Our solution is customizable in terms of fit design, i.e. how close to building, the membrane sits or how far over the roof does the membrane extend?

Government Response: Per SOW 2.3.2. Shelter will be 120 feet in length by 59 feet in width by 14 feet in height, 80% water-resistant (PVC or Polyethylene membrane), must be hip style. The structure will be a combination structure this will split the HIP roof into 2 sections of 60’ x 59’ with a 14’ ceiling.

Question 18: Our solution has an option to use a weighted foundation which does not require digging.

Would this option be acceptable?

Government Response: No, this will not be acceptable. The shade structure must include footers.

Question 19: Can you please elaborate on any specific requirements for potential gutters to drain water away from the site?

Government Response: This will not have to be provided due to the area not flooding or being in a flood plain
