Statement of Work
353 SWTS, JBSA-Lackland, Texas
353d Special Warfare Training Squadron MRZR Light, Tactical, All-Terrain Vehicle

1. GENERAL
1.1 The 353d Special Warfare Training Squadron (SWTS), Tactical Air Control Party Apprentice Course requires five Polaris MRZR D4 Desert Tan Light, Tactical, All-Terrain Vehicles (LTATVs) or a vehicle equal to it in order to be utilized during field training exercises (FTXs) located on Camp Anderson Peters at JBSA-Camp Bullis.
1.2 The Government shall not exercise supervision or control over the contract service providers that will be performing delivery and setup of this purchase. Such contract service providers shall be accountable solely to the contractor, who in turn is responsible to the government.
1.3 Background and Objective:
This Statement of Work defines the requirements for the contractor to deliver, assemble and ensure proper operational use of the requested Polaris MRZR D4 Desert Tan LTATVs (or vehicle equal to) in order to facilitate the expedited response and access to undeniable areas by other types of vehicles as well as provide a means of reliable substitution and operational capability for movement as compared to the older, outdated High Mobility Multi Wheeled Vehicles (HMMWV) that are currently on the books with the 353 SWTS. HMMWV’s are breaking down and are not being repaired in a timely manner as parts across the Air Force are scarce to repair these vehicles.
2. SCOPE
This Statement of Work (SOW) covers requirements for the shipping; assembly and functional testing/operational use of the “desired” Polaris MRZR D4 Desert Tan LTATV or a vehicle equal to the Polaris MRZR D4 Desert Tan LTATV. The 353 SWTS currently has an operational fleet of one LTATV. By adding five additional Polaris MRZR D4 Desert Tan LTATVs or vehicles equal to it, the production and workload of field operations will drastically increase in part to the inherent ability to quickly and effectively transport students in reliable vehicles between training evolutions.
3. BACKGROUND
The 353d Special Warfare Training Squadron (SWTS), located at Joint Base San Antonio- Lackland, TX, leads, trains, mentors, develops and provides initial skills training for 310 Tactical Air Control Party and Air Liaison Officer Candidates annually. In order to facilitate the training of the above-mentioned personnel, the 353 SWTS conducts two 5-day field training exercises per class, 10 classes annually, located on site at JBSA-Camp Bullis. While in the field, students are required to navigate rough Texas terrain up to 10 kilometers away from their tactical assembly area. Often times the students are in areas that deny most modes of transportation from reaching them. In the event of an injury or lost student, the instructors are required to immediately make their way and provide care and transport. Often times, the all-terrain vehicles are the only methods capable of reaching and extracting students in order to get them to a more robust center of care.
4. REQUIREMENTS
The TACP schoolhouse currently utilizes only one Polaris MRZR D4 Desert Tan LTATV on JBSA-Camp Bullis, TX., with the primary occupier being the medical support staff. Currently, The 353 SWTS is requesting five additional Polaris MRZR D4 Desert Tan LTATVs or vehicles equal to it due to the increasing demand of student production and to help facilitate more realistic training.
4.1 General Requirements

4.2 Delivery
The MRZRs will be delivered to building 147 on the Medina Training Annex, JBSA- Lackland, TX. The POC for the delivery driver will be 2d Lt Mackenzie Donnell. He can be reached at (Cell: 425-233-2445) or (Comm: 210-671-6065). Interaction between the contractor and their personnel with TACP students is prohibited. The contracting company shall be responsible for off-loading items from the delivery vehicles and shall provide any additional equipment to accomplish the task in terms of special tools or machinery to get the vehicle properly and safely off the truck. The customer will move items (LTATVs) from the coordinated drop off point into desired location at Camp Anderson Peters.
4.3. Hours of Operation
The contractor shall have access to the site from 0730 – 1630 Monday through Friday (excluding weekends (Saturday and Sunday) and federal holidays). If the delivery and assembly process should take more than one day of work, the contractor shall report to the site PT Supply NCOIC at the beginning of each day prior to the start of any work and at the end of each day prior to departing to discuss progress.
4.4. Quality Assurance
The contractor shall be responsible for quality control for all work accomplished during the performance of the task up until receipt of delivery is confirmed with the 353 SWTS.
4.5. Warranty
The contractor shall provide all specifications of manufacturers’ warranty for the replacement parts.
4.6. Site Tour
Upon request, a tour of the facility and offload / receiving area can be conducted to accommodate delivery and receipt planning.
5. ACCEPTANCE
Upon completion of the delivery, the LTATVs shall be subject to a final acceptance test performed by the contractor and the 353 SWTS POC.
