STATEMENT OF WORK
6 Month rental for Cooling Tower at B2791
JBSA-Fort Sam Houston, Texas June 2019
Amendment 1
SCOPE OF WORK. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services to include safety items around the portable (I.E cable covers over the electrical and cones) necessary to set up and provide a portable cooling tower able to support 230 tons on a closed loop at 2791 JBSA-FSH Texas. Government will provide forklift to offload equipment. Contractor will supply the materials and service described in this document below. Contractor shall provide appropriate chemical treatment for the rent of the portable cooling tower. At the end of service contractor shall disconnect all electrical connections, remove ducts, and remove unit from premises.
BACKGROUND. The current cooling tower is a Baltimore Air Coil, Model FXV-661ZQWQ Ser# U084090813, water circulates 800 gpm and capacity 231 tons. The tower is located back of 2791 on JBSA-Fort Sam Houston. Unit provides condenser cooling water for all facility water source heat pumps and a 145 ton chiller. It is a McQuay water cooled Mag lift chiller Mod #WMC 145SSC-ER10. This facility houses permanent party soldiers.
1. SCHEDULING. Civil Engineering Project Manager shall provide passes for the contractor and his team. The contractor shall schedule for all work with CEOER/RP at Office: (210) 671-5142, or Cell (210) 416-7367. All work shall be completed and accepted by the government. Changes to the schedule shall be immediately identified to the inspector at 502d

2. PROTECTION OF GOVERNMENT PROPERTY. The contractor shall protect government property to the extent necessary to prevent damage to government property. The contractor shall use drop cloths, shields, vents, and other protective devices as necessary.
Contractor may remove fixtures and equipment as necessary that may interfere with the work. Contractor shall reinstall fixtures or equipment removed and shall ensure they are operational prior to departing the work site. The contractor shall be responsible for making repairs to damages caused by the contractor at no additional cost to the government.
3. HOURS OF OPERATION. The contractor shall perform all work during the hours of 7:30
A. M. to 4:30 P. M., Monday through Friday and weekends from 7:30 A. M. to 4:30 P.M.
The contractor is not required to perform work during federal holidays.
4. WORK TO BE PERFORMED.
a. Hardware:
i. Provide a portable 230 ton cooling tower with electrical hook up and hoses
b. Software:
i. The contractor will check the system see if any software is needed to run temporary cooling tower to be operational.
c. Services:
i. Run and connect all electrical, controls, and water hook ups for proper flow.
ii. Provide chemical treatment for rent portable cooling tower for the duration of the rental.
iii. The company shall provide a licensed technicians (electricians & HVAC) to warranty their work.
iv. Startup of the unit, make sure unit is working to manufactures specifications.
v. Contractor shall provide routine maintenance on the portable tower in compliance with manufactures specifications.
vi. If there is any issues with the rental unit, the contractor has 4 hours to respond and 24 hours to repair the issue. If the issue cannot be resolved within the allotted time, the contractor shall provide another unit to the current location at the contractors own expense.
vii. Contractor shall provide a report maintenance history of the unit that is delivered for the rental. In example when last time that particular rental was serviced. Report shall be given to contracting along with the submittals.
viii. Once the unit is running the contractor shall provide a pre start check list in compliance manufactures specifications to contracting and CE.
There is a drive way in front of the building where the rental can sit in front of the current cooling tower. The electrical and water hooks ups are next to the cooling tower which are less than 100'from the drive way.
5. QUALITY ASSURANCE. The government will perform inspections of contractor work and acceptance of work will be performed by authorized personnel from 502d CE Planning Engineering.
6. ENVIRONMENTAL COMPLIANCE. The contractor shall comply with all applicable federal, state, and local environmental laws and regulations
7. CLEAN-UP. The contractor shall dispose of all contractor generated waste at an off-base city or state approved disposal site. Contractor shall clean-up work site at the end of each working day.
8. Safety Requirements and Reports. The contractor shall perform work in a safe manner as required by OSHA Safety and Health Requirements. Provide verbal report to the COR as soon as possible of each occurrence of damage to Government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact. Provide a completed copy of required Accident Investigation Reports to the CO within five calendar days of each occurrence.
