PERFORMANCE WORK STATEMENT (PWS)

Virtual Reality Forklift Simulator Systems (Non-Personal Service)

22 January 2019

1. Scope. This is a non-personal services contract to provide stand-alone Virtual Reality (VR) Forklift Simulator (FLS) Systems. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn shall be responsible to the Government. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, other items, and non-personal services, to perform installation, maintenance, and configuration of the stand-alone Virtual Reality (VR) Forklift Simulator (FLS) Systems in support of the 344 Training Squadron (TRS) at 1015 Femoyer Street, Building 10904, Joint Base San Antonio Lackland, Texas 78236.

2. Description of Services. The contractor shall work within the Government provided facility and use Government provided equipment to perform services and provide support described in this PWS.

2.1. The contractor shall deliver two (2) VR FLS Systems with the following specifications:

2.1.1. Two (2) Each Virtual Forklift Simulators Controls

• Fork Lift controls

• Seat belt detection

• Armrest with fingertip controls

• Genuine steering column & dashboard

• Driving Controls

• Forklift Specific Controls

• Starting system, parking system

2.1.2. Forward and Backward Driving

• Drive Course with Cones (forward & reverse)

• Drive Course with Pedestrians (forward & reverse)

• Figure Eight (forward & reverse)

• Drive Slalom Course (forward & reverse)

2.1.3. Handling Loads

• Pick up & drop off

• Narrow pick up & drop off

• Turning point deep

• Turning point Wide

• Handle different loads

• Handle Large loads

• Handle heavy loads

2.1.4. Driving with Load

• Different Surfaces

• Different Surfaces with Traffic

• Pick up & place different loads

• Pick up & place (deep)

• Pick up & place (wide)

• Figure eight with load

• Pick up & place (narrow)

2.1.5. Stacking

• Around corner stacking

3. General Information.

3.1. Normal duty hours are 7:00 AM -4:00 PM, Central Standard Time (CST), Monday through Friday.

3.2. The contractor shall provide all documentation, and user guides to the government.

3.3. The contractor shall provide preventive maintenance, warranty replacement, firmware upgrades, software support, and replacement of defective equipment for up to one year. The contractor shall provide unlimited telephone support, and Email support, 24-hours a day, 7-days a week, Monday through Friday 9:00 AM - 5:00 PM, Pacific Standard Time (PST).

3.4. Federal Holidays. The contractor shall not be required, except in case of emergency to furnish services on Federal holidays (see below table)

3.5. Installation shall include the assembly, mounting, installation and software configuration of all equipment. All materials and accessories shall be installed in accordance with industry standards, and manufacturer’s written recommendations.

3.6. The contractor shall provide all documentation, user guides, operations and administrative manuals to the Government. 3.6. The contractor shall provide training to the designated 344 TRS staff on the use of the VR FLS System after completion of the project.

3.7. The Government reserves the right to restrict the performance on this contract by any individual who is identified as a potential threat to the health, safety, security, general well- being, or operational mission of the 344 TRS and its population.

3.8. The contractor shall not use Government facilities or other Government property for personal or other business not related to this contract.

3.9. The contractor shall notify the 344 TRS representative, John Work 37 TRSS at 210-671-2107 or by email.

john.work.3@us.af.mil, 10 days prior to work being completed. The 344 TRS representative, will conduct a final inspection with the contractor and the contractor office representative to determine if the project can be accepted or if corrections are required prior to acceptance.

3.10. The contractor shall follow the requirements of FAR 52.212-4, Contract Terms and Conditions for Commercial Items (Jan 2017), for contractor's failure to correct nonconforming services.

3.11. Government Data. The contractor shall manage all data created for Government use or legally controlled by the Government, in support of the functional activity or required by Air Force (AF) publications, in accordance with (IAW) the AF records management procedures in Air Force Instruction (AFI) 33-322, Records Management Program (entire instruction), Air Force Manual (AFMAN) 33-363 Management of Records (entire instruction), AFI 33-364, Records Disposition, Procedures and Responsibilities (paragraph 2.10), and the AF Records Disposition Schedule (AF RDS) maintained in the Air Force Records Information Management System (AFRIMS).
