Statement of Work Dorm Room Replacement Locks JBSA-Fort Sam Houston, B1475

28 August 2019

1.0 PROJECT DESCRIPTION. The contractor shall provide all management, labor, equipment, tools, materials, delivery, transportation and incidentals necessary to accomplish the work required within this Statement of Work (SOW) for the delivery and installation of dorm room replacement locking mechanisms (electronic strikes and card readers) with key card access to Joint Base San Antonio Fort Sam Houston, Building 1475 (hereby noted as B1475).

The contractor shall ensure the locking system and key cards are properly delivered and installed based on commercial industry standards.

2.0 DESCRIPTION OF WORK. This project is for the upgrade of existing door lock control devices to access and maintain security of the dorm rooms for B1475. The new electronic strikes and card readers will be hard wired to a power supply with, at minimum, a 4-hour battery backup. Batteries shall not be used to maintain the locking mechanisms as part of everyday use. The contractor shall provide an offline control system (stand-alone computer) to program the fobs or cards required to open the dorm room doors. The dorm room access shall not be remotely controlled by the centralized computer system. Access shall be by programmed key card. Mechanisms used will be hard wired and not battery operated. In addition, system will have backup power in case of power failure. The equipment required shall be sufficient to install 600 dorm rooms. Building layout is comprised of four floors with approximately 150 doors per floor.

2.0.1. Contractor shall provide new key cards (1000 each) for new remote room access. The card readers must be programmable to allow different key codes to be used. The overall system must allow up to three (3) key codes at a time to access one (1) room.

2.0.2. The computer shall be installed with the necessary software to program, and configure key cards and card readers in order to operate the new door locking system. A computer and/or PDA equivalent shall be provided and utilized to program the key cards/readers.

2.0.3. Contractor shall provide a phasing plan based on hours of operation. Hours of operation are between 0730 to 1530 daily M-F. Contractor shall provide a phasing plan to show how new locking mechanisms will be installed on a daily basis. The phasing plan needs to show how the electrical/cable and hardware installation will be performed within the time allotted.

2.0.4. Before Demolition, the contractor must verify new power requirement. The Contractor shall calculate the power requirements to operate the new 600 dorm room locking system and confirm sufficient capacity is available and installed as required to power supplies and panels. .

2.0.5. All materials and accessories, including necessary controllers, power supplies and power panels, shall be installed in accordance with industry standards and manufacturer's recommendations.

2.1 DEMOLITION.

2.1.1. The contractor shall only demolish the same number of new locking mechanisms that can be installed and make operational on the same day.

2.1.2. The two locking systems must be operational at the same time until the new locking system is complete.

2.1.3. Demolition shall follow applicable federal, state, local and Joint Base San Antonio (JBSA) codes and requirements. The Government has determined that no Hazmat exists in B1475 per letter dtd 30 March 2012. It is

pg. 2 incumbent upon the contractor to properly inspect and test for hazardous material in accordance with section 01 57 20 Environmental Protection.

2.1.4. Contractor shall remove old door strike plates which are currently on all doors.

2.1.5. Contractor shall contact the facility manager for disposition of demolished material.

2.2 NEW WORK.

2.2.1. Work consists of removing existing strike plates and installing new electronic door strikes (HES 1006 - brand name or equal) and card readers (HID Mini R10 - brand name or equal) in each of the dorm rooms which shall be hard wired to a power supply.

2.2.3. The Contractor shall provide and install the new electronic strikes and card readers on all dorm room frames in B1475. No batteries shall be used to individually supply the power for the readers or the door strikes. In addition to the strikes and readers, the contractor shall provide and install sufficient Uninterrupted Power Supply (UPS) back-ups in case of disruption of electrical service. Contractor shall provide all associated hardware and software to program the individual doors.

2.2.4. The Contractor shall present to both the Contracting Officer (CO) and 802 CES Project Manager remedy to correct any deficiency found during installation such as misalignments, hole oversized, frame cutout discrepancies, etc. and offer corrective actions.

2.2.5. The Contractor shall use existing doors and door handles.

2.2.6. All Electrical wiring shall be enclosed in conduit. Wiring and conduit shall be installed neatly in the walls or on the interior of the dorm room, not exposed in the hallway.

2.2.7. Contractor shall be responsible for protecting doors and door frames during the removal and installation of the electronic strikes and card readers. Damage as a result of Contractor negligence shall be corrected by the Contractor at no additional cost to the government.

2.2.8. All affected dorm rooms must be operational at the end of each day. At no time shall the access control system be inactive outside of normal duty hours.

2.2.9. Contractor is responsible for the security of the room from the time the door is unlocked to the time it is relocked.

2.2.10. Compliance with the following is Mandatory; NFPA LSC 101 (fire code), Unified Facilities Criteria for Fire Protection Engineering 3-600-01 and other applicable DOD directives do not allow for door locking devices to be tied into the fire alarm system. At no time shall doors be locked from the egress side/within the path of egress - Comply IAW AFI 32-10141, UFC 3-600-01 and NFPA 101, A.7.2.1.6, Free egress shall be available at all times - IAW NFPA 101, 7.2.1.5.3 Locks, if provided, shall not require the use of a key, a tool, or special knowledge or effort for operation from the egress side. A.7.2.1.6. None of the special locking arrangements addressed in 7.2.1.6 are intended to allow credentialed egress, request to exit, or similar provisions, where an occupant cannot leave the building without swiping a card through a reader, or require additional knowledge to operate wall mounted push buttons, latches, motion sensors, etc. Free Egress Shall Be Available at all times.

3.0 DELIVERABLES.

3.1. The Contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this SOW. It must specify the areas to be inspected on a scheduled and unscheduled basis and how often inspections shall be accomplished. Quality Control Plan (QCP) will be delivered to the CO within 30

3.2. Contractor shall be responsible for providing shop drawings and product schematics for government approval prior to conducting any work. The contractor shall proceed with installation and utilize the shop drawing after government approval. Final shop drawings will be provided after all changes have been made and Government is satisfied with results. Final as-built drawings will be required at end of contract.

3.3. Contractor shall provide training to facility managers and Operations technicians in programming and operation of new system.

3.3.1. A copy of the training video shall be provided with closeout documents.

3.3.2. The initial training needs to be provided when the first set of dorm room locks are in place and operational.

3.4. The contractor shall provide a proposed layout of the new system for government.

3.7. GOVERNMENT-FURNISHED MATERIAL AND EQUIPMENT. The Government will furnish As-Built drawings to the contractor after contract award. It is the contractor's responsibility to field verify all existing conditions.

4.0. PERSONNEL. All work shall be performed in strict accordance with current Air Force, Federal, State and City building codes, regulations, ordinances and design and construction standards, whether included, referenced or implied to complete an acceptable and fully functional door locking system in B1475 on JBSA FSH.

5.0. PROJECT MANAGEMENT. The Contractor shall identify and provide a single point of contact (POC) for overall management and supervision during install periods. The Contractor shall contact the government-designated points of contact for coordination as noted in the awarded contract at least 72 hours prior to delivery. All pertinent communications should be written and or confirmed in writing.

6.0. CLEAN UP. The contractor shall clean up all work areas daily and dispose of waste materials and or rubbish in accordance with all applicable federal, state, and local regulations, standards, codes, and laws. Do not dispose of or discard recyclables, packing materials or trash in any recycling or trash containers or dumpsters located on the installation. It is the Contractor’s responsibility to ensure trash and debris is disposed of properly and off sight.

7.0 CONTRACTOR QUALIFICATIONS. The contractor shall be licensed or authorized by the equipment manufacturer/dealer/distributer to perform installation of the door locking system. Contractor must meet all state licensing requirements and be properly insured to fully implement and complete this project in accordance with industry standards. The contractor shall provide proof to the 502 CES Project Manager or the CO upon request.

8.0 BASE ACCESS. All contractors shall submit a complete list of personnel in accordance with installation policy, including deliverymen, who will be expected to work on the installation.

8.1 Base/Installation Access Requirements. Criminal History Check will be conducted on all prime/sub- contractor employees requiring base access. The contractor shall provide the 502 CES Project Manager a current list of employees needing access within 5-7 working days after receiving award or Notice of Award. The list shall include:

− Employee’s name;

− Date of birth; and − State driver’s license/state ID number and state of issue.

Notifications of contractor employee additions and deletions shall be provided with the same information listed above and within 5 working days. Within 10 business days after receipt of the list, the Government will notify the contractor that installation access passes are available for those employees clearing the criminal history check. The

pg. 4 duration of any pass issued will not exceed one year or the duration of the contract, whichever is shorter.

8.2 Upon termination, completion, or expiration of the contract, the contractor must ensure that all base identification passes issued to his employees or to any of his sub-contractor employees are returned to the appropriate issuing office.

8.3 The contractor shall be responsible for coordination of an escort, if applicable, through any controlled areas through the assigned Government Acceptor.

9.0 REGULATIONS. The contractor shall be knowledgeable of and shall comply with all applicable federal, state, and local laws, codes, permits, Department of Defense, Air Force and base requirements and instructions required.

10.0 INSPECTION AND ACCEPTANCE. The contractor shall ensure that work for this project is performed in accordance with the criteria herein, and that all relevant materials, finishes, equipment, and systems shall be fully operational at the completion of work for this project. A final inspection of completed work will be conducted by the 502 CES Project Manager. All discrepancies identified during inspections shall be corrected prior to final acceptance.

11.0 CONTRACTOR’S WARRANTY. The contractor shall guarantee all materials and workmanship for a period of one year from the date of final acceptance. The contractor shall respond within 48 hours of being notified for all warranty calls. Correction of all defects under this warranty shall be paid at the expense of the contractor.

12.0 WORKMANSHIP. The Contractor shall perform all operations in a manner that will result in a professional and expeditiously completed project. The work shall be in strict accordance with the prevailing industry standards.

13.0 STORAGE AND PARKING.

13.1 Contractor storage will not be provided and is not required for this project. Contractor shall be responsible for removing all unused product on a daily basis.

13.2 Parking shall be in the vicinity of the job site.

14.0 PERIOD OF PERFORMANCE. The Period of Performance (POP) will be for (150) days from the date of contract award.

15.0 HOURS OF OPERATION.

15.1 Normal Hours. Performance of work shall be during normal duty hours between 7:30 AM and 3:30 PM (0730 to 1530), Monday through Friday unless otherwise requested in writing and approved by the Contracting Officer.

15.2 Recognized Holidays. The contractor is not required to provide scheduled service on the following holidays:

Note: Any of the above holidays falling on a Saturday will be observed by the government on the preceding Friday.

Holidays falling on a Sunday will be observed by the government on the following Monday.

15.3 OCCUPANCY OF PREMISES. The building will be occupied during performance of work under this Contract. Occupancy notifications will be posted in a prominent location in the work area.

15.3.1. Before work is started, the contractor shall arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.

16.0 ENVIRONMENTAL, SAFETY AND OCCUPATIONAL HEALTH. The contractor is solely responsible for compliance with federal, state, and local laws, the Occupational, Safety and Health Act (public Law 91-596) and the resulting standards, OSHA Standards 29 CFR 1910 and 1926, as applicable and the protection of their employees. Additionally, the contractor is responsible for the safety and health of all sub-contractor employees. The government shall assume no liability or responsibility for the contractor’s compliance or non-compliance with such requirements. The contractor shall furnish to each of his/her employees a place of employment, which is free from recognized hazards. The contractor shall brief his/her employees on the safety requirements of this contract and on hazards associated with prescribed tasks. In addition, the contractor is required to flow down the safety requirement/specification to all sub-contractors.

17.0 PROTECTION. The contractor shall take precautions to prevent damage to government property. The contractor shall repair or replace damaged items at no additional cost to the government.

18.0 CONDUCT REQUIREMENTS.

18.1 Smoking in AF Facilities. Contractors are advised that the AF has placed restrictions on the smoking of tobacco products in AF facilities. AFI 40-102, Tobacco Free Living, outlines the procedures used by the commander to control smoking in our facilities. Contractor employees and visitors are subject to the same restrictions as government personnel. Smoking is permitted only in designated smoking areas.

18.2 Joint Base San Antonio (JBSA) Traffic Code. All applicable Traffic Codes will be enforced and apply to all personnel operating vehicles on a JBSA installation. The governing instruction for all Traffic Codes is AFI 31-218(I) and AFMAN31-116.

18.3 Cell Phone Usage. Contractors are advised that DoD Instruction (DoDI) 6055.04 prohibits cellular telephone usage when approaching, entering or exiting any installation gate. Cell phone usage by drivers on installations is prohibited in moving vehicles unless used with a hands-free device. The installation Security Forces Squadron (SFS) is strictly enforcing this regulation. Those found in violation of this regulation are subject to be ticketed.

18.4 Base Fire Prevention Program. The contractor will be required to comply with the applicable Fire Prevention Program, for JBSA the applicable directive is AFI 91-203. AFI 91-203 is available at the AF E-Publishing site athttp://www.e-publishing.af.mil.

18.5 The contractor shall ensure that its employees conduct themselves in a professional manner while on the installation and refrain from disruptive, offensive, or otherwise improper behavior that undermines order and discipline. The contracting officer may direct the contractor to remove from performance of this contract on this installation any contractor employee engaging in such misconduct.

18.6 Physical Security. The contractor shall comply with Force Protection Condition (FPCON) procedures, Random Antiterrorism Measures (RAMS) and local search/identification requirements. The contractor shall safeguard all government property, including controlled forms, provided for contractor use. At the close of each work period, government training equipment, ground aerospace vehicles, facilities, support equipment, and other valuable materials shall be secured.

18.7 Key Control. The contractor shall safeguard all keys issued by the government and ensure they are used only by authorized contractor personnel. The contractor shall not duplicate issued keys and shall report lost keys to the Contracting Officer immediately. The contractor will be charged for lost keys, re-keying, and lock replacement as applicable.

18.8 Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately-owned vehicle while on JBSA.

18.9 The contractor shall not use Government facilities or other Government property for personal use or other business not related to this contract.
