Estimated Contract Cost (including Options): $92,640.00
Section B: Description of the Supplies/Services Required
ADM GPX Starch-g Acrylic Blast Media- 24,000 lbs, packaged in 300lb plastic drums, four (4) per pallet.
Estimated price includes inbound freight to JBSA-Randolph and freight for pick-up of spent media with return to the recycling facility, and recycling service.
Section C: Justification for Soliciting from a Single Source or Brand Name
12FTW/MX requires a Type VII hybrid blasting media that combines acrylic plastic with corn starch. The media is authorized IAW Technical Order (TO) 1-1-8 for paint removal from the T-6A aircraft. There are other types of media authorized under the TO however they have been determined too harsh for use on the T-6A aircraft. The ( ) maintains a Qualified Products List (QPL) of manufacturers that have been tested and meet Air Force requirements and first article requirements of military specification MIL-P-85891 for Plastic Media Blast (PMB). Archer Daniels Midland (ADM) is the only manufacturer listed on the QPL for Type VII media (sold by ADM as GPX Starch-g). ADM has authorized Midvale Environmental Technologies (Midvale) as their authorized distributor.
Section D: Efforts to Obtain Competition
Randolph CONS has been purchasing the ADM GPX Starch-g media for MX since 2005. All requirements except one (under $25K) were advertised on the Federal Business Opportunities website. To-date there has been no known company other than Midvale (as the authorized ADM distributor) that has expressed an interest or capability to supply the required product. However, CONS will continue to advertise the intent to sole source while inviting any other prospective offerors to demonstrate their ability to supply the required product.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Per representatives, the current QPL for PMB remains in effect through 2020. Until that time, 12 FTW/MX will continue to purchase the ADM Type VII media as needed to meet mission requirements.
However, 12 FTW/MX will stay in contact with so that if/when other manufacturers enter the market as approved sources, 12 FTW/MX will be ready to take advantage of other company product offerings.
Section F: Technical Personnel Certification of Accuracy The supporting data, which forms the basis of this justification, has been certified to be complete and accurate to the best of my knowledge and belief, and by the appropriate management level of my organization.
