REVISED STATEMENT OF NEED
FOR PURCHASE OF
MEDICAL EDUCATON TRAINING CAMPUS (METC) FIELD ARMORY VAULT
26 JULY 2018
1. INTRODUCTION:
This requirement is for the turn-key purchase and installation of one (1) 12’ x16’x 8’ secure
Portable Duplex Field Armory storage unit at the Medical Education and Training Campus
(METC) Medical Logistics (DHA J7) inside of Building 4194, Bay E, 2200 Wheelwright Street, San Antonio TX. The Expeditionary Medical Support (EMEDS) students at Camp Bullis will utilize this secure facility vault for the Live Patient Model (LPM) program, which allows them to simulate real life cases and to store narcotics for their mission IAW the mandated 21 CFR
Section 1301.75, Physical Security Controls for Practitioners, (Hospitals, Clinics, and
Pharmacies) or Section 1301.72, Physical Security Controls for Non-Practitioners; Narcotic
Treatment Programs and Compounders for Narcotic Treatment Programs; Note: Storage
Areas. Medical Logistics vaults are designated as Protection Level 4 areas.
2. MINIMUM REQUIREMENTS/SPECIFICATIONS/SALIENT CHARACTERISTICS:
- The Contractor shall deliver a turn-key installation solution for the following at the site designated below:
A. One (1) 12x16’x8’ Portable Duplex Field Armory this is the type of vault.
B. Two (2) National Fire Protection Agency (NFPA) ground kit.
C. Four (4) Anchor bracket with bolt.
D. One (1) DEW 50 dehumidifier (non explosion proof; includes installation.( DEW is the brand name or equal of the humidifier)
E. The frame of the vault/duplex must have provisions for forklift and crane lifting, with forklift pockets on four (4) sides of the frame. This is required for the installation to be done properly.
F. One (1) Pyro – Chem-Dry Chemical Fire Suppression System, to include the following system components/accessories:
a. One Control Head
b. One Manual Pull Station
c. One PCI- 35 ABC Cylinder
d. One Cylinder Bracket
e. One NF-ABC Nozzle
f. Two 360 Degree link Detector
g. Two MS- DPDT Micro Switch
G. One (1) 6000lb Capacity Casters , Set of four, 6” x 3”
H. Two (2) Jack Mount , set of four.
I. ICIDS Install to include:
Installation of Data Acquisiton (DAQ) Integrated Commercial Intrusion Detection System
(ICIDS) to system in the Supply Network Switch and Connection to Base Supplied Network, Project management, Coordination, Commissioning of System and Customer Training and
Documentation.
J. Authorized DAQ ICIDS installers: Contact the Contract Specialist, David Schory, for a listing of authorized DAQ ICIDS installer. His email address is david.schory@us.af.mil.
3. DELIVERY TERMS: Delivery shall be FOB DESTINATION at 2220 Wheelwright, Bldg
4194 Bay E, Fort Sam Houston, TX 78234 and be completed in accordance with the manufacturer’s commercial schedule, but not later than sixty 60 days from date of award.
4. EQUIPMENT DELIVERY: All equipment will be held by the contractor and delivered at the start of the installation after the power has been modified. Provide itemized list of all equipment with make, model and serial number. Contractor responsible for offloading and assembling at destination
5. TRAINING: Training will be included in the cost of the secure vault facility. Training dates and times will be mutually coordinated and agreed upon between the vendor and customers after receipt of equipment.
6. DOCUMENTATION: The contractor shall provide one (1) copy of the operating manual to include schematics, operation and maintenance and any other applicable manuals for the secure vault facility. Documentation shall be provided in English in hard copy and/or on CD/DVD

7. SECURITY:
Clearances: No security clearance is required to complete this work. Contract personnel are required to have personal identification cards furnished by their employer.
Privacy Act: The system is unclassified but contains sensitive information subject to the
Privacy Act of 1974. Access to information subject to the provisions of the Privacy Act is required and will be safeguarded IAW Privacy Act of 1974. A National Agency Check (NAC), IAW AFI 33-202, is required for all contractor personnel.
8. INSTALLATION: Vendor will provide complete installation/set-up of the secure vault facility in accordance with standard commercial practices and the appropriate military regulations. Installation dates and times will be mutually coordinated and agreed upon between the vendor and the customer prior to contract award.
9. MAINTENANCE SERVICE: Not Required.
10. WARRANTY: The contractor shall warrant the entire secure vault facility for a period of at least one (1) year. The warranty must include unlimited telephone/e-mail support for questions regarding operation. All costs including parts, labor, travel, and other expenses necessary to repair the system will be borne solely by the contractor at no additional cost to the
U.S. Government.
11. INSPECTION AND ACCEPTANCE: The inspection and acceptance of this secure vault facility will be performed by the government METC Site POC at the time of equipment arrival.
