STATEMENT OF WORK
FOR
CLASSROOM OF THE FUTURE UPGRADE
INTER-AMERICAN AIR FORCES ACADEMY (IAAFA)
JOINT BASE SAN ANTONIO (JBSA), LACKLAND, TX
18 SEPTEMBER 2018
1. BACKGROUND. The primary reason for this project is to upgrade IAAFA classrooms to enhance student’s learning with interactive and collaborative equipment to keep pace with faculty pedagogical interests and student expectations as the tools available to instructors become more advanced. The purpose of the upgrade in the classrooms is to replace aging, antiquated equipment with a new state-of-the-art interactive system and audio in each classroom. The upgrade includes
Hoylu technology with Huddlewall (or equivalent) panels, display screens, interactive projectors, software platform, Bluetooth capability, and tablet connection capability. Platform will be connected to .edu network rather than .mil. The Academy has twelve (12) classrooms that need to be upgraded.
2. DESCRIPTION OF WORK/GENERAL INFORMATION. The contractor shall provide all management, labor, equipment, tools, materials, delivery, transportation and incidentals necessary to accomplish the work required within this Statement of Work (SOW). The work required includes but is not limited to the purchase of new equipment and installation at Buildings 7356
(rooms 151, 152, 154, 222, 247, and 253) and 7538 (rooms 115, 140, 141, 143, 170, and 181), JBSA, Lackland, TX, as well as removal and disposal of all replaced equipment. All materials and accessories shall be installed in accordance with industry standards and manufacturer’s written recommendations.
2.1. DESCRIPTION OF WORK. The contractor shall perform the following:
2.1.1. SCHEDULE. The contractor will provide a work plan, to include a list of proposed milestones for the project. All work should be completed within 120 days after receipt of order
(ARO).
2.1.2. SITE EXAMINATION. The contractor shall examine the site and determine for themselves the existing conditions and general character of the site. Claims for additional costs due to conditions that could have been verified by site investigation shall not be permitted.
2.1.2. REMOVAL OF EXISTING EQUIPMENT. The contractor shall uninstall and remove the existing hardware, whiteboards, projectors and audio in each of the twelve IAAFA classrooms.
The contractor shall provide a list of all removed hardware. The Contractor is responsible for transporting the removed hardware to Defense Logistics Agency (DLA) Disposition Services, Bldg. 4195, 2999 Parker Hill Rd, JBSA-Fort Sam Houston, 78234. The Government will provide contractor with safe place to store all existing equipment until moved to Building 4195. The contractor shall coordinate with Government personnel for generation of required turn-in forms for DLA processing and with DLA Disposition Services prior to delivery of hardware. The
Government will sign for all removed equipment at point of delivery to Building 4195.
2.1.3. DELIVERY OF NEW EQUIPMENT. The contractor shall hold all equipment and arrange delivery at the start of the installation. To prevent damage or entrance of foreign matter, product will be shipped in its original container. Material transport will be conducted in accordance with manufacturer's recommendations. Appropriate protective covering during installation must be provided. Any product damaged during shipping, storage, handling or installation shall be replaced at no expense to the Government.
2.1.4. INSTALLATION OF NEW EQUIPMENT. Installation of the hardware and software in
Appendix B shall be completed in accordance with the manufacturers’ specifications, national and local regulation ordinances and codes, including all OSHA guidelines.
2.1.4.1. The contractor shall install one (1) LCD 4K/UHD in each classroom. The display shall have preinstalled Hoylu We-inspire Software Suite English and Spanish Editions (or equivalent).
This display shall be wall mounted on the back wall of the classroom.
2.1.4.2. The contractor shall install one (1) Hoylu Huddlewall Interactive Wall system (or equivalent) in each classroom, including an 18’ (216”) panel and three (3) adjustable projectors.
Projectors shall be able to display an image up to 45” x 216”. Installation shall include mounting, cabling, wiring, and calibration of cameras. The panel shall be wall mounted on the front wall of the classroom. The Government will provide the necessary personal computer (PC) needed to complete the Huddlewall system (or equivalent) in each classroom. The contractor shall complete the installation using the Government provided PCs. The installed system shall be able to connect with tablets (Ipads, etc.) approximately 15-30 per classroom.
2.1.4.3. The contractor shall install an audio system in each classroom to allow multimedia stream video conference capability with the Huddlewall Interactive Wall system (or equivalent).
2.1.4.4. The contractor shall furnish and install all required infrastructure to support proper operations of panels, monitors, projectors, cameras, and speakers.
2.1.5. TRAINING. The contractor shall provide training to IAAFA cadre personnel. This training shall cover basic system operation and controls, and shall include hands-on demonstration of all available system input and output sources (video/audio, standalone applications, and external PC inputs) and output destinations.
2.1.6. SYSTEM INFORMATION BINDER. The contractor shall provide operation manuals of all installed equipment. Equipment documentation shall be provided to the government and include interface block diagrams, cable block diagrams, room layout drawings, operations and maintenance manuals, and a serialized listing of all equipment items. Serialized listing must match make/model listed in quote. If the contractor is found to have substituted a product from what they submitted in their bid and/or misrepresented a product as to its content, type and/or rating, the contractor will be assessed a 20% reduction in the overall cost of the contract for the first ten thousand dollars ($10K) and 15% reduction thereafter. These items will be contained in a System
Information Binder that will be provided to the end user by the contractor. Contractor shall provide a list of consumable / replicable spare parts (i.e. projector bulbs) to the end user. This information will also be contained in the System Information Binder. Contractor shall provide itemized list of all equipment with make, model and serial number as well as that installation specific information
(building and room number) to the designated Government representative.
2.2. GENERAL INFORMATION.
2.2.1. COMMERCIAL WARRANTY. The contractor agrees that the supplies/equipment or services furnished under this contract shall be covered by the Original Equipment Manufacturer
(OEM) warranties. The printed terms and conditions of such warranties shall be provided to the
Government with the delivery of any supplies/equipment or services covered. The contractor shall submit warranties of the equipment manufacturers and identify the government as benefactor. All new equipment under the standard commercial warranty will be repaired on site. If on site repair is not possible, contractor will remove faulty unit for servicing and provide a temporary replacement.
2.2.2. HOURS OF OPERATION: The work shall be performed during normal duty hours (7:00
A.M. to 4:30 P.M., Monday through Friday).
2.2.3. HOLIDAYS OBSERVED. The Government holidays (non-workday weekdays) are New
Year’s Day; Dr. Martin Luther King, JR. Birthday; President’s Day; Memorial Day; Independence
Day; Labor Day; Columbus Day; Veterans Day; Thanksgiving Day; Christmas Day. Note: When any of the above holidays falls on a Saturday, the preceding Friday shall be observed as the legal holiday; holidays falling on a Sunday shall be observed on the following Monday.
2.2.4. SAFETY AND HEALTH. While performing work under this contract the contractor shall comply with all applicable federal, state and local regulations regarding occupational safety and health. Record and report promptly (within one hour) to the Contracting Officer (CO) or designated
Government representative, all available facts relating to each instance of damage to Government property or injury to either Contractor or Government personnel. In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the CO. If the Government elects to conduct an investigation of the accident/mishap, the contractor shall cooperate fully and assist Government personnel in the conduct of investigation until the investigation is completed. Mishap notifications shall contain, as a minimum, the following information:
a) Contract, Contract Number, Name and Title of Person(s) Reporting
b) Date, Time and exact location of accident/incident
c) Brief Narrative of accident/incident (Events leading to accident/incident)
d) Cause of accident/incident, if known
e) Estimated cost of accident/incident (material and labor to repair/replace)
f) Nomenclature of equipment and personnel involved in accident/incident
g) Corrective actions (taken or proposed)
h) Other pertinent information
2.2.5. EMERGENCY PROCEDURES. The contractor personnel shall follow the direction of the Government personnel with regard to emergency procedures, such as fire, tornado, active shooter, bomb threats, or other emergency. It is the responsibility of the contractor to provide guidance and to establish procedures for its employees to respond to an emergency. It is the contractor’s responsibility to account for their employees following an emergency evacuation. The contractor personnel shall participate with the Government personnel in all fire, active shooter, and tornado drills at no additional cost to the Government.
2.2.6. BASE ACCESS.
2.2.7. INSPECTION AND ACCEPTANCE. Inspection of completed work will be conducted by
IAAFA/CC, IAAFA/CCC, 837 TRS/ CC and 318 TRS/CC located at 2431 Carswell Avenue, San
Antonio-Lackland Air Force Base Texas 78236-5609. Upon project completion, contractor shall provide a project sign-off and close-out documentation to IAAFA. In accordance with the terms of the contract, the Government will accept, within ten (10) duty days after Final Inspection.
Acceptance shall be final and conclusive except for latent defects, fraud, gross mistakes amounting to fraud, or the Government’s rights under any warranty or guarantee.
2.2.8. WORK/STORAGE AND PARKING. The contractor shall not work or store materials in a manner that would hinder or otherwise block pedestrian circulation to exit corridors and exit doors in the event of an emergency or fire. Storage and parking shall be near the job site or as designated by the Government representatives. Storage of materials shall be coordinated with the
Government representatives. The storage areas shall be free of debris, refuse, spills, leaks, stains, splashes and excessive materials. All storage areas shall be maintained in a neat, clean, and safe condition.
2.2.9. The contractor shall guarantee design and workmanship for a minimum of one year -- to include system functionality, cable connections, and general workmanship -- from final acceptance by the government. Contractor shall provide service with a twenty-four (24) hour period of time
Monday-Friday during normal business hours for all installed equipment for a period of one year.
3. CONTRACTOR PERSONNEL.
3.1. The contractor shall:
a) Conduct themselves in a professional, courteous manner, maintaining acceptable appearances and dress.
b) Report in at the beginning of each day as well as check out and provide project status at the end of the day.
c) Identify themselves as contractor personnel by introducing themselves or being introduced as contractor personnel. The contractor personnel shall also display distinguishing badges or other visible identification for meetings with Government personnel or while performing work. The contractor and contractor personnel shall identify themselves as contractor employees in telephone conversations and in formal and informal written correspondence.
d) Be responsible for transportation to and from jobsite as required. Building/area access shall be provided to the contractor by the customer or an assigned contact.
e) Maintain a clean and safe work environment. All unused materials, containers, tools and equipment shall be removed whenever possible and all trash debris shall be removed at the end of each day.
f) Take all precautions to protect all floors, walls, windows and other surfaces from stains, marring or other damage and shall be responsible for any necessary repairs.
g) Provide and install all equipment, electrical wiring, outlets and receptacles necessary. Anyone who performs electrical work in the state of Texas must be licensed. Electrical installations must be completed by a licensed electrician and in compliance with the National Electrical Code, NFPA 70, and ANSI C2. Prior to start of work, contractor will provide copies of all required.
4. GOVERNMENT FURNISHED SERVICES/EQUIPMENT: The Government will provide uninterrupted access to work site and space for storage of equipment before and during installation.
The Contractor may utilize electrical utilities and restrooms facilities as needed. The Contractor shall use good judgment in the conservation of government utilities. The Contractor shall adhere to and enforce prevailing energy conservation practices.

Required Documentation
Equipment list(s) with room number(s), item description, brand name, make and model with serial numbers and quantity as system equipment is delivered and installed.
Documentation for all OEM equipment, including user guides, maintenance guides, administration/configuration manuals, and training documentation.
Track, document, and deliver all software, software configurations, programming, and software licenses used by the system.
Documentation and full disclosures of warranty items to include time period of coverage and how and from whom to obtain warranty services. This shall cover all equipment, installation and other items with warranties concerning warranty information.
