Section B: Description of the Supplies/Services Required
The Medical Education and Training Campus (METC) is requesting approval to procure the below Brand Name Panasonic Projectors. Projectors are being upgraded to replace equipment that are nearing the end of there life cycle. A firm fixed price (FFP) Contract is anticipated. The estimated cost for this action is , which was projected in the Independent Government Cost Estimate.

Section C: Justification for Soliciting from a Single Source or Brand Name
FAR 13.106(b)(1)(i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. Accordingly, the METC Campus consists of over 300 classrooms with Crestron audio/video systems. These systems are all programmed individually and the programming is based on the equipments' specific controls and languages. METC AV systems are currently programmed for the Panasonic PT- RZ770WU projectors. Any other device will cause the programming to malfunction and will entail significant additional costs for re-programming. In addition, integrating any other manufacturer's projectors, would require potential architecture configuration and support changes and added operator training that would result in substantial costs to the Government that would not be recovered through competition.
Section D: Efforts to Obtain Competition
Market research was conducted IAW FAR 10.002 procedures. Market research was based on the requirement complexity, past experiences, and determining if the items are available commercially to meet the Government's needs. The methods include: internet inquiries, talking to subject matter experts, previous acquisitions, reviewing catalog and other generally available products literature published by authorized sellers.
The METC Crestron AV systems are programmed for the Panasonic PT-RZ770WU projectors. Utilization of any other device will cause the programming to malfunction and will entail significant additional costs for re-programming and expenditures.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
METC will continue to review other vendors' solutions as they become available for future competition of this requirement.
However, because of the extensive investment in projectors to support the METC Classroom training mission, Panasonic

Projectors are the only equipment items that are compatible with current audio/video systems programing. METC will also continue to review brand name requirement mandates, compatibility and integration issues and the continued need for this type of projector support. Continued market research efforts in this regard will ensure that the Government utilizes the most efficient and economical provider.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
