STATEMENT OF WORK

INSTALLATION OF “BIG ASS FAN” HAIKU FANS

AT THE 322 TRS

23 Aug 18

1. SCOPE

This Performance Work Statement (PWS) covers requirements for the installation of Big Ass Fan’s Haiku Fans at two sites: The 322nd Training Squadron, located at, 1315 Truemper St. Bldg.

9110, JBSA Lackland, TX 78236, as well as the 324th Training Squadron, located at1450 Metzger St., Bldg 10416, JBSA Lackland, TX 78236.

2. REQUIREMENTS

2.1. General Requirements

The contractor shall perform all actions required to assemble and install 140 Big Ass Fan’s Haiku model fans in B9110 (Count 70) and B10416 (Count 70). All fans will meet the specifications of Page 4, “Haiku 1 Series Fans Technical Specifications.” The Contractor will install the fans directly into the electrical infrastructure of Bldg 9110/ B10416 in accordance with 502d Civil Engineering Squadron guidance. These fans will be installed in the designated locations outlined below. All packaging materials from the facility will be removed by the Contractor upon completion of the project.

2.2. Installation

The contractor shall install the fans at the prescribed quantity in the locations listed below.

The dormitory day room locations are identical in both B9110 and B10416. Dormitories A1-A10 are located on the 2nd floor and dormitories B1-B10 are located on the 3rd floor of bldg. 9110. The classrooms, Heritage Room (B9110)/Room of Honor (B10416), and gym of both B9110 and B10416 are located on the 1st floor and their location may be obtained from each building’s Facility Manager(s).

The contractor shall furnish all tools, equipment materials, and manpower to accomplish the installation of the Big Ass Fans. The contractor shall also remove all packaging materials from JBSA Lackland TX and shall be responsible for any refuse containers needed for trash and packing materials. Last, the contractor shall be responsible for returning the facility to its original state prior to installation and repairing any damage caused by the contractor’s personnel or equipment.

2.3. Delivery

Interaction between the contractor and their personnel with BMT students is prohibited.

The contractor shall be responsible for off-loading items from delivery vehicles and shall provide any additional equipment to accomplish the task. The contractor shall also be responsible for properly protecting the service entrance and flooring of each building in which the items are to be received. The facility is multi-story with no elevator or loading dock available. There are six stairwells available to the two upper floors where the dorm furnishings will be placed.

2.4. Site Program Manager/Point of Contact (POC)

The Contractor shall designate an on-site project manager as the Site POC for their individual projects. The Site POC or alternate(s) shall be available during normal duty hours until project completion. The Site POC shall be the interface for all work site communications with the Government, including quality, safety, and discrepancy matters.

2.5. Entry and Vehicle Control Requirements

Contractor shall comply with AFFARS Clause 5352.242-9000, “Contractor access to Air Force installations” which is hereby incorporated by reference if not otherwise included.

2.6. Testing

The Contractor shall conduct an operational check of all equipment and connections to ensure proper function of the furniture and will make any necessary adjustments/repairs.

2.7. Hours of Operation

The Contractor shall have access to the site from 0730 – 1630 Monday through Friday (excluding weekends (Saturday and Sunday) and federal holidays). The Contractor shall report to the site Facility Manager(s) (of either B9110 or B10416, at whichever work is occurring) at the beginning of each day prior to the start of any work, as well as at the end of each day prior to departing, in order to discuss progress and/or concerns. Anticipated observed holidays during period of performance: None

2.8. Warranty

Manufacturer’s warranties for individual pieces shall be provided along with contact information and operation manuals if any. Installation work is expected to be warrantied as well.

2.9. Site Tour

Upon request, a tour of the facility (by a respective B9110/B10416 Facility Manager) can be conducted to accommodate delivery and installation planning.

3. ACCEPTANCE

Upon completion of the work, the units shall be subject to a final acceptance test performed by the Contractor and the Facility Managers of Bldg 9110 (TSgt Jonathan French/TSgt Joseph Bixler) and Bldg 10416 (TSgt Richard Krotchie/TSgt Lukas Bartels), as well as the 737 TRG Deputy Group Commander, Lt Col Wayne C. Kinsel or their designee.
