ATTACHMENT 1

STATEMENT OF WORK

FOR

CLIN 0001- MILO T180 OR EQUIVALENT

JOINT BASE SAN ANTONIO LACKLAND, TX

13 JUNE 2018

BACKGROUND: This statement of work is relevant to CLIN 0001. IAAFA’s International Force Protection Flight is directly responsible for the development of over 115 student Latin American Special Forces Commandos annually. Their courses are designed to prepare a team or element capable to respond to crisis situations (i.e. active shooter, hostage rescue, barricaded suspect, counter terrorism, VIP protection) in military installations and civil service. They also perform assault training, Close-Quarter Battle (CQB) scenarios; individual and team tactical movement. Currently, this flight uses industrial-age force on force training with simmunitions using a shoot house that does not have the capabilities of changing scenarios or building layout.

With ever changing enemy tactics around the world, it is necessary to incorporate a more modern-age training tool that will create a culture of life-long learning in this high tech world we expect our graduates to participate in.

DELIVERY LOCATION: 2431 Carswell Avenue Building 7356, Room 144 837th Training Squadron/TOS Inter-American Air Forces Academy JBSA-Lackland AFB, TX 78236

PROJECT DESCRIPTION: System must consists of the following:

1. The System shall support three training modes:

1.1. Multi-Screen Video Scenarios (section #2 below)

1.2. Multi-Screen Dynamic Shooting Exercises (section #3 below)

1.3. Multi-Screen Lane Based Targets (section #4 below)

2. Multi-Screen Video Scenarios: The System shall provide multi-screen interactive Video Scenarios as follows:

2.1. Video scenarios with audio included, shall be displayed across each projection screen in the system

2.2. Video scenarios shall be filmed specifically for the projection screen configuration and shall not be comprised of “single screen” videos that are cut/stretched/wrapped onto the screens in the system

2.3. Video scenarios shall be capable of reaction and branching based upon trainee weapon use on any screen at any time. Branching shall be pre-defined by the scenario authoring, and shall be based upon weapon used, timing of shot, and location of shot relative to a target on the screen.

2.4. The System shall be capable of a Trainee action on one screen triggering a response on another screen or on several other screens in the system. For example, a shot fired at a target on screen 1 causes a new target to appear on screen 2 and/or screen 3, etc.

2.5. The system shall allow branching based upon instructor-selected branch options wherever desired, to include:

2.5.1. Immediate branching which occurs when the instructor indicates the desired branch via the software

2.5.2. Queued (next to play) branching which occurs after the current scene or display item

2.5.3. The system shall be capable of branching one screen or all screens at any given time by Instructor action

2.5.4. The system shall not require multiple instructor actions to cause a branch on multiple screens at once.

2.6. The System shall include a minimum of 100 complete interactive, multi-screen video scenarios

2.7. Vendor shall make available a minimum of 10 additional multiscreen scenarios each calendar year the system is under warranty, at no additional cost.

2.8. The System shall include multi-screen video scenarios filmed on location at a USAF flight line, hangar, perimeter, fuel point, CDC, BX, and access gate.

2.9. The system shall include skill builders for SFSTs filmed with USAF Security Forces.

2.10. The system shall include 50+ multi-screen Spanish language branching scenarios.

2.11. The system shall include a UAS skill builder to train proficiency with shotgun-deployed Skynet.

2.12. The system shall provide a chronological, instructor selectable list of the following for scenario session review:

2.12.1. Trainee weapon use indicators, including all hits and misses

2.12.2. Instructor branch selection indicators

2.12.3. Instructor comments or “bookmark” indicators

2.12.4. Weapon empty, failed, enabled and reloaded indicators

2.13. The system shall provide a high definition camera recording of trainees during video scenario training sessions

2.13.1. A real-time preview of the camera shall be displayed on an included LCD monitor at the instructor desk

2.13.2. The video shall be captured and playback of the video/audio shall be available immediately after training

2.13.3. The captured video and session results shall be capable of being saved and reviewed at a later time

2.14. The system shall include necessary hardware and software to allow user to create new interactive multi-screen video-based scenarios with live-action full-screen scenes on all screens, without the required use of pre-generated content, assets nor static background images

2.14.1. All scenario capture, editing and authoring features must be available directly on the training system

2.14.2. Video filming & capture

2.14.2.1. A video camera with minimum resolution of 3840x2160 shall be included with the system

2.14.2.2. Filming and capture of standard, high definition and 4K video shall be possible

2.14.3. Scenario authoring

2.14.3.1. Must support video captured directly on the system and video provided by offline systems

2.14.3.2. Must also support creation of non-video slides with text, images and audio soundtracks

2.14.3.3. Must include ability to edit/alter any scenario delivered on the system

2.15. The system shall include necessary hardware and software to allow user to create new interactive multi-screen video-based scenarios using pre-generated content, assets and static background images as well user-created animations and background images

2.16. The system shall include the ability to detect and track trainee movements without instructor manual input. Trainee tracking requirement, trainee point of view, voice recognition and kinetic tracking of the trainee must be achieved through a device independent of the instructor controlling station.

3. Multi-Screen Dynamic Shooting Exercises. The system shall provide computer-generated graphics applications that have interactive targets in at least the following exercise formats:

3.1. Plate Rack: Typical plate rack spread across all screens

3.2. Random Targets: Targets that appear at random on any of the screens in the system

3.3. Virtual Battle: Animated human characters that move and fire at the shooter

3.4. Target Grid: A grid of shoot/no-shoot targets

3.5. Target Tracking: A moving target across all screens

3.6. Vendor shall make available a minimum of three (3) additional multiscreen computer-generated graphics applications each calendar year the system is under warranty, at no additional cost

4. Multi-Screen Lane Based Targets. The system shall provide real-time computer generated graphics for lane-based shooting as follows:

4.1. Simulation of multiple lanes of static targets

4.1.1. Minimum of 1 target lane per meter width of the screen

4.1.2. At least 25 vendor provided targets

4.1.3. Capability for user-defined targets using any standard image file

4.1.4. Target scoring defined by the user

4.1.5. Software shall scale the target to simulate distances

4.1.6. Software shall record and display all hits and misses

4.1.7. Software shall provide a printable report for the shooter’s performance

4.1.8. Software shall provide accurate external ballistics simulation at simulated distances greater than 100m

4.2. Simulation of multiple lanes of interactive firearms qualification courses shooting

4.2.1. Minimum of 1 target lane per meter width of the screen

4.2.2. At least ten (10) qualification courses provided by vendor

4.2.3. Capability for user-defined targets using any standard image file

4.2.4. Software shall scale the target to simulate distances

4.2.5. Software shall record and display all hits and misses

4.2.6. Software shall provide a printable report for the shooter’s performance

4.2.7. Software shall provide accurate external ballistics simulation at simulated distances greater than 100m

4.2.8. Courses must support a series of information slides and target facings

4.2.8.1. Each information slide must allow user definition of:

4.2.8.1.1. Display Time

4.2.8.1.2. Instructional Text

4.2.8.2. Each target facing must support user definition of:

4.2.8.2.1. Distance of target

4.2.8.2.2. Display time of target

4.2.8.2.3. Maximum number of shots

4.2.8.2.4. Scoring

4.2.9. Courses shall permit both lockstep operation where all lanes proceed through a course together AND individual progress mode where each lane can progress through a course independently of other lanes

5. The system shall support weapons and devices as follows

5.1. A minimum of eight (8) simultaneous, uniquely identified laser weapons in scenario training modes

5.1.1. Each trainees shall have up to two (2) laser weapons assigned to them, plus a flashlight, plus a baton

5.1.2. The system shall support unique identification of all laser weapons assigned to all trainees

5.2. The system shall support lasers for both firearms and less-lethal weapons

5.2.1. Laser devices shall comply with international ANSI standards and shall be classified as eye safe

5.2.1.1. Suppliers shall provide evidence supporting laser classification

5.2.2. Laser devices shall be available for the following use cases:

5.2.2.1. Dryfire training, without permanent modification to the firearm and without simulated recoil

5.2.2.2. Recoil training, without permanent modification to the firearm and WITH simulated recoil

5.2.3. Available less lethal laser devices shall minimally include:

5.2.3.1. Taser M26, X26, XREP simulation weapon and matching simulation laser

5.2.3.2. OC/Mace/Pepper Spray simulation laser weapon with thumb and trigger activation models

5.2.3.3. Less-lethal chemical projectile weapons

5.2.4. The system shall provide recoil conversion kits for both pistols and rifles and shall operate as follows:

5.2.4.1. Fit into unmodified firearm and no permanent modification to the weapon shall be necessary

5.2.4.2. Operate from CO2 or other compressed gas (for example, a CO2 Cannister)

5.2.4.3. Allow removable and replaceable magazines

5.3. The system shall provide lowlight training with multiple flashlights

5.3.1. The flashlight feature shall be selectable (on or off) at the beginning of each training session

5.3.2. The flashlight feature shall be available on all screens whenever enabled for the session

5.3.3. The opacity (darkness) of the areas on the screen unlit by flashlight shall be adjustable by the instructor

5.3.4. Use of the flashlight feature must not reduce the number of possible laser-based weapons

REQUIRED SYSTEM COMPONENTS

6. The system shall include all necessary hardware to implement and enable all features described under the “Required System Components”

7. General software requirements

7.1. Shall operate on a currently shipping Microsoft Windows operating system (i.e.Windows 10)

7.2. Shall include software for editing and display of Microsoft Office format documents

7.3. Shall include vendor provided simulation training software

7.4. Shall include vendor provided scenario design software

8. The system shall include at least the following components:

8.1. QTY of one (1) Borderless projection screen solution setup to create a halfhex arrangement with 120 degree internal angle of deflection from each screen to the next (see Illustration 1)

8.1.1. Each screen surface shall be at least 120in (205cm) wide and 77in (195cm) high

8.1.2. There shall be more than .5” (1cm) gap between any of the adjacent screen surfaces

8.2. All computers provided shall meet at least the following specifications:

8.2.1. Intel Core i7 Quad Processor 4.0Ghz or higher

8.2.2. 16GB accessible system memory (operating system must be 64 bit)

8.2.3. nVidia dual-head video display adapter with minimum 2GB on-board memory

8.2.4. QTY of one (1) solid state internal hard drive for operating system – minimum 200

GB

8.2.5. QTY of one (1) solid state internal hard drive for storage of content – minimum 1

TB

8.2.6. Capable sound card: 2.0 & 5.1

8.2.7. QTY of two (2) of 10/100/1000 wired internal network adapter

8.2.8. Include USB 2.0 and USB 3.0 connections

8.2.9. Minimum 22” LCD display

8.3. QTY of three (3) High Definition Video Projectors each with:

8.3.1. 1280x720 native resolution or higher

8.3.2. Short-throw configuration

8.3.3. Minimum 2500 lumens

8.3.4. HDMI or DVI input

8.4. QTY of one (1) Theater 180 detection system with:

8.4.1. Dedicated camera(s) for laser weapon detection

8.4.2. Dedicated camera(s) for flashlight detection

8.5. QTY of one (1) Theater 180 sound system with

8.5.1. Adequate speaker configuration to provide directional sound

8.5.2. Minimum of 1000 peak watts

8.5.3. Each speaker to have a minimum of 1qty 10” woofer to provide adequate low end sound effects

8.5.4. Adequate speaker wire for fixed installation

8.6. Additional Instructor/Operator’s station equipment shall minimally include:

8.6.1. QTY of one (1) Rackmount cabinet on wheels with enough rack space for all rackmount configured computer(s), audio devices, power back up and/or distributors, signal extenders, peripheral devices, and any other required rack mount system components

8.6.2. QTY of one (1) of 2000 watt power conditioner and backup

8.6.3. QTY of two (2) of 21” or greater LCD screen monitor with 1920x1080 resolution

8.6.3.1. One for instructor software controls

8.6.3.2. One for real-time view of trainee recording camera

8.6.4. QTY of one (1) desk of suitable size and design for customer location and required system equipment

8.7. All required cabling and mounts for fixed installation of all equipment

8.8. Weapon solutions as follows:
