Questions/Answers

Contractor Questions and Government responses are below.
Contractor Question 1: Is this a new requirement?
Government Response: Yes
Contractor Question 2: Who is the incumbent?
Government Response: No incumbent.
Contractor Question 3: What is the current contract value? (If an incumbent exist)
Government Response: No current contract is in place.
Contractor Question 4: Inclusion of FAR Clause 52.222-41 along with the Wage Determination for Texas indicates that the Service Contract Act implies to this requirement. Can you please confirm that SCA applies? Also, if SCA applies, what Labor Category does the Government require or expect bidders to propose for this effort? The work cited in the PWS could be assigned to multiple labor categories to include: Administrative Assistant, General Clerk series (I, II or III), Personal Assistant series (I, II or III) or Secretary Series (I, II or III). There is a big variation in skill sets tied to each as well as compensation for each. Left to their own solution it’s conceivable that bidders may propose the lowest labor rate labor category. Is that the Government's desire or expectation?
Government Response: SCA applies; 01020- Administrative Assistant
Contractor Question 5: Since the SCA applies, that would also mean Executive Order 13706 (paid sick leave) applies. The solicitation states that productive hours 1920. However, if paid sick leave applies than productive hours would equal 1864. The result of:
o 2080 total hours (40 hours per week) o 80 hours paid Federal Holidays (10 holidays) o 80 hours paid time off (PTO) o 56 hours paid sick leave (EO 13706) o 216 hours non-productive time off 2080 total hours = 1864 productive hours.
o Please advice if 1864 or 1920 applies.
Government Response: 1920 hours; sick leave hours not automatic so not included. However, the government understands that productive hours could be reduced to 1864 if maximum sick leave hours are taken.
Contractor Question 6: Can you please provide the qualifications of the 1 Full time resource needed for this solicitation? (e.g. degree level, education, number of years of experience needed, etc.)
Government Response: Refer to Performance Work Statement (PWS) Section 1.3.6.
Contractor Question 7: Please confirm whether a resume is required with the proposal submission?
Government Response: No.
Contractor Question 8: Will the 1 FTE resource need to have a public trust clearance or higher (e.g. Secret, Top Secret)?
Government Response: Refer to PWS Section 1.3.4.
Contractor Question 9: RFP Page 9, para 4.1, Paragraph 6; This paragraph states “Supply costs and associated General and Administrative (G&A) costs plus profit or fees, should be included in the unit price.” Is the contractor to infer that contractor allowable Other Direct Costs in support of the PWS requirements are to be included in the FFP CLIN cost shown in Section B, Schedule?
Government Response: Yes
Contractor Question 10: RFP Page 11, Sub-Factor 1, Management Plan, Standard; This RFP references in part to “…tasks delineated in the PWS”. There are no tasks delineated in the PWS.
There are only “Description of Services” in the PWS that describes the services the contractor personnel are required to perform. Please delete the reference to tasks and replace with description of services as shown in the PWS in order to align the PWS requirements as written with the RFP method of evaluating the contractor proposals
Government Response: Reference Sub-Factor #1 – Management Plan under standard
Paragraph: “accomplish tasks delineated in the PWS”. The term tasks is defined as services and duties as listed in the PWS under “Description of Services”.
Contractor Question 11: In addition, in the following sentence shown under Sub-Factor 1, “The plan should provide evidence of knowledge and capability as defined in the solicitation.” We request the Government specify where in the Solicitation “capability” is defined. There does not appear to be any definition in the solicitation to include PWS of the desired contractor “capabilities”. Since Past Performance information is not requested under FAR 52.212-1, the Government may want to consider adding a Past Performance submission requirement or a Corporate Capability sub-factor requirement to address capabilities as used in the solicitation
Government Response: Contractors management plan should define how they will approach the
Recruitment and Validation of Candidates Credentials and Replace Vacant Positions in a Timely
Manner. In addition the government does not contemplate requiring a pass performance submission.
Contractor Question 12: PWS- General Comment: Recommend the Government add page numbers to the PWS for ease of reference in the pre-award and post-award phase of this acquisition.
Government Response: Noted. In subsequent contract awards page numbers will be defined.
Contractor Question 13: PWS- General Comment, Deliverables: There is no deliverables table in the PWS, yet, there are numerous deliverables the contractor will be required to submit (reference PWS 1.14 & 1.1.5). In order to eliminate any potential disputes regarding specific deliverable requirements such as type, quantity, frequency and delivery dates, recommend the Government add a Deliverables Table to the PWS identifying specific deliverables along with the deliverable quantity, frequency, ship to address and means of deliverables such as hard copy or electronic copy.
Government Response: No deliverables required.
Contractor Question 14: PWS 1.1 & 1.1.1, Visits; Please confirm there is no contractor travel outside of the San Antonio area (within 50 miles of downtown San Antonio). If this is not the case, please specify the number of trips, duration and trip destinations
Government Response: No contractor travel outside San Antonio area.
Contractor Question 15: PWS 1.1.2, Receptions; Regarding Planning, Coordinating and
Implementing Ceremonies as sown in PWS 1.1.2, please confirm the contractor will not be required to incur any costs for hoteling, catering and other commercial hotel or Government
NAF facilities in support of the Planning, Coordinating and Implementation of the Ceremonies covered under PWS 1.1.2
Government Response: No additional costs will be incurred.
Contractor Question 16: PWS Paragraph 1.3, Quality Control; Given the reduced proposal prep time to submit this proposal, recommend the requirement for the contractor to submit a Quality Control Plan with their proposal be changed to ONLY include the submission of a Quality Control Plan “Outline” or the “Table of Contents” of their QCP as opposed to submission of a complete Quality Control Plan.
Government Response: The requirement for a quality control plan submission remains as stated in RFP.
