Presolicitation Notice: FA301618R0051 9 April 2018

This notice is posted in accordance with FAR 5.2 and 36.213-2.

This acquisition is set aside – HUBZone Small Businesses Competitive, prior to the closing date of the solicitation.

The NAICS code is 237310 and the Size Standard is $36.5M. The PSC Code is Z2LB.

In accordance with FAR 4.1102 and DFARS 252.204-7004, Alternate A, System for Award Management (SAM), contractor must be registered in SAM prior to award. Offerors may obtain information on registration at https://www.sam.gov.

SOLICITATION NUMBER: FA301618R0051

RPR-Repair Wilderness Trail; Project Number JBSF11-0004. The contractor shall complete pavement work that includes demolition of the existing 16-foot wide asphalt road down to the subgrade, lime stabilization of the 24-foot wide subgrade, installation and compaction of the 24-foot wide base course, installation of new 24-foot wide asphalt pavement, restoration/relocation of historical headwalls/culverts, replacement of old culvert pipe with new pipe and mill and overlay of existing road.

The location of work will be on Joint Base San Antonio – Camp Bullis, Texas.

The 502D Contracting Squadron, Joint Base San Antonio Texas intends to award a firm fixed price contract with a 270 day period of performance.

IAW FAR 36.204 (f) The estimated magnitude of the entire contract is between $1,000,000 and $5,000,000.

NOTES:

1. The solicitation with the official specifications and drawings will be available on or about 25 Apr 2018, at http://www.fbo.gov, The tentative date for receipt of proposals is 23 May 2018. The period of performance is 270 calendar days.

2. Hard copies of the solicitation will not be provided. You may, however, download and print the file from the web site www.fbo.gov.

3. There is no fee for this solicitation.

4. Contractors shall be capable of securing bonding for the total proposed amount.

5. Contractors that are Debarred, Suspended, or Proposed for Debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with these contractors.

7. "Notice to Offeror(s)/Supplier(s): Funds are not currently available for this project which represent programmed/validated requirements. No award will be made under this solicitation until funds are made available. The Government reserves the right to cancel this solicitation, either before or after the closing date and there shall be no legal liability on the part of the Government to include liability for contractor’s proposal costs."

The current status is Pre-Solicitation and it is a Category Z - Maintenance, repair, and alteration of real property program.
