PERFORMANCE WORK STATEMENT (PWS)

FOR CUSTODIAL SERVICES AT THE

BASIC MILITRARY TRAINING

PFINGSTON RECEPTION CENTER

1.1. DESCRIPTION OF SERVICES. The contractor shall provide non-personal services to include all management, tools, equipment, supplies, and labor necessary to ensure that custodial services are performed at the Basic Military Training Pfingston Reception Center (B6330), Joint Base San Antonio

(JBSA) Lackland in a manner that will maintain a satisfactory facility condition and present a clean, neat and professional appearance. The contractor shall clean, install sealant and polish the entire lobby

Terrazzo floor and auditorium tile floor surfaces and cleaning of the Chief’s Room carpet, in order to meet the requirements of this PWS and the Service Delivery Summary (SDS). Cleaning frequencies are established in Appendix A, Headquarters (HQ) Air Education Training Command (AETC)

Custodial Standards. Facility cleaning levels and estimated square footage are established in

Appendix B, Estimated Custodial Square Footage by Cleaning Levels. Facility drawings illustrating areas requiring custodial services are established in Appendix C, Floor Plans and Maps. All work performed by the contractor shall be performed in accordance with (IAW) all applicable laws, regulations, HQ Air Force (HAF), HQ AETC standards, instructions, and commercial practices.

1.2. Facility Cleaning Services:

1.2.1. Non-Carpeted Floors (Hard Floors: Terrazzo Floor, Vinyl Tile, etc.). Maintain hard floors free of grit, soil, dust, scuff and heel marks, stains, spills, debris, litter and other foreign matter by effective routine cleaning. Accomplish cleaning using the most appropriate method (vacuum, sweep, dust mop, damp mop, spot clean, machine scrub, etc.) and with cleaning solutions for the specific floor type. After cleaning, ensure floor surfaces, including grout, have a uniform, clean appearance without streaks, swirl marks, detergent residue, or any evidence of soil, stain, film and standing water. Clean baseboards, corners, and wall/floor edges. Move chairs, trash receptacles, and other easily moveable items in order to clean floors underneath these items, and return them to their original and proper position after cleaning. Any spill shall be removed by approved methods or other commercially accepted practices as soon as noticed or reported.

1.2.2. Carpeted Floors. Maintain carpets free of soil, dirt, debris, litter and other foreign matter by effective routine vacuuming. Remove any spots and/or spills utilizing the carpet manufacturer’s approved methods or other commercially accepted practices as part of the regular day-to-day cleaning service. All tears, burns, and raveling shall be brought to the attention of the facility manager as soon as noticed. Clean all area and throw rugs. Clean baseboards, corners, and wall/floor edges. Move chairs, trash receptacles, and other easily moveable items in order to vacuum floors underneath these items, and return them to their original and proper position after cleaning.

1.2.3. Stairways/Ramps. Clean all floor surfaces as appropriate. Maintain stair guards, handrails, wall caps and baseboards free of grease and grime. Remove all marks, dirt, smudges, scuffs, and other foreign matter from adjoining stairwell walls, up to 72 inches height from stair tread level, maintaining a clean, uniform appearance.

1.2.4. Clean Floor (Walk-Off) Mats. Vacuum and/or clean interior and exterior floor mats. Maintain mats free of all visible lint, litter, debris, soil and other foreign matter. Remove soil and moisture from underneath mats, and return them to their proper position.

1.3.Periodic Cleaning Services: Services performed on a monthly, quarterly, semi-annual, annual basis. Periodic cleaning services will not be performed for Level 2 Basic unless CLINs have been negotiated, funded and a work order is provided to the contractor by the COR. Strip and wax these floors on a semi-annual basis, after operating hours.

1.3.1. Periodic Hard Floor Maintenance. Clean, scrub, seal, buff, polish, wax, and strip floors as required for the appropriate surface to maintain, protect, and ease normal routine floor cleanings. After periodic maintenance, ensure floor surfaces to include grout has a uniform, clean appearance without streaks, swirl marks, detergent residue, or any evidence of soil, stain, film and standing water. Move chairs, trash receptacles, and other easily moveable items in order to clean floors underneath these items, and return them to their original and proper position after the floor surface has dried.

1.3.2. Periodic Carpet Restorative Cleaning. Deep clean carpets in order to remove embedded soil from carpet fibers. Employ an effective technique and/or method to address soil suspension, soil extraction and drying. Ensure after deep cleaning, the carpeted area shows an improvement in visible appearance. Contractor shall advise COR if carpet is worn beyond the point of restoration. Remove all cleaning solutions from baseboards, furniture, trash receptacles, chairs, and other similar items.

Move chairs, trash receptacles, and other removable items to clean carpets underneath, and return them to their original location after the carpet has dried.

1.4. Miscellaneous Requirements:

- Turn off unnecessary lights

- Report fire and safety hazards/conditions to the COR immediately

- Report items in need of repair to the COR as soon as possible upon discovery but no later than 24 hours from discovery

- Turn in lost and found articles to the COR

- Notify COR when unauthorized or suspicious persons are seen on premises

- When entering any facility or area after it has been secured, enter through one door and lock the door behind them. Secure facilities or areas at all times, including the period when work is being performed. Upon completing work in a facility or area, ensure all doors and windows that were secured upon arrival are closed and secured upon departure

- Display the appropriate caution signs when cleaning floors or any other surface that might pose a risk of injury for any personnel that are present

1.5. Unscheduled Requirements. Unscheduled services may be required. Allowable reasons include, but are not limited to, unexpected accidents or occurrences which create health or safety issues, inconveniences, or disruption of work which justify supplemental non-scheduled service. The

CO will advise the contractor of the specific work required to meet immediate need. Upon notification of an unscheduled requirement, the contract manager will respond within one (1) hour to meet with the CO or COR to initiate services. Work should not be requested for more services than needed to integrate with regular schedule services. The Contractor shall provide an estimate of work needed and a proposed work schedule to the COR, and the CO. Unscheduled services shall be approved by the

CO prior to starting work. When the requirement for this service is established, the contractor shall provide to the COR, and CO the name and phone number of a team lead who will be responsible for accomplishing the service. The contractor shall proceed when provided notice to proceed from the

CO, or COR citing CO approval. The square foot price will be in accordance with Level 2 line items for corresponding services.

2.1. SERVICE DELIVERY SUMMARY (SDS): The contract service requirements are summarized

(see Table 1 – SDS) in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The SDS and the contractor’s Quality Control Plan provides information on contract requirements, the expected level of contractor performance and the expected method of Government surveillance and confirmation of services provided. These thresholds are critical to mission success.

Contract terms and conditions regarding inspection and acceptance will be used to remedy all deficiencies. During the initial 30 days of the contract, two additional errors on each task shall be allowed in an effort to identify normal phase-in problems, except for any periodic cleaning service.

All customer complaints must be validated by the COR. Invalid complaints are not counted against contractor performance.

NOTE: Valid Defect - A service that does not meet the requirements of the PWS, which may be found during a government inspection or reported on a valid customer complaint form or a combination of the two for each category. Multiple defects may be found during one inspection or reported on one valid complaint.

2.2. Quality Control: The contractor shall develop and maintain a quality control program to ensure custodial services are performed IAW commonly accepted commercial practices and services identified in this PWS. Develop and implement procedures to identify and prevent non-performance and continual repeat of defective service. Contractor shall develop quality control procedures addressing the areas identified in Table 1.

2.3. Quality Control Plan (QCP): A written QCP shall be submitted to the CO within ten business days of award of contract. The QCP shall specifically address the contractor’s strategy to provide quality workmanship, continual process improvement and for correcting deficiencies as required. Any changes after initial QCP submission need to be accepted by the CO prior to implementation.

2.4. Quality Assurance: The COR shall inspect and evaluate the contractor’s performance to ensure services are IAW requirements set forth in this contract. The COR will use a locally developed inspection report to record validation results. Results of the validation then become the official Air

Force record of the contractor’s performance. The COR shall be responsible for initially receiving, validating and recording customer complaints. When the contractor performance has not been acceptable, the COR will annotate the inspection report and notify the contractor’s Quality Control

Inspector (QCI). The service shall be re-performed by the contractor and re-inspected by the COR.

The contractor QCI shall sign the inspection report, annotate corrective action and return to the COR within 24 hours.

2.5. Performance Assessment.

2.5.1. Periodic Inspections. This method requires the COR to employ a “spot check” style of evaluation based on the contractor’s incorporated Cleaning Frequency Schedule (CFS) IAW PWS paragraph 4.17. Periodic validations will be conducted on a scheduled basis (daily, weekly, monthly, quarterly, semi-annual or annually) and may be adjusted, based on quality trends. The CFS shall be used as the basis for the COR to schedule inspections. Any unsatisfactory inspection (defect) result shall be recorded on a locally developed inspection report, and the contractor shall re-perform the service after notification within two hours.

2.5.2. Customer Complaints. The COR will receive and investigate complaints. The COR shall be responsible for initially validating customer complaints. The CO shall make final determination of the validity of customer complaint(s) in cases of disagreement between the COR and the contractor.

Validated customer complaints shall be re-performed within two hours of notification.

2.5.3. Remedy for Exceeding Performance Threshold. Exceeding the performance threshold of these performance objectives, in any combination for any two, or more consecutive or non-consecutive months during a contract period shall constitute an immediate Progress Meeting with the Multi-functional Team. All remedies shall be IAW the FAR 52.212-4 (a), Contract Terms and Conditions -

Commercial Items, Inspection/Acceptance. When services are re-performed by the contractor it allows the contractor to be paid for the service, however, it does not invalidate the customer complaint or inspection/surveillance by the COR.

2.6. Periodic Progress Meetings. The CO, COR, other Government personnel as appropriate, and the contractor shall meet periodically to discuss the contractor’s performance. The following issues shall be discussed: opportunities to improve the contract, any modifications required of the contract, unsatisfactory inspections and valid customer complaints against each performance objective observed, and steps taken by the contractor to prevent occurrences in the future. The contractor shall provide a summation of unsatisfactory inspections and customer complaints and provide insight into any identified trends. The minutes of these meetings will be prepared by the Contract Administrator, signed by the CO with appropriate coordination, distributed to the Functional Director, COR and the contractor. Should the contractor not concur with the minutes, the contractor will provide a written notification to the CO within 2 calendar days of receipt identifying areas of non-concurrence for resolution.

2.7. Government Remedies. The contracting officer will act IAW with terms and conditions established in the resultant contract for contractor’s failure to perform satisfactory services or to correct non-conforming services.

3.1. GOVERNMENT FURNISHED PROPERTY AND SERVICES

3.2. Government Furnished Facilities. No Government facility will be provided for performance of this contract. Contractor shall provide their own facility/office off the premises of this installation and within the metropolitan area to conduct business, store supplies and equipment.

3.2.1. Janitorial Closets. Janitorial closets will be available in the facility for use by the contractor, without cost, for the purpose of storing materials and equipment, excluding flammable materials.

The contractor will be required to maintain odorless and clean closets. Closets shall be free of clutter and debris. Cleaning supplies and tools shall be stored and organized in such a manner as to allow easy access and movement in closet. Closets provided for janitorial service use shall be locked if locks are available. The Government will not be responsible for contractor’s stored supplies or equipment kept in the building or janitor’s closets or for the contractor’s employees’ personal items.

3.3. Government Furnished Supplies and Equipment: The Government shall be responsible for furnishing all trash containers for individual use, common areas and for the centralized locations at each facility.

3.4. Government Furnished Utilities. The Government will furnish electricity, water and sewage service as necessary for accomplishment of work IAW this contract.

3.4.1. Utility Conservation. The contractor shall adhere to all base level utility conservation practices or requirements. The contractor shall be responsible for operating under conditions that prevent waste of utilities.

3.5. Government Telephone Service. The contractor shall not use the government telephones for personal reasons or for any toll or long distance calls.

3.6. Security, Fire and Medical Services. The Government will provide police and fire protection.

In the event of a medical emergency, base ambulance service (if available) can be used for transporting an injured employee to a local hospital on a cost reimbursable basis.

3.7. Solid Waste Collection and Disposal. The contractor shall use existing bulk refuse containers to dispose of trash or solid waste generated from accomplishment of services detailed in this PWS.

The contractor shall adhere to all base level recycling programs.

4.1. GENERAL INFORMATION.

4.2. Hours of Operation. Perform the services required under this contract during the following hours. The contractor is not required to perform services on Federal Holidays.

4.2.1. Normal Facility Hours. Hours of operation are 7:30 am through 4:30 pm. The contractor may find it necessary to deviate from the normal base hours of operation, to ensure a timely completion of work under this PWS at no additional cost to the Government.

4.2.2. Facility Hours of Operation. Perform floor and carpet cleaning, and periodic cleaning services under this contract during the following shift hours. Under periodic cleaning services, buffing floors, floor maintenance and shampooing carpets shall be accomplished during the Night Shift, or

Late Night Shift.

Night Shift - Monday-Friday, 4:30 pm through 12:30 am

Late Night Shift - Monday-Friday, 12:30 am through 7:30 am

4.3. Recognized Federal Holidays:

New Year’s Day - 1 January Martin Luther King Jr. Day - 3rd Monday in January

President’s Day - 3rd Monday in February Memorial

Day - Last Monday in May

Independence Day - 4th July Labor Day - 1st Monday in September

Columbus Day - 2nd Monday in October

Christmas Day – 25th December

If these holidays fall on Saturday, the preceding Friday will be observed. If these holidays fall on

Sunday, the following Monday will be observed. If a holiday falls on a scheduled service day, the contractor shall be responsible for rescheduling services for the first day post the holiday observance.

4.4. Base Closures. Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, shall be coordinated with the COR and accomplished as soon as possible after reopening the base.

4.5. Performance of Service during Crisis or Heightened Security. In the event of a crisis or heightened security the CO may direct the suspension/continuance of services on a case-by-case basis.

The contractor shall be responsible to perform those services identified in Appendices A and B during crisis situations.

4.6. Contractor/Employee Base Pass and Identification, Special Clearances and Vehicle Passes.

The contractor shall comply with all requirements and procedures IAW AFFARS 5352.242-9000, Contractor Access to Air Force Installations. All documentation shall be submitted at the pre-performance conference and as changes occur.

4.6.1. Anti-Terrorism: As a prelude and during the performance of any contract, it is critical that the contractor and any subcontractors be supportive of all DOD requirements to protect personnel, their families, installations, facilities, information and other resources from terrorist acts. The contractor and any sub-contractors are required to obey all orders from Security Forces, and participate in and adhere to all security measures implemented during exercises, or real-world Force Protection

Condition changes (security posture changes). Contractor personnel shall be alert for any suspicious activity, packages or items observed on the installation. If any situation appears to be suspicious, immediate actions must be taken to properly notify base security forces at 210-671-2018. Contractor must ensure that contractor personnel and vehicles are strictly controlled during performance of duty.

Contractors are encouraged to contact the JBSA Lackland Anti-terrorism Office at 210-671-5927 for information regarding the installation Anti-Terrorism Program.

4.7. Hazardous Materials (HazMat). The Contractor shall furnish a listing of all cleaning and restroom supplies utilized during the contract period to the COR not later than the pre-performance conference for acceptance by the COR. After award, any new cleaning supplies added to the contract will need acceptance before being used on the installation. The contractor shall be responsible for the proper disposal of all their cleaning supplies. A Safety Data Sheet (SDS) shall be provided for each cleaning and restroom supply item and must be submitted by the contractor not later than the pre-performance conference. Failure to provide SDSs when requested could result in the contractor being considered non-responsive and result in termination of the contract.

Contractor shall have approval from the Installation HazMat Office prior to using and storing and hazardous materials. The contractor shall identify these materials and products on a Contractor Usage form provided by the Installation HazMat Office.

The listing shall contain the following information:

- Product name

- Manufacturer

- Size of container

- Item use

4.7.1. HazMat Handling. The contractor shall maintain a copy of the Safety Data Sheets (SDS) for each hazardous material line item used within the work center and post a copy in the janitor’s closets for all stored cleaning products. The contractor shall not use products that are, or contain, Toxic 17 chemicals, Extremely Hazardous Substances (EHS), Ozone Depleting Substances (ODS), CFCs or

Persistent Bio accumulative and Toxic (PBT) chemicals. Any Hazardous Material (HM) containing one of these banned substances will not be allowed on the installation. Employees shall be trained by the contractor on the proper use and disposal of each item.

NOTE: Products containing chlorofluorocarbons (CFC’s) or ozone depleting substances shall not be allowed or approved for use.

4.8. Spill Response. The contractor is responsible to clean up any incidental spills. The contractor is responsible to report a spill that cannot be cleaned up by shop personnel without injury or illness to personnel by calling 911. In the event that it is necessary to utilize government material, equipment or personnel to clean up a contractor caused spoil, the contractor shall be required to reimburse the government for all associated costs.

4.9. Traffic Laws. The contractor and all employees shall comply with base traffic regulations.

4.10. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned or privately owned vehicle while on JBSA Lackland.

4.11. For Official Use Only (FOUO). The contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.

4.12. Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, Contractor personnel, resources, and classified or unclassified defense information.

4.13. Physical Security. The contractor shall be responsible for safeguarding all Government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.

4.13.1. Additional Security Requirements.

The contractor will comply with DoD Standard 22/Force Protection Condition Measures, DoD

Standard 25/Level I-AT Awareness Training, and associated tasking contained in AFI 10-245, Antiterrorism (AT) standards.

4.14. Contract Manager. The contract manager or alternate shall be available during normal duty hours to meet on the installation within 1 hour with the Government personnel designated by the CO to discuss problem areas. The contractor shall provide the CO and COR telephone number(s) where validation results and complaints can be reported. The contractor shall also provide to the CO the names and telephone numbers of contractor POCs for after business hours including nights, weekends, and holidays. This information shall be kept updated by the contractor whenever personnel changes occur. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to the daily operation of this contract.

4.15. Personnel. Contractor personnel shall present a neat appearance. Contractor personnel shall be easily recognizable while on the installation in conjunction with this contract. This shall be accomplished through the wear of distinctive clothing, overcoats, or hats, bearing the company name or logo. The coloring or design of the items selected should be such that it identifies personnel easily and quickly for reasons of safety and personal protection. The Government is authorized to restrict the employment under the contract of any contractor employee or prospective contractor employee, who is identified as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.

4.16. Key Control. The contractor shall establish and implement methods of making sure all keys/combinations issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the Government.

The contractor shall immediately report to the either the COR or CO any occurrences of lost or duplicated keys. In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the CO, to re-key or replace the affected lock or locks without cost to the Government. The Government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due to the contractor.

In the event a master key is lost or duplicated, the Government shall replace all locks and keys for that system, and the total cost will be deducted from the monthly payment due to the contractor.

4.17. Schedules. The Contractor shall submit an annual schedule for services described in the PWS and Appendices to the CO and COR for acceptance at the pre-performance meeting, identifying approximate time cleaning will occur. The contractor shall be allowed 30 calendar days to adjust work schedules based on inspections, use, traffic, special requirements identified in PWS paragraph 4.1., minimum frequencies listed in Appendix A and with facility managers as appropriate. This second work schedule shall be submitted to the CO and COR for acceptance within 10 days after the first contract month period and shall be known as the Cleaning Frequency Schedule (CFS). Any permanent changes to the CFS must be submitted 10 calendar days before implementation and receive CO and COR acceptance before the Government will allow the proposed changes. The CFS may be submitted electronically using a file format compatible with Government software programs such as "Microsoft Office" software.

4.17.1. Schedule Changes. One time (non-permanent) schedule changes due to customer requests or base exercises shall be submitted to the COR and do not require CO approval.

4.18. Contract Modifications

4.18.1. Existing Facility Floor Plan Changes.

Modifications for a price increase or decrease to the contract shall only be made when the overall identified “cleaning area” square footage, as identified in Appendix B, of t h e facility increases or decreases or a frequency of cleaning service changes. Modification unit pricing shall be implemented as identified in paragraph 4.18.3, below.

4.18.2. New Facility and/or New Facility Addition.

Modifications for a price increase to the contract shall only be made when an addition to the facility is officially added to the contract and identified in Appendix A and B, with all information agreed upon. Modification unit pricing shall be implemented as identified in paragraph 4.18.3, below.

4.18.3. Modification Unit Pricing. Any modifications to the contract shall be based on the negotiated unit price for that particular Contract Line Item Number (CLIN) (based on level of service, square footage, etc.). The Contractor’s annual bid price for each bid schedule contract line item under Levels

1, 2, and 3 services shall be divided by the total square footage of that particular category as identified in

Appendix B (total of restroom column sf - for restroom $/sf; total of carpet and hard floor columns sf

- for basic cleaning $/sf and for periodic cleaning $/sf). The resultant figures represent distinct prices per square foot per year ($/square foot per year) one for each type of cleaning service and shall be used for modifications stated above. The overall custodial cost per year for a particular facility would then be addition of the two figures multiplied by the appropriate square footages as identified in Appendix B. The modification unit pricing shall be calculated upon contract award and then recalculated at the beginning of each option period. Those figures shall be used for any modifications throughout each contract performance period.

4.19. Contracting Officer (CO) and Contracting Officer Representative (COR). The CO will appoint a primary and alternate representative for management of the day to day activities of the contract. The identity, title, and authority of this representative will be provided in writing to the contractor after contact award.

4.20. Safety Requirements and Reports. The contractor shall perform work in a safe manner as required by OSHA Safety and Health Requirements. Provide a verbal report to the COR as soon as possible of each occurrence of damage to Government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact. Provide a completed copy of required

Accident Investigation Reports to the CO within five calendar days of each occurrence.

4.21. Smoking in AF Facilities. Contractors are advised that the AF has placed restrictions on the smoking of tobacco products in AF facilities. AFI 40-102, Tobacco Use in the Air Force, outlines the procedures used by the commander to control smoking in our facilities. Contractor employees and visitors are subject to the same restrictions as government personnel. Smoking is permitted only in designated smoking areas.

4.22. Joint Base San Antonio (JBSA) Traffic Code. All applicable Traffic Codes will be enforced and apply to all personnel operating vehicles on a JBSA installation. The governing instruction for all

4.23. Cell Phone Usage. Contractors are advised that DoD Instruction (DoDI) 6055.04 prohibits cellular telephone usage when approaching, entering or exiting any installation gate. Cell phone usage by drivers on installations is prohibited in moving vehicles unless used with a hands-free device. The installation Security Forces Squadron (SFS) is strictly enforcing this regulation. Those found in violation of this regulation are subject to be ticketed.

4.24. Base Fire Prevention Program. The contractor will be required to comply with the applicable

Fire Prevention Program, for JBSA Lackland the applicable directive is AFI 91-203. Contact the

Contracting Office for a copy of AFI 91-203.

4.25. Security Requirements For Unclassified Solicitations And Contracts

A. Base Entry and Vehicle Control Requirements. Contractor shall comply with AFFARS Clause

5352.242- 9000, “Contractor access to Air Force installations” which is hereby incorporated by reference if not otherwise included. Contractor personnel shall comply with all on-base traffic laws.

Background investigations will be conducted by the government at no additional cost to the contractor on all contractor personnel prior to issuance of any base pass.

B. Installation Access. Criminal History Check will be conducted on all prime/subcontractor employees requiring base access. The contractor shall provide the Contracting Officer and the

Information Protection Office a current list of employees needing access within 3 working days after receiving award or Notice of Award. The list shall include employee’s name, date of birth, social security number, state driver’s license/state ID number and state of issue. Notifications of contractor employee additions and deletions shall be provided with the same information listed above and within

3 working days. Within 10 business days after receipt of the list the Government will notify the

Contractor that installation access passes are available for those employees clearing the criminal history check. The duration of any pass issued will not exceed one year or the duration of the contract, whichever is shorter. This process will be repeated at the exercise of any option period.

C. Government Data. The Contractor shall manage all data created for Government use or legally controlled by the Government, in support of the functional activity or required by AF publication, IAW with the records management procedures in Air Force Instruction (AFI) 33 - 322, Records

Management Program, Air Force Manual (AFMAN) 33-363, Management of Records, and the Air

D. Reporting Requirements. The contractor shall comply with AFI 71-101, Volume 1, Criminal

Investigations and Volume-2, Protective Service Matters and AFI 31-401 (Chapter 8). Contractor shall report to Security Forces any information or circumstances which may pose a threat to DOD or contractor personnel, resources, or DOD information.

E. Freedom of Information. The contractor shall not respond to any Freedom of Information Act request or release any information in response to a Freedom of Information request. Any request for information received by the contractor under the Freedom of Information Act will be referred to the

Contracting Officer.

F. Physical Security. The contractor shall comply with Force Protection Condition (FPCON) procedures, Random Antiterrorism Measures (RAMS) and local search/identification requirements.

The contractor shall safeguard all government property, including controlled forms, provided for contractor use. At the close of each work period, government training equipment, ground aerospace vehicles, facilities, support equipment, and other valuable materials shall be secured.

G. Key Control. The contractor shall safeguard all keys issued by the government and ensure they are used only by authorized contractor personnel. The contractor shall not duplicate issued keys and shall report lost keys to the contracting officer immediately. The contractor will be charged for lost keys, re-keying, and lock replacement as applicable.

H. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately-owned vehicle while on JBSA.

I. Contractor Personnel Conduct The contractor will ensure that its employees conduct themselves in a professional manner while on the installation and refrain from disruptive, offensive, or otherwise improper behavior that undermines order and discipline. The contracting officer may direct the contractor to remove from performance of this contract on this installation any contractor employee engaging in such

4.26. CONTRACTOR FULL TIME EQUIVALENT REPORTING: The contractor shall report

ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for Custodial Service Contract via a secure data collection site. The contractor is required to completely fill in all required data field at http://www.ecmra.mil.

Reporting inputs will be for the labor executed during the period of performance for each Government

Fiscal Year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October* of each calendar year.

Contractors may direct questions to the CMRA help desk.

*Reporting Period: Contractors are required to input data by 31 October of each year.*

Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the http://www.ecmra.mil/ contractor name and contract number associated with the data.

User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link.

However, user manuals for government personnel and contractors are available at the ARMY CMRA link at http://www.ecmra.mil (Contracting Information)

5.0. PUBLICATIONS. The Government will make available all listed publications, forms, references and report formats. Publications can be accessed on-line at http://www.epublishing.af.mil/.

Supplements or amendments to listed publication from any organizational level may be issued during the life of the contract. The contractor shall immediately implement those changes in publications, which result in a decrease, or no change in the contract price. Prior to implementing any such revision, supplement, or amendment that will result in an increase in contract price, the Contractor shall submit to the CO a price proposal and obtain prior approval. Price proposals shall be submitted within 15 calendar days from the date the Contractor receives notice of the revision, supplement, or amendment giving rise to the increase in cost of performance. Failure of the Contractor to submit a price proposal within 15 calendar days from the date of receipt of any change, shall entitle the Government to performance IAW such change, at no increase in contract price.
