SUMMARY OF WORK

PART 1 GENERAL

1.1 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for Contractor Quality Control approval and for informational/record use only as part of the project file. Submittals with an "S" are for inclusion in the Sustainability Notebook, in conformance with Section 01 33 29 SUSTAINABILITY REPORTING.

Submit the following in accordance with Section 01 33 00 SUBMITTAL

1.2 WORK COVERED BY CONTRACT DOCUMENTS

1.2.1 Project Description

The work includes all personnel, equipment, tools, material and supervision required to design and construct a metal canopy with standing metal seam roof in the center bay area of building 229. Design may include use of a Pre-Engineered metal structure and installation of same, however, drawings, specifications, and design analysis shall be developed to support the effort. Desgin effort shall include all base bid items.

The Canopy shall be approximately 35'W x 100'L x 14'H at eave. Preparing, finishing and painting shall be Baked on Enamel, Direct to Metal (DTM) or as otherwise designed, submitted and approved to all exposed metal surfaces to create a new finish in accordance with JBSA-RND base color and historical standards. It will be required to meet undetermined architectural features to be compatible with existing adjacent structure.

If crane is used during installation a permit will be required.

The Contractor shall conduct testing as necessary to support the design and construction effort and may include but is not limited asbestos and or lead based paint sampling/analysis, concrete borings/strenght tests, etc.

All work shall be in accordance with JBSA general requirements to include color and historical schemas. The Contractor shall accomplish all tasks incidental to the construction/installation of this canopy as necessary to provide a safe, fully functional, completely finished and operating system ready for immediate use by the Government.

1.2.2 Location

The work is located at Building 229, located on JBSA-RND, TX. All work associated with the installation of the canopy shall be coordinated with the Government to mitigate any potential impacts to current Air Force missions. This project is located on JBSA Randolph, TX and construction work is subject to security and other restrictions. All work shall be coordinated with the 502 CONS Contracting Officer/ Administrator and the 502 CES Project Manager. The exact location will be shown by the Contracting Officer.

1.3 OCCUPANCY OF PREMISES

Building(s) will be occupied during performance of work under this Contract. The Contractor shall coordinate specifically with the CES PM for site specific coordination requirements and may involve coordination with other agencies such as the Defense Health Agency or Privatized housing contractors.

It is the Contractor's responsibility to take measures that are necessary to assure the protection of occupant's assets, furnishings, equipment, etc., and to perform the work so as to cause minimal disruption of ongoing activities in occupied areas. Coordination must be accomplished a minimum of ten (10) calendar days in advance of anticipated on-site start date

Before work is started, arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.

1.4 EXISTING WORK

In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":

a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.

b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.

1.5 LOCATION OF UNDERGROUND UTILITIES

Obtain digging permits prior to start of excavation, and comply with Installation requirements for locating and marking underground utilities.

Obtain an approved Base Civil Engineer (BCE) Work Clearance Request, AF Form 103 in accordance with section 01 14 00 WORK RESTRICTIONS, prior to the start of excavation, digging work, or work that disrupts aircraft or vehicular traffic flow, base utility services, fire and intrusion alarm system, or routine activities of the Activity. Verify existing utility locations indicated on contract drawings, within area of work.

Identify and mark all other utilities not managed and located by the local utility companies. Scan the construction site with Ground Penetrating Radar (GPR), electromagnetic, or sonic equipment, and mark the surface of the ground or paved surface where existing underground utilities are discovered. Verify the elevations of existing piping, utilities,and any

SECTION 01 11 00 Page 2 type of underground or encased obstruction not indicated, or specified to be removed, that is indicated or discovered during scanning, in locations to be traversed by piping, ducts, and other work to be conducted or installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.

1.5.1 Notification Prior to Excavation

Notify the Contracting Officer at least 15 days prior to starting excavation work.

1.6 SALVAGE MATERIAL AND EQUIPMENT

Items designated by the Contracting Officer, or as required by UFC or other requirement identified during design, to be salvaged remain the property of the Government. Segregate, itemize, deliver and off-load the salvaged property at the Government designated storage area located within 5 miles of the construction site.

Provide a salvage plan, listing material and equipment to be salvaged, and their storage location. Maintain property control records for material or equipment designated as salvage. Use a system of property control that is approved by the Contracting Officer. Store and protect salvaged materials and equipment until disposition by the Contracting Officer.

1.4 SPECIAL SCHEDULING REQUIREMENTS

a. All medical and mission critical areas will remain in operation during the entire construction period. The Contractor must conduct his operations so as to cause the least possible interference with normal operations of the activity.

b. Permission to interrupt any Activity roads, railroads, and/or utility service must be requested in writing a minimum of 30 calendar days prior to the desired date of interruption.

1.5 CONTRACTOR ACCESS AND USE OF PREMISES

1.5.1 Activity Regulations

Ensure that Contractor personnel employed on the Activity become familiar with and obey Activity regulations including safety, fire, traffic and security regulations. Keep within the limits of the work and avenues of ingress and egress. Wear hard hats in designated areas. Do not enter any restricted areas unless required to do so and cleared for such entry. Mark all Contractor equipment for identification

1.5.1.1 Subcontractors and Personnel Contacts

Provide a list of contact personnel of the Contractor and subcontractors including addresses and telephone numbers for use in the event of an emergency, As changes occur and additional information becomes available, correct and change the information contained in previous lists.

1.5.1.2 Installation Access

Non DOD persons (Contractors, vendors, etc) requiring entry to JBSA-RND must be sponsored by an authorized DBIDS registered DOD ID card holder.

Sponsors must notify the 502nd Security Forces Visitor Control Center NLT 10 days prior to the requested entry date. Sponsors or Authorizing Official shall request the permit in writing or via email from a .mil address to the Visitor Control Center. An Application for an Installation Access Credential form (see Appendix D) will be submitted by the Sponsor or Official to the Pass and Registration Office. Contractor and vendor companies requiring access to JBSA-RND, shall provide the credential information for their employees to the sponsor in order to process the access to JBSA-RND. See document in Appendix C for instructions.

All construction contractor employees must have:

a. One form of picture identification

b. Provide personal (full name, date of birth, home address, and driver license number) and vehicle information.

c. A memo from the construction company on company letterhead stating the reason for entry, contract number, project start and end date, and the location where the jobsite is located.

1.5.1.3 Identification Badges - Not Used

1.5.1.5 Personnel Entry Approval

Failure to obtain entry approval will not affect the contract price or time of completion

1.5.1.6 FISC Pearl Harbor Safety/Security Policy - Not Used

1.5.1.7 No Smoking Policy

Smoking is prohibited within and outside of all buildings on installation, except in designated smoking areas. This applies to existing buildings, buildings under construction and buildings under renovation. Discarding tobacco materials other than into designated tobacco receptacles is considered littering and is subject to fines. The Contracting Officer will identify designated smoking areas.

1.5.1.8 Government Housing Areas

a. Haul routes to and from constructions sites cannot go throught the housing, residential areas.

b. When working inside a housing area, working hours are limited to 0800 (8 am) to 1600 (4 pm) unless otherwise approved by the Contracting Officer.

1.5.4.1 Airfield and Flight Line Requirements

A. Airfield Requirements

Work performed under this section shall be coordinated with, and approved by the Contracting Officer. Due to the potential need to shut the airfield runway down to complete this work the contractor, Contracting Office, and Base Project Manager must agree on the dates and hours that work will be occur. It is the contractors responsibility to ensure that the work begins and ends within the agreed to times. This work may involve having to work on weekends or night shifts to meet the runway outage requirements.

Schedule of Work shall be negotiated between the Contracting Officer and the contractor prior to delivery order award. In the event of any emergency, intense operational demands, adverse wind conditions, and other unforeseen difficulties, the contractor may be required to discontinue all work at locations in the aircraft operational area.

The contractor shall notify the Contracting Officer or technical representative of any changes prior to the start time of each day's work.

The operation of equipment and the performance of work on or in the vicinity of airfields shall be coordinated with the Contracting Officer and with the Flight Operations Officer. Neither equipment nor personnel shall use any portion of an airfield without permission of these officers.. In all cases, verbal communication shall be maintained with the air traffic control tower (ATCT) before and during work on any runway, taxiway or apron which is in operation for conducting flights or aircraft operations. The ATCT staff shall be advised when work is completed. A construction waiver will be obtained by the Contracting Officer prior to the start of construction. The contractor does not have to do anything to obtain this waiver but they must be aware that it can take up to 90 days to get the waiver signed.

The government will add days to the contract to make up for this government delay.

B. Flight Line Safety

Comply with OSHA 29 CFR 1910. Also, prior to beginning work on the airfield contractor must ensure that contractor personnel receive training on airfield safety and flight line driving from the government (Reference AFI 13-213). For airfield safety requirements contractor must coordinate with the respective JBSA base Airfield Manager at least 30 days prior to beginning work on the airfield via the Government PM. For required flight line driving training contractor must contact the Vehicle Control Officer (VCO) at each JBSA base at least 14 days prior to beginning work.

The contractor shall provide at least two (2) people per construction site who have taken the Airfield Operation provide driving course and have a current AF Form 483 Certificate of Competency. One of these

SECTION 01 14 00 Page 3 persons must be on site at all times to communicate with the tower and to escort personnel who are on the Entry Authority List (EAL). This person may not escort anyone who is not on the EAL. Construction workers working on airfield sites must also take and pass various training requirements outlined in ETL 13-213.

C. Emergency Landings and Take-Offs

In a soft closure of the airfield, emergencies shall take precedence over all Contractor operations. Upon notification from the Control Tower of emergency landing or imminent takeoff, all operations shall be stopped immediately and all personnel and equipment evacuated to an area not utilized for aircraft traffic which is at least 200 feet measured perpendicular to and away from the near edge of the runway.

Equipment shall be able to clear the work area within three (3) minutes.

In a hard closure of the airfield, emergency landings will be diverted to an alternate location. In a soft closure of the airfield, the contractor shall specify on the bid schedule an hourly rate for aircraft interruptions. The time measurement for the interruptions shall begin with the notification to the contractor to leave the runway, and shall end ten (10) minutes after the contractor is notified that the runway may be reoccupied. The contractor, however, will be paid for a minimum of one hour for each interruption.

Interruptions longer than one hour shall be calculated on the half hour. One hour and fifteen minutes would be considered a one-hour interruption, and one hour, forty-five minutes would be considered a two-hour interruption.

D. Radio Communication

When the runway is open, no personnel or equipment will be allowed on the runway until radio contact has been made with the Control Tower and permission is granted by the Control Tower. A radio for this purpose will be made available by the Contracting Officer. The Contractor shall be in contact with the Control Tower at all times during the removal work.

In a soft closure of the airfield, radio communications shall remain open between the contractor and the Control Tower, even if there is no one in the Control Tower. There is always someone on duty at the airfield and they can open the Control Tower at anytime if there is an emergency or unscheduled flight.

Before anyone is allowed access to the airfield they must first have a back ground check, and be added to the Controlled Area Entry Authority List (EAL). Provide names, driver's license numbers and date of birth to the contracting officer 3-5 days prior to start of construction.

Suppliers whose names cannot be provided must be escorted by a government employee. Notify the Contracting Officer 30 days prior to start of construction. This government escort is for security reason not for communicating with the tower.

E. Foreign Object Debris

Foreign Object Debris (FOD) is not allowed on the airfield. Remove rock and pebbles from your shoes and vehicle wheels and truck beds prior to entering the airfield. No hard hats, soft hats, lose clothing, scarf, lose papers, drinking cups or cans, gum, cigarette butts, chew, trash,…anything that can be picked up by the wind of a plane engine. Sweeping is required.

In a soft closure of the airfield, all FOD must be removed regularly to ensure that if there is an emergency landing then all equipment, personnel and FOD can be removed within three (3) minutes. Sweeping is required.

In a hard closure of the airfield, all FOD must be removed prior to leaving the construction site. Sweeping is required.

If it is found that FOD related to the construction site caused damage to an airplane or delayed the airfield usage, then the contractor will become liable for damages accordingly.

1.5.4.2 Radioactive Materials and Equipment (Use and Storage)

a. Non-Air Force agencies, including contractors, who intend to use, or store, radiation sources on JBSA-RND must obtain proper authorization in accordance with the above references AFI 40-201 and AFI48-148.

Non-Air Force agencies will not use radiation sources on referenced locations without an approved Department of the Air Force Radiation Permit. Such equipment typically includes equipment for Soil Density Testing, Lead-Based Paint Analysis (X-Ray fluorescent analyzer), etc.

b. Non-Army agencies (including civilian contractors) require an Air Force radiation permit(s) to use or possess ionizing radiation sources on an Air Force installation. For the purpose of this paragraph, ionizing radiation source means any source that, if held or owned by an Air Force organization, would require a specific NRC license or Air Force radiation authorization - ARA.

c. The non-Air Force applicant will apply by letter with supporting documentation through the Installation Radiation Safety Officer (RSO).

Submit the letter so that the installation representative receives the application at least thirty (30) days before the requested start date of the permit.

d. The Air Force radiation permit (AFRP) application will specify start and stop dates for the AFRP and describe for what purposes the applicant needs the AFRP. See the document in Appendix A for AFRP requirements and instructions to apply for a permit. The following information shall be submitted to the RSO for the AFRP request.

1) Brief Description of Proposed Activities

2) The applicant possesses a valid U.S. Nuclear Regulatory Commission (NRC) Form 347 material license that allows the applicant to use the source as specified in the AFRP application.

3) The applicant possesses a valid Agreement State or Radioactive Material License (Texas Department of Health, Bureau of Radiation Control) license that allows the applicant to use radioactive

SECTION 01 14 00 Page 5 material (RAM) as specified in the AFRP application and the applicant has filed NRC Form 241, Report of Proposed Activities in Non-Agreement States, with the NRC in accordance with 10 CFR

150.20. A copy of the NRC Rom 241, must accompany the TRC Form 12-1. An AFRP issued under this circumstance will be valid for no more than 180 days in any calendar year.

4) Project Local Point of Contact: Name, Address, and Phone.

5) Company Radiation Safety Officer: Name, Address, and Phone.

6) Copy of Contractual Clause of the Air Force/Army Contract describing work to be performed and inclusive dates (from the contract)

7) Provide log of actual equipment usage to the JBSA-RND RSO.

8) Leak test documentation for the equipment with the radioactive source(s).

9) Site map defining area where radioactive materials/equipment is to be used.

10) Radiation Safety Program to include standard operating procedures (SOP), training program and designation of Radiation Protection/Safety Officer.

11) Written confirmation that the JBSA-RND RSO can conduct periodic assessments and has authority to suspend contractor operations believed to be unsafe.

12) For naturally occurring or accelerator produce radioactive material (NORM/NARM) and machine-produced ionizing radiation sources, the applicant has an appropriate State authorization that allows the applicant to use the source as specified in the AFRP application or has in place a radiation safety program that complies with Air Force requirements.

e. All AFRPs will require applicants to remove all permitted sources from Air Force property by the end of the work day. (JBSA-RND policy, no radiation producing equipment will be stored on JBSA-RND property overnight).

f. Disposal of radioactive material (RAM) by non-Air Force agencies on Air Force property is strictly prohibited. 3.2.3 Review, Approval/Disapproval. Review of the permit request and subsequent approval/disapproval requires approximately 30 days.

g. Submission of Application. Submit three copies of the application with the required supporting documentation to 502nd Air Base Wing Safety Office, Safety Point of Contact:

1.5.5 Work Outside Regular Hours

Work outside regular working hours requires Contracting Officer approval.

Make application 14 calendar days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress, giving the specific dates, hours, location, type of work to be performed, contract number and project title. Based on the justification provided, the Contracting Officer may approve work outside regular hours..

1.5.6 Exclusionary Period - Not Used

1.5.7 Occupied and Existing Buildings - Not Used

1.5.8 Permits and Requests

All permit requests must include at minimum the following:

a. Site Map (8" x 11" or 8" x 14") 5 complete copies

b. 100% Construction Drawings 5 complete copies

c. Project Name and Number

d. Contractor & Subcontractor Name

e. Brief Description of Work - Identify all buildings and/or facilities possibly affected.

f. Desired Date for Work to Begin

g. Estimated Duration of Work

h. 14 Day Advance Notice minimum, unless otherwise noted.

i. Contractor's Representative Contact Information

1.5.8.1 Digging Permits / Utility Locate

a. Digging permits must be obtained prior to prior to any digging, drilling or any excavation work.

b. Digging permit /utility locates are available by submitting the completed US Air Force Form 103 located in Appendix A to the 502 CES Construction Manager.

c. Contractor to allow (14) calendar days for Government review of digging permit requests. A digging permit for a specified area of excavation expires 30 days after the issue date; the Contractor must re-apply for a new permit to perform excavation in the area if the excavation was not started within the 30-day period.

d. Permits will identify all underground utilities within 5 feet of the designated area. Contractor shall be responsible for all repairs, costs, and damages due to excavating without permit or damaging an identified utility.

1.5.8.2 Utility Outage Permit

a. Contractor shall complete and submit a written request 14 days in advance of the requested utility outage to CES Utility Manager through the 502 CES Construction Manager. The request shall include the utility service to be affected, proposed date, proposed time, and outage duration. Form 103 included in Appendix A can also be used for the request.

b. Contractor shall be responsible to coordinate with CPS Energy about any energy or gas outage request. This coordination is separate than the government coordination.

c. Provide CES Construction Manager a copy of the written Utility Outage request.

d. After submitting the request to the government, the Contractor must received approval from the government prior to schedule a utility outage.

1.5.8.3 Hot Work Permits

a. Road closings will not be permitted without approval. To get approval for a proposed road closure Contractor must submit a traffic control plan to the 502 CES Construction manger prior to anticipated need for closure

b. The Contractor traffic control plan will include each section of road that will be worked on or impacted as a result of this contract. The traffic control plan shall be in accordance with "Traffic Controls for Street and Highway Construction and Maintenance Operations" of the latest edition of the "Texas Manual on Uniform Traffic Control Devices."

c. Contractor will provide traffic control signs and barricades for all street widening and extensions. At least one lane of traffic must be maintained at all times.

1.5.8.4 Road Closure Approval Requests

a. Road closings will not be permitted without approval. To get approval for a proposed road closure Contractor must submit a traffic control plan to the 502 CES Construction manger prior to anticipated need for closure

b. The Contractor traffic control plan will include each section of road that will be worked on or impacted as a result of this contract. The traffic control plan shall be in accordance with "Traffic Controls for Street and Highway Construction and Maintenance Operations" of the latest edition of the "Texas Manual on Uniform Traffic Control Devices."

c. Contractor will provide traffic control signs and barricades for all street widening and extensions. At least one lane of traffic must be maintained at all times.

Submit, prior to or with the first digital photograph submittals, a sketch or drawing indicating the required photographic locations. Update as required if the locations are moved.

1.3 PROGRESS AND COMPLETION PICTURES

Photographically document site conditions prior to start and at completion of each construction task order. Digital photographs, .jpeg, shall be provided to the Contracting Officer for unrestricted use by the Government.

1.4 MINIMUM INSURANCE REQUIREMENTS

Procure and maintain during the entire period of performance under this contract the following minimum insurance coverage:

Comprehensive general liability: $500,000 per occurrence

b. Automobile liability: $200,000 per person, $500,000 per occurrence for bodily injury, $20,000 per occurrence for property damage

c. Workmen's compensation as required by Federal and State workers' compensation and occupational disease laws.

d. Employer's liability coverage of $100,000, except in States where workers compensation may not be written by private carriers,

e. Others as required by Texas law.

1.5 CONTRACTOR SPECIAL REQUIREMENTS

Accomplish all contract requirements of Section assigned to the directly with a first tier subcontractor.

1.5.1 Asbestos Containing Material

All contract requirements of Section 02 82 16.00 20, "Engineering Control of Asbestos Containing Materials" assigned to the Private Qualified Person (PQP) shall be accomplished directly by a first tier subcontractor.

1.5.2 Space Temperature Control, HVAC TAB, and Apparatus Inspection

All contract requirements of Section 23 05 93 TESTING, ADJUSTING AND BALANCING FOR HVAC shall be accomplished directly by a first tier subcontractor, including the Commissioning Agent. No work required by Section 23 05 93 shall be accomplished by a second tier subcontractor.

1.6 SUPERVISION

1.6.1 Minimum Communication Requirements

Have at least one qualified supervisor capable of reading, writing, and conversing fluently in the English language on the job site during working hours. In addition, if a Quality Control (QC) representative is required on the contract, then that individual shall also have fluent English communication skills.

The Project Manager in this context shall mean the individual with the responsibility for the overall management of the project and the Project Superintendent shall mean the individual with the responsibility for quality and production. Both the Project Manager and Project Superintendent are subject to removal by the Contracting Officer for non-compliance with requirements specified in the contract and for failure to manage the project to insure timely completion. Furthermore, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to such stop orders shall be made the subject of claim for extension of time for excess costs or damages by the Contractor.

Approval of Project Manager and on-site Project Superintendent is required prior to start of construction. Provide resumes for the proposed Project Manager and on-site Project Superintendent describing their experience with references and qualifications to the Contracting Officer for approval. The Contracting Officer reserves the right to interview the proposed Project Manager and on-site Project Superintendent at any time in order to verify the submitted qualifications.

1.7 PRECONSTRUCTION CONFERENCE

After award of the TO contracts but prior to commencement of any work at the site, meet with the Contracting Officer to discuss and develop a mutual understanding relative to the administration of the value engineering and safety program, preparation of the schedule of prices or earned value report, shop drawings, and other submittals, scheduling programming, prosecution of the work, and clear expectations of the "Interim DD Form 1354" Submittal. Major subcontractors who will engage in the work shall also attend.

1.8 PARTNERING

To most effectively accomplish this contract, the Government requires the formation of a cohesive partnership within the Project Team whose members are from the Government, the Contractor and their Subcontractors. Key

SECTION 01 30 00 Page 2 personnel from the Supported Command, the End User (who will occupy the facility), the Government Design and Construction team and Subject Matter Experts, the Installation, the Contractor and Subcontractors, and the Designer of Record will be invited to participate in the Partnering process. The Partnership will draw on the strength of each organization in an effort to achieve a project that is without any safety mishaps, conforms to the Contract, and stays within budget and on schedule.

The Contracting Officer will provide Information on the Partnering Process and a list of key and optional personnel who should attend the Partnering meeting.

1.9 AVAILABILITY OF CADD DRAWING FILES

After award and upon request, the electronic "Computer-Aided Drafting and Design (CADD)" drawing files will only be made available to the Contractor for use in preparation of construction data related to the referenced contract subject to the following terms and conditions.

Data contained on these electronic files shall not be used for any purpose other than as a convenience in the preparation of construction data for the referenced project. Any other use or reuse shall be at the sole risk of the Contractor and without liability or legal exposure to the Government. The Contractor shall make no claim and waives to the fullest extent permitted by law, any claim or cause of action of any nature against the Government, its agents or sub consultants that may arise out of or in connection with the use of these electronic files. The Contractor shall, to the fullest extent permitted by law, indemnify and hold the Government harmless against all damages, liabilities or costs, including reasonable attorney's fees and defense costs, arising out of or resulting from the use of these electronic files.

These electronic CADD drawing files are not construction documents.

Differences may exist between the CADD files and the corresponding construction documents. The Government makes no representation regarding the accuracy or completeness of the electronic CADD files, nor does it make representation to the compatibility of these files with the Contractors hardware or software. In the event that a conflict arises between the signed and sealed construction documents prepared by the Government and the furnished CADD files, the signed and sealed construction documents shall govern. The Contractor is responsible for determining if any conflict exists. Use of these CADD files does not relieve the Contractor of duty to fully comply with the contract documents, including and without limitation, the need to check, confirm and coordinate the work of all contractors for the project.

If the Contractor uses, duplicates and/or modifies these electronic CADD files for use in producing construction drawings and data related to this contract, all previous indicia of ownership (seals, logos, signatures, initials and dates) shall be removed.

1.10 ELECTRONIC MAIL (E-MAIL) ADDRESS

The Contractor shall establish and maintain electronic mail (e-mail) capability along with the capability to open various electronic attachments in Microsoft, Adobe Acrobat, and other similar formats. Within 10 days after contract award, the Contractor shall provide the Contracting Officer a single (only one) e-mail address for electronic communications

SECTION 01 30 00 Page 3 from the Contracting Officer related to this contract including, but not limited to contract documents, invoice information, request for proposals, and other correspondence. The Contracting Officer may also use email to notify the Contractor of base access conditions when emergency conditions warrant, such as hurricanes, terrorist threats, etc. Multiple email address will not be allowed.

It is the Contractor's responsibility to make timely distribution of all Contracting Officer initiated e-mail with its own organization including field office(s). The Contractor shall promptly notify the Contracting Officer, in writing, of any changes to this email address.

PROJECT MEETING

PART 1 GENERAL

1.1 PRECONSTRUCTION CONFERENCE

After award of the contract and prior to the start of any construction work an authorized representative of the Contracting Officer will schedule and conduct a preconstruction conference.The Contractor's Project Manager, Superintendent, and Quality ControlManager will attend this meeting. The Contractor is encouraged to have an officer of his company and representation from his sub-contractors at this conference. This conference will be held at the location specified by the Contracting Officer's authorized representative. Minutes of the meeting will be prepared by the Government and signed by both the Contractor and the Contracting Officer. The minutes shall become a part of the contract file.

1.1.1 Start of Construction Work

If the Contractor has submitted the Accident Prevention (Safety) Plan, Quality Control Plan, Environmental Protection Plan for review prior to this meeting, these may be accepted into or accepted with comments at the conference. Work will not proceed until after this meeting has been held, the plans noted above have been accepted, and the Notice to Proceed has been received and acknowledged by the Contractor.

1.2 OTHER MEETINGS

Construction Quality Control meetings and conferences are specified in Section 01 45 00.00 20 QUALITY CONTROL. Other meetings are specified in various Division 1 and technical sections.

PART 1 GENERAL

1.1 QUALIFICATIONS

The Contractor shall designate an authorized representative who shall be responsible for the preparation of all required project schedule reports.

1.2 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for Contractor Quality Control approval and for informational/record use only as part of the project file.

PART 3 EXECUTION

3.1 General requirements

A Project Schedule as described below shall be prepared and submitted for approval. The scheduling of construction shall be the responsibility of the Contractor. Contractor management personnel shall actively participate in its development. Subcontractors and suppliers, subcontractors and suppliers working on the project shall also contribute in developing and maintaining an accurate Project Schedule. The approved Project Schedule shall be used to measure the progress of the work, to aid in evaluating time extensions, and to provide the basis of all progress payments.

3.2 BASIS FOR PAYMENT

The schedule shall be the basis for measuring Contractor progress. Lack of an approved schedule or scheduling personnel will result in an inability of the Contracting Officer to evaluate Contractor's progress for the purposes of payment. Failure of the Contractor to provide all information, as specified below, shall result in the disapproval of the entire Project Schedule submission and the inability of the Contracting Officer to evaluate Contractor progress for payment purposes. In the case where Project Schedule revisions have been directed by the Contracting Officer and those revisions have not been included in the Project Schedule, the Contracting Officer may hold retainage up to the maximum allowed by Contract, each payment period, until revisions to the Project Schedule have been made.

3.3 PROJECT SCHEDULE

The computer software system utilized by the Contractor to produce the Project Schedule shall be capable of providing all requirements of this specification. Failure of the Contractor to meet the requirements of this specification shall result in the disapproval of the schedule. Manual methods used to produce any required information shall require approval by the Contracting Officer.

3.3.1 AF IMT 3064

Use of the AF IMT 3064 will be the normal requirement for contractor construction schedules for most of the task orders issued under this contract and shall include the required items, submittals, level of detail and contract requirements listed below for critical path method activities (Work Elements), in this paragraph C. through F and as detailed in the Instructions to Contractors on the reverse side of the AF IMT 3064, Form..

3.3.2 Use of the Critical Path Method

The Critical Path Method (CPM) of network calculation shall be used to generate the Project Schedule. The Contractor shall provide the Project Schedule in the Precedence Diagram Method (PDM).

3.3.3 Level of Detail Required

The Project Schedule shall include an appropriate level of detail. Failure to develop or update the Project Schedule or provide data to the Contracting Officer at the appropriate level of detail, as specified by the Contracting Officer, shall result in the disapproval of the schedule.

The Contracting Officer will use, but is not limited to the following conditions to determine the appropriate level of detail to be used in the Project Schedule:

a. Activity Durations: Contractor submissions shall follow the direction of the Contracting Officer regarding reasonable activity durations.

Reasonable durations are those that allow the progress of activities to be accurately determined between payment periods (usually less than 2 percent of all non-procurement activities' Original Durations are greater than 20 days).

b. Procurement Activities: Tasks related to the procurement of long lead materials or equipment shall be included as separate activities in the project schedule. Long lead materials and equipment are those materials that have a procurement cycle of over 90 days. Examples of procurement process activities include, but are not limited to:

submittals, approvals, procurement, fabrication, and delivery.

c. Critical Activities: The following activities shall be listed as separate line activities on the Contractor's project schedule:

i. Pre-final inspection.

ii. Correction of punch list from pre-final inspection.

iii. Final inspection.

iv. Construction phasing.

d. Government Activities: Government and other agency activities that could impact progress shall be shown. These activities include, but are not limited to: approvals, approvals, design reviews, environmental permit approvals by State regulators, inspections, and Notice to Proceed (NTP) for phasing requirements.

e. Responsibility: All activities shall be identified in the project schedule by the party responsible to perform the work. Responsibility includes, but is not limited to, the subcontracting firm, contractor work force, or government agency performing a given task. Activities shall not belong to more than one responsible party. The responsible party for each activity shall be identified by the Responsibility Code.

a. Work Areas: All activities shall be identified in the project schedule by the work area in which the activity occurs. Activities shall not be allowed to cover more than one work area. The work area of each activity shall be identified by the Work Area Code.

b. Modification or Claim Number: Any activity that is added or changed by contract modification or used to justify claimed time shall be identified by a mod or claim code that changed the activity. Activities shall not belong to more than one modification or claim item. The modification or claim number of each activity shall be identified by the Mod or Claim Number.

Whenever possible, changes shall be added to the schedule by adding new activities. Existing activities shall not normally be changed to reflect modifications.

c. Feature of Work: All activities shall be identified in the project schedule according to the feature of work to which the activity belongs. Feature of work refers, but is not limited to, a work breakdown structure for the project. The feature of work for each activity shall be identified by the Feature of Work Code.

f. Scheduled Project Completion: The schedule interval shall extend from NTP to the Contract completion date.

a. Project Start Date: The schedule shall start no earlier than the date on which the NTP was acknowledged. The Contractor shall include as the first activity in the project schedule an activity called "Start Project". The "Start Project" activity shall have an "ES" constraint date equal to the date that the NTP was acknowledged, and a zero day duration.

b. Constraint of Last Activity: Completion of the last activity in the schedule shall be constrained by the contract completion date. Calculation on project updates shall be such that if the early finish of the last activity falls after the contract completion date, then the float calculation shall reflect a negative float on the critical path. The Contractor shall include as the last activity in the project schedule an activity called "End Project". The "End Project" activity shall have an "LF" constraint date equal to the completion date for the project, and a zero day duration.

c. Early Project Completion: In the event the project schedule shows

SECTION 01 32 01.00 10 Page 3 completion of the project prior to the contract completion date, the Contractor shall identify those activities that have been accelerated and/or those activities that are scheduled in parallel to support the Contractor's "early" completion. Contractor shall specifically address each of the activities noted in the narrative report at every project schedule update period to assist the Contracting Officer in evaluating the Contractor's ability to actually complete prior to the Contract period.

g. Interim Completion Dates: Contractually specified interim completion dates shall also be constrained to show negative float if the early finish date of the last activity in that phase falls after the interim completion date.

d. Start Phase: The Contractor shall include as the first activity for a project phase an activity called "Start Phase X" where "X" refers to the phase of work. The "Start Phase X" activity shall have an "ES" constraint date equal to the date on which the NTP was acknowledged, and a zero day duration.

e. End Phase: The Contractor shall include as the last activity in a project phase an activity called "End Phase X" where "X" refers to the phase of work. The "End Phase X" activity shall have an "LF" constraint date equal to the completion date for the project, and a zero day duration.

f. Phase X: The Contractor shall include a hammock type activity for each project phase called "Phase X" where "X" refers to the phase of work. The "Phase X" activity shall be logically tied to the earliest and latest activities in the phase.

h. Default Progress Data Disallowed: Actual Start and Finish dates shall not be automatically updated by default mechanisms that may be included in CPM scheduling software systems. Actual Start and Finish dates on the CPM schedule shall match those dates provided from Contractor Quality Control Reports. Failure of the Contractor to document the Actual Start and Finish dates on the Daily Quality Control report for every in-progress or completed activity, and failure to ensure that the data contained on the Daily Quality Control reports is the sole basis for schedule updating shall result in the disapproval of the Contractor's schedule and the inability of the Contracting Officer to evaluate Contractor progress for payment purposes. Updating of the percent complete and the remaining duration of any activity shall be independent functions. Program features which calculate one of these parameters from the other shall be disabled.

i. Out-of-Sequence Progress: Activities that have posted progress without all preceding logic being satisfied (Out-of-Sequence Progress) will be allowed only on a case-by-case approval of the Contracting Officer.

The Contractor shall propose logic corrections to eliminate all out of sequence progress or justify not changing the sequencing for approval prior to submitting an updated project schedule.

j. Negative Lags: Lag durations contained in the project schedule shall not have a negative value.

3.3.4 Project Schedule Submissions

The Contractor shall provide the submissions as described below. The data reports and network diagrams required for each submission are contained in paragraph SUBMISSION REQUIREMENTS.

3.3.4.1 Preliminary Project Schedule Submission

The Preliminary Project Schedule, defining the Contractor's planned operations shall be submitted for approval within 10 calendar days after the NTP is acknowledged. The approved preliminary schedule shall be used for payment purposes not to exceed the first 30 calendar days after NTP.

3.3.4.2 Initial Project Schedule Submission

The Initial Project Schedule shall be submitted for approval within 30 calendar days after NTP. The schedule shall provide a reasonable sequence of activities which represent work through the entire project and shall be at a reasonable level of detail.

3.3.4.3 Periodic Schedule Updates

Based on the result of progress meetings, specified in "Periodic Progress Meetings," the Contractor shall submit periodic schedule updates. These submissions shall enable the Contracting Officer to assess Contractor's progress. If the Contractor fails or refuses to furnish the information and project schedule data, which in the judgment of the Contracting Officer or authorized representative is necessary for verifying the Contractor's progress, the Contractor shall be deemed not to have provided an estimate upon which progress payment may be made.

3.3.5 Periodic Progress Meetings

Progress meetings to discuss payment shall include a monthly onsite meeting or other regular intervals mutually agreed to at the preconstruction conference. During this meeting the Contractor shall describe, on an activity by activity basis, all proposed revisions and adjustments to the project schedule required to reflect the current status of the project. The Contracting Officer will approve activity progress, proposed revisions, and adjustments as appropriate.

3.3.5.1 Meeting Attendance
